DBT knowledge and/or experience preferred. The Clinician works closely with county social workers, parents and team members, consulting and collaborating on client's progress and treatment plans.
Essential Duties and Responsibilities:
Provide Individual, Group and Family Therapy
• Assess clients' needs and level of functioning including a bio psychosocial assessment of all clients referred to in the case load.
• Provide crisis counseling to children/families as necessary.
• Write safety, behavioral, needs & services and treatment plans.
• Schedule and coordinate therapy sessions.
• Provide clinical interventions for teachers, parents, and other caregivers to generalize skills in other environments.
• Meet with clients for individual, group and/or family therapy sessions.

Training and Consultation
• Attend clinical, school, child & family team (CFT) and discharge meetings etc. to consult with child and family team members.
• Attend weekly supervision meetings with clinical supervisor if unlicensed, to comply with California Board of Behavioral Sciences (BBS) licensing requirements.
• Licensed Therapists who have met the California BBS requirements to provide supervision, which requires a license to be held for at least 2 years, may provide weekly individual and/or group supervision for unlicensed clinicians so they may obtain licensing hours.
• Attend weekly meetings with Clinical Program Manager.
Other
• Attend external training/conferences to meet licensing requirements and keep up to date with current information and developments.
• Present information gathered at conferences at clinical meetings and staff in-services/training as appropriate.
• Attend medication reviews for clients receiving medication.
• Perform other duties as assigned.

GENERAL PURPOSE

Involves providing after hours, “on-call” coverage on a rotational basis based on program needs.

In the absence of the Program Director or designee, provides leadership and direction for clients as assigned.
Advocates for clients in all areas of treatment and helps them apply for and receive services; empowers clients in meeting their goals.
Advocates for and assists clients and their families in accessing and receiving mentalhealth treatment, medical care, housing, food, and clothing as indicated.
Supports individual service plans for each client.
Maintains all client records and completes required documentation and data entry according to program standards including progress notes, activity reports, and logs, etc.
Meets regularly with clients at Turning Point sites or in the field, at job sites, homes, board and care facilities, skilled nursing facilities and other appropriate sites.
Consults with or meets regularly with the client's family, care provider or other significant persons with client's consent.
Coaches clients in developing age-appropriate social skills, money management, personal hygiene, and job readiness.
Assists in establishing client's eligibility for Medi-Cal or other benefits and advocates for continuation of benefits when appropriate.
Develops financial management plans for clients who receive Representative Payee Services and authorizes appropriate expenditures.
Interacts productively within the team in order to provide holistic case management services to an identified group of clients.
Provides “on-the-spot” counseling that is both helpful to the clients and consistent with the philosophy of the program.
Drives on program business using personal vehicle for the purposes of medication outreach, home visits, transporting clients to appointments/activities, community/county meetings/trainings, MH court.
Attends to the safety, health, and wellbeing of clients.
Completes paperwork as assigned in a timely manner.
QUALIFICATIONS
MINIMUM:
A typical way of obtaining the knowledge, skills and abilities outlined above is through graduation from high school or an accredited GED program and four (4) years of varied experience as a provider of direct mentalhealth services. Relevant higher education may be substituted for up to two (2) years of experience.
OPTIMUM:
Graduation from a four (4) year university or college with a bachelor's degree in social work, psychology, or related field and four (4) years varied experience as a provider of direct mentalhealth services or meeting other MentalHealth Rehabilitation Specialist qualifications.
LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:
· California driver's license & current vehicle insurance/registration

Your Knowledge and Experience

Sick leave incentive

Bereavement Leave: 3 days of paid leave for the death of qualifying family member, 2 additional days of accrued leave for death of employee's spouse, domestic partner, parent or child.
Merit Salary Increase: New employees will receive the starting salary, which is the first step of the salary range. After employees serve 52 weeks (2080 hours) on each step of the range, they are eligible for a merit increase to the next step.
Job Sharing: Employees may agree to job-share a position, subject to approval by a Department Head and the Director of Human Resources.
Educational Reimbursement Program: Eligible employees may be reimbursed for career-related course work up to a maximum of $850 per fiscal year. Eligible employees enrolled in an approved four (4) year College or University academic program may be reimbursed up to $800 per semester for a maximum of $1600 per fiscal year.
Parking Supplemental Downtown Stockton: The County contributes up to $20 per pay period for employees who pay for parking and are assigned to work in the Downtown Core Area.
School Activities: Employees may take up to 40 hours per year, but not more than eight (8) hours per month, to participate in their children's school activities.
Selection Procedures
Applicants who meet the minimum qualifications will go through the following examination process:
Written Exam: The civil service written exam is a multiple choice format. If the written exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list.
Oral Exam: The oral exam is a structured interview process that will assess the candidate's education, training, and experience and may include a practical exercise. The oral exam selection process is not a hiring interview. A panel of up to four people will determine the candidate's score and rank for placement on the eligible list. Top candidates from the eligible list are referred for hiring interviews. If the oral exam is administered alone, it will be 100% of the overall score. Candidates must achieve a minimum rating of 70% in order to be placed on the eligible list.
Written & Oral Exam: If both a written exam and an oral exam is administered, the written exam is weighted at 60% and the oral exam is weighted at 40% unless otherwise indicated on the announcement. Candidates must achieve a minimum rating of 70% on each examination in order to be placed on the eligible list.
Rate-out: A rate-out is an examination that involves a paper rating of the candidate's application using the following criteria: education, training, and experience. Candidates will not be scheduled for the rate-out process.
Note: The rating of 70 referred to may be the same or other than an arithmetic 70% of the total possible points.
Testing Accommodation: Candidates who require testing accommodation under the Americans with Disabilities Act (ADA) must call Human Resources Division at ************** prior to the examination date.
Veteran's Points: Eligible veterans, unmarried widows and widowers of veterans of the United States Armed Forces who have been honorably discharged and who have served during wartime shall be given veteran's points in initial appointment to County service. Rule of the Rank: The top rank or ranks of eligibles will be referred for hiring interviews. About the Position:
The MentalHealth Clinician is responsible for clinical assessment, creation and or oversight of a service plan, and implementation of that plan through therapeutic interventions. This position provides the support necessary to assist the client in attaining a maximum functional level. The MentalHealth Clinician may participate in the internal and county utilization review process.
Essential Duties & Responsibilities:
Support individuals with active listening, demonstrate empathy, and carry a message of hope and recovery.
Provide client assessments and formulate service plans regarding intensive long or short-term treatment.
Observe, assess, intervene, and refer (within one's scope of practice) in situations with clients regarding mentalhealth symptoms, physical health symptoms, and substance use issues.
Assists clients and family/caregivers in understanding treatment and the use of therapy and medication. Deliver therapeutic services to clients and family/caregivers, including but not limited to, individual therapy, group therapy, and family therapy.
Works with a multi-disciplinary team to provide integrated psychosocial rehabilitative services and attend meetings to ensure continuity of care for clients.
Reviews client assessments, client plans, and progress notes to assist PSCs with training and accuracy to meet Medi-Cal billing standards.
Participates in the internal and county utilization review process.
Accurately complete all necessary forms, reports, and paperwork required by the program on a timely basis (e.g., progress notes, special incident reports, discharge summaries, Medi-Cal billing, Avatar forms, and HMIS).
Acts as a designated Mandated Reporter for the observed or suspected abuse and/or neglect of children, disabled individuals, dependent adults, and elder/senior citizens. Mandated Reporter also includes “Duty to Warn” which includes the responsibility to notify authorities and the intended victim(s) of physical harm.
Coordinates, or assist in, special research or projects when needed or assigned, including creating, preparing, and distributing special reports.
Ensure the protection and confidentiality of all Protected Health Information (PHI) by following all policies and procedures in the Agency HIPAA Manual.
Education and/or Experience:
Master's Degree in the field of psychology, counseling or social work.
Two (2) years of professional experience in a mentalhealth related setting providing direct services is highly desirable.
Knowledge of the theories, principles and techniques of family, group and individual therapy, as well as the planning, development and implementation of comprehensive service plans.
Knowledge of principles and techniques of diagnostic assessment and interviewing, and the social psychological and physical aspects of mental disorders.
Experience with Medi-Cal requirements is desirable.
Work experience with persons who have substance abuse problems, preferably individuals who are dually diagnosed (mentalhealth & substance abuse) is highly desirable.
Knowledge of 12-Step Programs and/or personal experience with substance abuse recovery is highly desirable.
Demonstrated knowledge of group work principles and the ability to work effectively with groups.
Consumer of mentalhealth services or a family member of a mentalhealth consumer is desirable.
Familiarity with 51-50 criteria and crisis de-escalation is highly desirable.

Summary
The MentalHealth Rehabilitation Specialist (MHRS) teaches, models, and encourages the use of positive behavioral supports and specific behavioral interventions to assist children with high acuity needs to reduce functional impairment. A MentalHealth Rehabilitation Specialist provide interventions in homes, community, or other locations depending on client needs.
Education and/or Experience
AA Degree in psychology, social work, child development or related field plus 6 years' experience providing behavioral intervention to children and adolescents with emotional disturbances or intensive needs. B.A. or B.S. degree in psychology, social work, child development or related field plus 2 year experience working with children and adolescents with emotional disturbances
Ability to foster positive therapeutic relationships with clients, families, and other community program staff to ensure a collaborative approach is used at all times
Experience with skill building and rehabilitative work
Community resource awareness
The estimated base pay for MHRS is $21.00 to $28.00; additional individual compensation may be available. Base pay is only a portion of the total rewards package, and a comprehensive benefit program is available for qualifying position.
