Key Responsibilities

Job Duties
Virginia Beach Health District is seeking a Health Counselor to be responsible for independently identifying and contacting persons known or suspected of being exposed to or at high risk of exposure to communicable diseases such as tuberculosis, syphilis, gonorrhea, HIV/AIDS, and others. This role is responsible for performing field investigations and surveillance and requires possession of a valid state driver's license.
Duties will include alerting people to their health risks, behavior changes needed to reduce risks to the individual or to others, resources and methods available to treat and control the disease as well as to contain further transmission of disease. Conduct Follow up on contacts to determine if they have received treatment, changed their behavior to reduce health risk, and procured other available services as necessary to ensure improved health care.

GENERAL STATEMENT OF JOB Under general supervision, this position provides professional clinical services to individuals and families through assessment and therapy, and crisis intervention in a Behavioral Health program. Position reports to the Clinical Manager.
ESSENTIAL JOB FUNCTIONS
Develops and implements treatment plans and refers to case management, as needed; monitors consumer behavior and documents accordingly, documents and maintains case records in accordance with program policies and procedures; and conducts mentalhealth outpatient intake assessments and diagnostic evaluations.
Provides coordination and consultative services in cooperation with other staff; consults with psychiatrists and/or psychiatric nurses, clinical manager, and program administrator regarding medication and diagnoses treatments; and adjusts treatment plans accordingly.
Conducts crisis intervention; assesses disposition of consumers to determine level of intervention required and documents consumer intervention needs; conducts individual, group, and family therapy; serves as a primary therapist to individuals assigned to caseload; and implements and maintains rules to provide for consumer safety.
Serves as a liaison to staff members to discuss consumers' progress and care; monitors, documents, maintains, and adjusts consumer treatment plans, records and progress; and ensures that consumers receive appropriate services and treatment, including medical services.
Performs other related work as required. Individual assignments will be determined by supervisor based on current workload and department needs.

Requires a Master's degree in Social Work, Psychology, or a related field and 1 - 3 years of experience providing clinical service, or an equivalent combination of training and experience which provides the required education and experience.
SPECIAL REQUIREMENTS
Must be Certified Substance Abuse Counselor (CSAC) licensed eligible with the ability to obtain licensure within six (6) months from date of hire.
Must possess Red Cross Cardiopulmonary Resuscitation (CPR) and First Aid Certifications or have the ability to obtain certifications within 90 days from date of hire and maintain them as a condition of employment.
Requires a comprehensive background investigation to include a local, state and federal criminal history check, and a sex offender registry check.
A valid driver's license with an acceptable driving record.

5. To the greatest extent possible, ensure the fitness of active duty personnel for unrestricted

6. Within HIPAA confidentiality guidelines. maintain open and professional communications with
other Clinic Healthcare staff and Commands and provide consultation services regarding mentalhealth issues, including diagnosis, condition, treatment plans, prognosis and fitness for duty
status.
7. Provide appropriate and timely evaluation and management for urgent and emergent problems as
they occur in addition to providing regularly scheduled appointments. Provide crisis intervention services, as needed.
8. Provide immediate notification to the Medical Department should a medical emergency occur and
report the nature of the emergency to the Commanding Officer or their authorized representative,
Inform the Senior Coast Guard Medical Officer of any patient exhibiting significant non-compliance
with the prescribed treatment program.
9. Plan, develop and maintain referral and coordination services with other mentalhealth resources
and social service agencies to provide optimal patient care. Act as liaison with Work Life
personnel, Substance Abuse Program Specialists. Chaplains. EAP providers, civilian TRICARE mentalhealth providers, Department of Detense mentalhealth providers and psychiatric hospitals to
coordinate care as needed.
10. Make appropriate referrals to specialists utilizing appropriate resources as directed by the
clinic administrator. TRICARE Network resources will be used when availability exists within the
TRICARE access standards. Use of other military treatment facilities is encouraged when/where
available.
11. Provide expert opinion related to MentalHealth diagnoses, condition, prognosis and
applicable Coast Guard policy in Medical Board actions as required;
12. Prepare and submit appropriate documentation as specified in applicable Coast Guard regulations which may require input from a professional MentalHealth provider such as
recommendations for administrative separation judgment and mental state as related as to security
clearances, mental competency determination for legal and administrative issues and
pre/post-deployment MentalHealth assessments.
13. Provide recommendations in writing to command regarding Duty status and duration,
for all active duty members under mentalhealth care;
14. Participate in the Health Services Quality Improvement Program.
15. Share responsibility for developing and implementing psycho-educational programs training and
referral resources which might improve the level of behavioral health and awareness within a
defined community or area of responsibility.
16. As requested by the Chief of Health Services or the Clinic Administrator, provide inK service
training on MentalHealth related issues to clinic personnel and (at Petaluma only) to students in
the Health Services School.
17. Monitor rates of mentalhealth related behavior and resource utilization, such as psychiatric
admissions, suicide behavior, family violence cases, substance abuse treatment, and DUl's.

Must be licensed eligible for Licensed Professional Counselor (LPC) or Licensed Clinical Social Worker (LCSW) with the ability to obtain licensure within one (1) year of hire.
Must have or able to pass Red Cross Cardiopulmonary Resuscitation (CPR) and First Aid Certifications or have the ability to obtain certifications within 90 days from date of hire and maintain them as a condition of employment.
Requires a comprehensive background investigation to include a local, state and federal criminal history check, and a sex offender registry check.
A valid driver's license with an acceptable driving record.

EDUCATION & EXPERIENCE
Requires a Master's Degree in Social Work, Psychology, Human Services, Education or a related field and 3-5 years' experience providing clinical services or an equivalent combination of education and experience which provides the required knowledge, skills and abilities.
SPECIAL REQUIREMENTS
Certified Pre-Screener eligible at the time of employment or Certified Pre-screener Preferred. Certification status must be approved by Virginia Department of Behavioral Health and Developmental Services (DBHDS) within 90 days post-employment.
Requires a professional certification in the State of Virginia as a Qualified MentalHealth Professional (QMHP) or Licensed MentalHealth Professional (LMHP). Qualified MentalHealth Professional Adult (QMHP-A) preferred. Applicants may apply that are not currently licensed or certified but hold the appropriate educational attainment and minimum experience while being registered or in supervision with the appropriate professional board to become certified or licensed.
An acceptable general background check to include a local and state criminal history check and sex offender registry check.
A valid driver's license with an acceptable driving record.

Must possess Red Cross First Aid and CPR certifications or have the ability to obtain certifications within 90 days from date of hire and maintain them as a condition of employment.
