JOB DESCRIPTION
As a Behavioral Health Specialist, one of the key responsibilities is to work alongside the social work team to observe and assess patients' behavior in order to develop and execute treatment plans that effectively manage any behavioral issues they may be experiencing. DUTIES
Managing participant's behavioral health, by conducting thorough assessments to determine their needs, preferences, and goals. This information can then be used in interdisciplinary team meetings to develop discipline-specific goals and interventions that are tailored to each individual. These meetings are actively participated in to ensure that all aspects of the participants' care are being considered and addressed.
Deliver and document behavioral health interventions as agreed upon in the participants' care plans, including but not limited to symptom management, counseling, crisis intervention, arranging necessary resources and services, assisting with the care transitions, providing individual and group counseling, and care management.
Facilitate individual and group therapies in various forms as appropriate such as art and music therapy, psychosocial drama, counseling, and discussion that restores or expands participants' social roles.
Provide training on behavioral health symptoms and interventions to staff.

EDUCATION AND QUALIFICATION REQUIREMENTS
Master's degree in behavioral health (MSW) or Doctorate in Psychology (PhD)
License by the CA Board of behavioral sciences as an LCSW or Licensed by the CA Board of Psychologists as a Psychologist
Minimum of Three (3) years of behavioral health experience conducting therapy, completing behavioral health assessments, and managing care planning needs.

Completes all required documentation in a timely manner for each assigned client and maintains a comprehensive set of treatment records as stipulated in the County MentalHealth Plan (MHP) or other agencies responsible for program oversight.
Acts as the liaison between the program and family/community agencies including individuals such as Parents/Caregivers, Case Managers, County Social Workers, Teachers/Education Providers, and Probation Officers. The Clinician shall work with the family or care providers in the implementation of treatment plans and will maintain contacts with all important individuals in the client's life.
Provides individual, family, and group counseling based on the needs of the clients served.
Meets Agency service percentage standard reflecting expected time spent with clients, if applicable.
Completes other assigned program operational tasks in accordance with supervisory directives.
MINIMUM REQUIRED EDUCATION AND EXPERIENCE
Completion of a clinical program with a Master's or Ph.D. degree in a field of behavioral science from an accredited educational institution.
Holds a current license registration issued by the Board of Behavioral Sciences (AMFT, ACSW, APCC, LMFT, LCSW, LPCC)
POSITION/PROGRAM REQUIREMENTS
Must possess a valid California driver's license, personal automobile insurance and driving record that meets the standards outlined in the Agency's Personnel Policy: Motor Vehicle Operating Standards.
Must be physically and mentally fit in accordance with the Agency's Personnel Policy: Physical Fitness Standards and Examinations. Must be willing to complete a Tuberculosis (TB), drug screening test, and provide proof of COVID-19 vaccination(s) and booster (if eligible).
Must be willing to complete a personal background investigation conducted by the State of California.
Must obtain and maintain CPR and First Aid Certification (only when required by local county or program).

PHYSICAL REQUIREMENTS

Work closely with clinical staff and/or base personnel regarding patient awareness of mental and behavioral health wellness programs (addictions, stress management, group therapies).
Deliver records and reports required to document procedures performed and care provided utilizing the Health Maintenance Strategies Manual (HMSI) standards.
Serve as advisor and consultant to other staff in the specialized areas of clinical psychology to include comprehensive psychological evaluations, diagnosis, treatment, and military duty dispositions.
Conduct clinical staff education when requested or warranted to enhance knowledge, understanding, awareness and screening, identification, treatment and monitoring of post-traumatic stress disorder, traumatic brain injury and other combat and non-combat related disorders.
Provide consultative behavioral health care for all enrollees in the Fleet Centered Medical Home Port (FCMP) using evidence-based interventions and Clinical Practice Guidelines where appropriate for treating behavioral health problems.
Provide timely and succinct feedback to primary care physicians and/or PCMs regarding consultations findings and recommendations.
Apply the biopsycho-social model of assessment to care provided. Present recommended treatment plans to the treatment teams (i.e. physicians, social workers, psychologists, Corpsmen and nursing staff as appropriate).
Assess psychological state and use psycho-diagnostic evaluations and psychotherapy.
Provide concise documentation of care and recommendations in patients electronic medical record in no less than 24 hours after the patient is seen.
Develop and participates in group medical appointments including Shared Medical Appointments (SMA) and Drop-In Group Medical Appointments (DlGMA) as requested by the Primary Care Manager (PCM).

The Position
The MentalHealth Specialist (MHS) is responsible for providing direct clinical intervention to participants (families and individual adults) in Interim Housing Site(s) or as part of a street-based Multidisciplinary Team (MDT). What You'll Do
Provides in-person, individual and group based clinical case management and behavioral health services to people experiencing homelessness in interim housing settings or within a homeless outreach team.
Conducts mentalhealth, substance use and safety/risk assessments on identified participants
Creates relationships with mentalhealth service providers, Department of MentalHealth, VA and hospital social work teams. Refer participants for services as well as maintain a resource listing of mentalhealth services for participants engaged in LA Family Housing programs.
Engages in discharge planning and leads care coordination activities
Utilizes Harm Reduction, Housing First, Low Barrier and Trauma Informed Care philosophies when working with individuals experiencing homelessness
Works collaboratively with medical providers to ensure PEH are triaged to needed medical care
Completes risk assessment and safety plan and liaise with Psychiatric Mobile Response Team (PMRT) if danger to self/others resulting from a mentalhealth disorder or grave disability is suspected.
Follows mandated reporting guidelines with communication to protective and emergency services as needed; complete follow-up documentation as required, including incident reports
Advocates on participants' behalf with other organizations and/or government agencies when appropriate
Coordinate services with other non-clinical staff including:
Co-facilitating meetings
Organize participant mentalhealth events
Provide guidance, direction, and clinical support through case consultations

The following are core responsibilities of the Compliance Manager, though this list is not exhaustive:
Service Coordination & Case Management:
Coordinate and manage services for an assigned group of clients, monitoring activities of the treatment team to ensure comprehensive care.
Comply with all charting and documentation requirements in alignment with contract, funding agency, and County policies. Ensure all documentation is accurate, timely, and compliant with HIPAA standards.
Treatment Planning & Evaluation:
Develop, evaluate, and implement treatment goals and plans in collaboration with the treatment team. Review progress and adjust plans as necessary to ensure effective outcomes.
Provide individual supportive coaching across all areas of clients' lives, addressing personal, social, and psychological barriers to recovery.
Conduct psychosocial assessments and evaluate risk factors. Maintain daily logs of client contacts, documenting relevant interactions and progress.
Provide on-call crisis intervention support, to address urgent clinical issues and ensure client safety.
Prepare critical care issues for discussion during supervision and staff meetings, ensuring proper follow-up and integration of feedback into treatment plans.
Psychoeducational Groups:
Conduct and facilitate psychoeducational groups as directed, focusing on enhancing participants' coping skills, understanding of mentalhealth, and substance use challenges.
Minimum Qualifications
Education: Master's degree in Social Work (MSW), Psychology, Counseling, Marriage and Family Therapy (MFT), or a related field..
Licensing/Certification: Valid California driver's license and current auto insurance.
Experience: Professional experience in providing mentalhealth or substance abuse treatment services. Experience working with individuals who have complex, co-occurring disorders or those who are difficult to engage in treatment is highly preferred.
Technical Skills: Proficiency in Microsoft Office Suite and EHR software, and proficiency in the use of clinical management software.
Communication Skills: Excellent written and verbal communication skills, with the ability to effectively and compassionately engage with clients, families, and the team.

Clinician II differs from Clinician I in that this person has passed the licensing exam and received their license from the governing board. Serve as an effective liaison between KV and community partners. Must display an ability in diagnostic evaluation and assessment, treatment planning, psychotherapy and various modalities of therapy.
How will I contribute
Provide direct mentalhealth services to consumers under the supervision of the Clinical Manager and Reg Director.
Maintain clear, accurate and concise consumer records on the same day as service 80% of the time with a 70% productivity goal.
Assist clinical department head as requested/required.
Assist with Supervision of unlicensed staff.
Provide professional linkage/consultation with outside entities.
Enter all service information in the Tulare County HHSA Management Information System (SMART CARE) by completing Electronic Service Activity Logs (ESALs) at the end of every shift. Approve and review documentation for staff daily.
Perform other duties as assigned
What I bring
Master's degree in counseling or social work from an accredited graduate school

A minimum of Two years of related counseling experience
Achieve competence in SMART CARE, maintain documentation that meets Tulare County guidelines and requirements.
Strong understanding of DSM 5 and mentalhealth disorders, diagnosis and treatment.
Able to understand complex systems of care, policies and procedures, build and maintain positive relationship with various members of the clinical team.
