Position Summary
The Administrative Assistant, Maintenance Services provides administrative and operational support to the Field Maintenance and Trades departments. This position is responsible for processing purchasing requests, budget tracking, departmental payroll reconciliation, coordinating inventory of uniforms and safety equipment, processing service requests, maintaining departmental records, and ensuring compliance with contracts and regulations. Additionally, the Administrative Assistant, Maintenance Services relays information and communication between management, field crews, and external stakeholders.
Hours/Schedule
Typical work hours are Monday through Friday, 7:00 am - 3:30 pm in person.

Job Duties
Contract and Compliance Support
* Understand and remain current on individual Field Maintenance and Trades department contracts, airport rules and regulations, and other governing policies.
* Assist department management in tracking and managing contractual compliance and agreement terms.
* Maintain confidentiality of sensitive department data, information, and conversations.
Procurement and Inventory Management
* Prepare and process purchasing orders and requisitions, including submitting information for Professional Service Agreements (PSAs).
* Maintain inventory control for a variety of departmental items, including employee uniforms, safety equipment, gas/diesel fuel, oil and other lubricants, office supplies, and pollution control supplies.
* Maintain records of materials used, including sand, salt, NAAC, New Deal, and aggregates.
Payroll and Budget Support
* Assist Finance department and department management in tracking and monitoring monthly Field Maintenance and Trades expenditures and operating budgets.
* Perform initial reconciling of department payroll and timesheets, including verifying leave types, balances, and usage, pay rates, and equipment premium rates. (Timekeeper responsibilities)
* Provide department safety equipment, monitor inventory of safety equipment, and maintain records of safety equipment allowance for bargaining unit employees.
* Complete P-card reconciliation for Field Maintenance and Trades departments.
Administrative and Clerical Support
* Prepare and distribute general departmental correspondence as directed, including employee shift bid reports, payroll, memos, emails, standard operating procedures, meeting agendas and minutes, and presentations.
* Create spreadsheets to track information, including employee information such as training records, professional licenses, performance evaluation dates, locker and bunk room assignments, and other information for regulatory compliance.
* Initiate and monitor Field Maintenance and Trades Department work orders.
* Maintain electronic and paper files, process mail, and handle fax and copy requests.
* Troubleshoot minor IT issues such as log-in/password issues and assist in the escalation of IT issues in accordance with organizational policy; serve as the initial point of contact for any IT issues for employees
* Maintain schedule of organization-owned motor pool vehicles, resolve scheduling conflicts, and ensure communication for use for the requester and for fleet operations.
* Professionally greet and welcome visitors to the building.
* Maintain assigned SharePoint sites.
* Order and maintain office supplies and equipment.
* Coordinate travel arrangements for all department-approved travel and complete travel reports/reimbursement requests.
* Schedule meetings as directed and maintain department calendars, including management on-call calendar.
* Manage the bi-annual electronic shift bid and vacation bid processes for union employees.
* Assist in records management, records inventory program, and records disposal program.
* Update department's content management system on a monthly basis.
Communication and Coordination
* Answer multi-line phone system (via Teams) and direct calls in a prompt manner.
* Prepare information and documentation for new employee onboarding.
* Relay messages and assignments to crew, tradespersons, managers, duty and assistant managers, and forepersons via maintenance and administration radios.
* Receive department service requests and coordinate information for emergency and non-emergency service calls.
* Respond to vendor, tenant, and public inquiries and resolve or escalate complaints in a timely manner.
* Assist with events in the Field Maintenance and Trades buildings as assigned.

Duties
Help
Serves as an ATSS with the Technical Support Operations Group. Performs a variety of functions directly related to the operation of the NAS. Responsibilities include integration, restoration, testing and evaluation of new advanced services or service components, hardware/software systems and processes. Applies comprehensive technical knowledge to protect the integrity of all components and systems to provide NAS service delivery. The work performed at this level requires technical expertise on complex systems and/or emerging technology, systems interrelationships and management of the NAS.
Performs work of broad scope and complexity with a high degree of independence. Provides the highest organizational level of technical support associated with analyzing, designing, developing, installing, repairing, fabricating, maintaining, modifying, or evaluating the most complex systems for which the FAA is responsible.
As a principal specialist/expert for major projects and/or program areas resolves unique technical problems without managerial intervention, providing coordination and suggesting solutions. Plans, coordinates, and performs work with a high degree of independence, keeping the supervisor advised of only the most critical issues. Can be called upon to assist with repair and/or restore service or systems, providing guidance on the availability of back-up systems, recommending reconfiguration to minimize service interruptions to ensure the safe and efficient operation of the NAS.
Carries out work in accordance with overall plans and objectives of the organization, resolving problems as they arise and making adjustments as necessary to handle unanticipated situations and organizational needs. This work includes responsibility for evaluating diagnostic data from multiple systems that are integrated to support a network of services or service products.
Collaborates with system users, planners, engineers, and contractor personnel for the acceptance of new or modified systems and provide assistance for resolving problems with the installation or improvements. Develops recommendations for enhancing efficiency of systems by modification and application of existing or emerging technology.
Monitors other employees time as a project or team leader. Identifies requirements (staffing funds, materials, and equipment) to accomplish projects and tracks the use of project resources. Provides training, mentoring, guidance and advices to FAA employees, contractors and other organizations as needed. Supervisor rarely reviews completed work.
Integrates Operational Risk Management (ORM) into all planned activities ensuring that all customers users of services are included and involved in implementation and planning. Utilizes appropriate Personal Safety Training and supplied Personal Protective Equipment (PPE) when engaged in restoration and maintenance activities. Ensures all involved parties utilize PPE for the task appropriately. Contacts are both internal and external. Represents the organization as the primary technical point of contact on projects, programs, and other work activities to coordinate and implement plans or to obtain information and resolve problems. Meets and consults with representatives of external organizations such as DoD, airport management, contractors, utility companies and foreign governments to resolve problems of mutual concern and to elicit cooperation and action favorable to FAA needs.

Qualifications
There is no timeframe requirement at the Level IV/FV-I to compete. Candidates must show experience at the level of difficulty and responsibility that is appropriate to the position. Experience that demonstrates knowledge of telecommunications networks, ability to assess technical requirements and specifications. Hands on experience with all telecommunications systems including peripheral equipment (e.g.computer networks, optical fiber, on site controllers, data modems, terminals, etc). Must have adequate interpersonal and organizational skills and the ability to oversee and coordinate telecommunications activities, document requests, activities, specifications, and installation plans.
Generally, experience at the next lower level Pay Band H/level III or FG/GS-12 or equivalent, meets the minimum qualifications for this position as long as the experience supports the demonstrated abilities identified below.

Compensation Range
$15 - $30 per hour
