Metropolitan Public Defender company history timeline

1971

On July 1, 1971 under the leadership of founding director Jim Hennings, the Metropolitan Public Defender began providing services as court-appointed counsel in Multnomah County.

The Louisville-Jefferson County Public Defender’s office was organized and incorporated on August 20, 1971, the first full-time public defender program in the Commonwealth of Kentucky.

1972

Originally, funding came from a Federal Law Enforcement Administrative Act (LEAA) grant, but this was supplemented six months later on January 1, 1972, by a contract with Multnomah County.

Later that same year, Governor Wendell Ford, at a ceremony in Louisville, signed into law KRS Chapter 31, which created a statewide public defender system. Its offices opened for business the following spring, 1972, and its staff attorneys began representing indigent defendants pursuant to court appointments.

1973

In October 1973, the Metropolitan Public Defender initiated operations in Washington County under an LEAA grant.

1983

In January 1983, the State of Oregon assumed the responsibility of providing indigent defense services through the Oregon Supreme Court.

2008

Jim Hennings served as the first Executive Director for 37 years before retiring in 2008 when the Board hired Lane Borg.

2018

Carl Macpherson is the Executive Director as of August 2018.

2022

The office was later divided into two divisions: The Adult or Criminal Division is located at 404 James Robertson Parkway, Suite 2022 and the Juvenile Division, is housed at the Juvenile Justice Center at 100 Woodland Street.
