PRINCIPAL DUTIES AND RESPONSIBILITIES * Attends pre-academy training activities and receives and demonstrates understanding of classroom and field instruction in report writing, geographical comprehension, and department policies. * Maintains or exceeds passing score (75%) in all areas reviewed during the pre-academy training. * Attends Police Academy and other police training activities to receive classroom and field instruction in basic police methods, laws, policies, and ordinances. * Attends Academy regularly and arrives on time. * Maintains passing score (75%) in all subjects of instruction while attending the Police Academy. * Meets or exceeds minimum physical fitness curriculum before and while attending the Police Academy. * Reports deficiency or difficulties in meeting minimum set standards of the Police Academy to the Training Unit in a timely manner. * When the Police Academy is not in session reports to work at the VPD Training Unit for assignment. * Performs duties according to the City and departmental safety rules and policies. * Performs all other job related duties as assigned or as become apparent. * Ability to get along with other employees and the public. PHYSICAL AND ENVIRONMENTAL CONDITIONS Police Officer Trainee (Non-Certified) will be exposed to physical stress and exertion in the Police Academy. Police Officer Trainee (Non-Certified) will be exposed to possibly dangerous criminals on an ongoing basis after completion of the Academy. Cadet must work in seasonal temperatures and may be exposed to potentially hazardous chemicals and diseases. Sufficient physical ability and stamina to bend, run, lift and crawl into small spaces and to restrain suspects. May ride patrol in either a patrol vehicle, bicycle, or on a motorcycle. Must be able to safely operate a motor vehicle at high speeds during emergencies. Ability to lift 35-40 pounds frequently, up to 70 pounds occasionally, and to pull or drag up to 150 pounds. Specific vision abilities required include close vision, distance vision, co-peripheral vision, depth perception, and the ability to adjust focus. REQUIRED QUALIFICATIONS Knowledge, Abilities and Skills: Ability to read and interpret assignments, policies, ordinances, state laws, reports, and updates regarding criminal activity. Ability to communicate knowledge and ideas in a clear and concise manner both verbally and in written form. Ability to obtain skill in the use of firearms and other related law enforcement equipment. Remove or repair damaged equipment. * Use and maintain a laptop computer and/or tablets for use in programming and maintenance of meters, completing daily work orders, time reporting, load validation forms, and other electronic forms as required. * Effectively operates various computer software systems and navigates all applications routinely used in Meter Operations. * Responsible for installation, maintenance, testing, troubleshooting, and repairing all AMI field devices. * Inspects and/or tests the connections on self-contained meters, devices, and test blocks. * Use and maintain meter test bench and gain knowledge and understanding related to testing instruments and results. Knowledge of the characteristics, construction, adjustments, constraints, and application of meters to adjust for power factor. * Builds and wires primary and secondary metering packages under Electric Meterman Foreman supervision. * Evaluates, installs, and removes primary and secondary PTs and CTs, sockets, enclosures, and conduits under Electric Meterman Foreman supervision. * Responsible for installing, testing, and repairing recording devices used for power quality monitoring. * Ability to download and analyze power quality-related data. * Responsible for investigating customer complaints concerning voltage irregularities. * Installs, downloads, and analyzes current, voltage, and disturbance recorders on customers' metering equipment. * Capable of performing connects and disconnects on self-contained three-phase accounts. * Uses testing and troubleshooting devices in the field to troubleshoot meter and communication issues and perform customer-requested meter tests. * Originates and assists Electric Meterman Foreman in the analysis and investigation of energy diversion, potential safety hazards, and other abnormal meter conditions. * Assist Electric Meterman Foreman in the analysis of circuits or meters for error and calculate the amount of power loss or overcharge. * Assist Electric Meterman Foreman in the analysis and correction of customer voltage problems and transient voltage disturbances (using electronic test equipment) that affect the operation of computers, computer-controlled machines, motors, appliances, etc. Makes recommendations to customers, electricians, and line department personnel. * Assist Electric Meterman Foreman in the analysis of circuits for load, power factor, or voltage on customers' premises to provide data for metering changes and customer information. Follows all safety policies. Provides a variety of skilled and non-skilled work that varies with career ladder. Manages materials and crew members in the absence of a crew leader. Essential Duties and Responsibilities Repairs water and wastewater lines; cleans and inspects pipes; installs repair parts and evaluates effectiveness of repair. Installs water and wastewater infrastructure including, but not limited to, mains, services, and laterals; taps and meters; valves; manholes; air relief valves; fire hydrants; cleanouts, etc. Assists in excavation; operates air hammer to break rock and asphalt; uses pick and shovel to remove dirt and rock from excavations; uses probe to locate pipes. Cleans wastewater lines; uses hand and / or machine rods to unclog or clean mains & laterals. Performs line locates of water and wastewater infrastructure in accordance with Texas One Call laws. Cleans & maintains tools and equipment. Drives various trucks, primarily dump trucks, to haul material related to the repair and installation of water and wastewater infrastructure. Loads, unloads, and operates dump trucks and other heavy equipment. Installs traffic control in strict accordance with state and federal manuals of traffic control devices. Follows City policies, procedures, and safety guidelines. Performs other duties as assigned. Minimum Qualifications High School diploma or equivalent Preferred Qualifications NA Certificates and Licenses Class A CDL Permit within six (6) months; Class A CDL License within eight (8) months; Tanker Endorsement within one (1) year of hire TCEQ Licenses D Water Distribution and Wastewater Collection I within one (1) year
