Position Summary
Under the immediate supervision of the Parking Officer 2, the Parking Officer patrols campus parking lots, issuing warnings and citations, patrols campus grounds issuing warnings and citations and impounding bicycles. Directs traffic. Provides parking information. Ensures that existing citation issuance devices, such as iPhones, are operating on the latest software version. Continually seek ways to improve and advance UTAPS field technology platforms. As new technology becomes available, incorporate improvements to platforms that operate in UTAPS.
FLSA: Non-Exempt (eligible for overtime compensation under FLSA). This position is benefits-eligible.
Anticipated Hiring Range: $3,067 per month. Anticipated hiring range is at or near the minimum of the classification range.

Pay Plan: 10/12. This position is on the 10/12 Pay Plan. The off-work months are June and July. Benefits and salary are paid over 12 months. In the initial year of starting the 10/12, depending on the timing of the hire, pay may be adjusted in the month(s) off. Pay adjustments may also impact benefits.
Work Hours: 40 hours per week, Monday-Friday. Schedule will be set by management based on operational need within the hours of 7 am - 8 pm. Occasional overtime may be required. Position works on-site.

Minimum Qualifications
Entry to the first level within this classification requires high school level reading, writing and mathematical abilities and possession of a California Driver's License. The nature of the duties may also require successful completion of a background check. Knowledge of and/or the ability to learn how to use applicable parking-related equipment and automated systems is essential. High school diploma or equivalent plus three to six months related experience would normally achieve these entry qualifications.

What will I be doing?
The Crime Analyst (CA) I will analyze the firearms and ammunition eligibility status of applicants by utilizing criminal offenders record information and other firearms and ammunition eligibility related records using multiple systems. In addition, the CA I may process incoming firearm reports; respond to requests and issues from firearms applicants, law enforcement, criminal justice agencies, and other departments; receive, review, identify, and process applicant and firearm information; and provide oral and written correspondence to applicants. The CA I contacts state and federal criminal justice agencies, and firearms and ammunition dealers, to obtain and/or clarify information related to various firearm and/or ammunition issues or laws. The CA I will gain a thorough knowledge and understanding of California statutory codes, the criminal justice system, and regulations governing eligibility to purchase or possess firearms and/or ammunition in California.
DOJ has adopted telework for employees who can effectively perform their essential work functions remotely. After an initial training period, this position may allow for some telework opportunities. The CCW Program assists CCW licensing agencies by conducting the initial, renewal, and annual firearm eligibility background check submitted to DOJ for review of the applicant's criminal and mental health history.
Armed and Prohibited Persons Unit (APPU):
The APPU conducts extensive background eligibility checks and criminal history analysis of individuals who have acquired firearms and ammunition, to determine if they are prohibited from owning or possessing a firearm and ammunition since their initial acquisition.
Firearm Reporting Team (FRT):
The FRT is responsible for analyzing criminal history information and other firearms eligibility records for individuals seeking to record firearms in their name.
Law Enforcement Release (LER):
The LER is responsible for analyzing criminal history information and other firearms eligibility records for people seeking to retrieve firearms and/or ammunition in the possession of law enforcement agencies to determine the individual's eligibility to own or possess a firearm or ammunition.
Eligibility Clearance Unit (ECU):
The ECU is responsible for analyzing criminal history information and other firearms and ammunition related records to determine an applicant's eligibility to own or possess firearms and/or ammunition.
Agency Notification Unit (ANU):
The ANU conducts firearms eligibility checks of individuals applying to become peace officers, public officers (e.g., custodial or transportation officers), armed security guards, or students in California Peace Officer Standards and Training certification courses. The ANU is also responsible for notifying applicant agencies when a peace officer or security guard issued a firearm becomes prohibited from owning or possessing firearms under state or federal law.
Firearms Record Review Team:
The Firearms Record Review Team processes live scans from the public for Firearms Record Review and Ammunition Record Review. The BOF's record review process is a mechanism designed to allow individuals who have been determined to be ineligible to own or possess a firearm and/or ammunition the opportunity to review the criminal history information used by the Bureau to determine their eligibility.

Minimum Qualifications

This position requires attendance in the City of Sacramento Police Department Community Service Officer (CSO) Academy. The CSO Academy is typically held in the Winter (late December/early January start) or Summer (late June/early July start). The Community Service Officer I (Limited-Term) performs non-sworn, duties in support of a variety of police operations. In addition, attends and participates in the Sacramento Police Academy or Community Service Officer Academy in order to receive basic law enforcement training in various laws, police procedures, law enforcement techniques, first aid, and acquires physical and emotional skills.
DISTINGUISHING CHARACTERISTICS
The classification of Community Service Officer I (Limited-Term) is a recruiting and training level class used for qualified candidates to learn the duties of a Police Officer or Community Service Officer III in the Sacramento Police Department. Incumbents of this class undergo a formal, comprehensive training program in a Peace Officer Standards and Training (POST) certified Police Academy or Community Service Officer academy administered by the Sacramento Police Department to prepare for performing duties in support of police operations. Incumbents are expected to attend accredited college level courses in order to satisfy the minimum qualification requirements of the Police Officer classification within their limited-term appointment.
Additionally, incumbents are expected to demonstrate satisfactory proficiency in the required physical agility testing component prior to and during the academy. On-going physical training will be a required skill set for any successful incumbent.
Upon successful completion from a POST certified Basic Academy or Community Service Officer Academy, a Community Service Officer I (Limited Term) shall either be (1) advanced to Community Service Officer II or (2) advanced to the career classification of Community Service Officer III, or (3) advanced to the career classification of Police Officer. Employees shall not be classified as Community Service Officer I (Limited-Term) for more than one year from the date of hire unless the employee was unsuccessful in an Academy and the employee is invited to participate in an additional academy. Advancement to Police Officer or Community Service Officer II or III is dependent upon satisfactory job performance. Failure to successfully complete a POST certified Police Academy or Community Service Academy, and/or failure to meet satisfactory progress within the prescribed training period will be cause for termination.

* Currently employed as an active-duty, full-time peace officer in the State of California.
* Possess an Intermediate POST Training Certificate or higher (Advanced preferred.)
* Possess a valid California Driver's License and satisfactory driving record.
* Be a citizen of the United States or a permanent resident alien who is eligible for and has applied for citizenship.
* Spanish speaking ability is desirable, but not required.
* Other related law enforcement training and experience is desirable but not required.

BENEFIT INFORMATION
Retirement:
CalPERS Retirement System (3% @ 55 formula for Classic CalPERS members and 2.7% @ 57 formula for new CalPERS members). The City does not participate in social security.
CalPERS Tier Definition - MOU INTERPRETATION OF CALPERS TIERS
Medical:
CalPERS Medical Insurance Plans, including HMOs and PPOs. City gives an allowance toward the cost of insurance. Maximum Family Medical Benefit Allowance (2025): $2,025 per month.
2026 - Enhanced employer contributions for Health Coverage -- lower out-of-pocket costs. For full details, view the newly adopted MOU.
Bilingual Pay: 5% of Base Pay
Uniform Allowance: $1,200/fiscal year
Education Incentive:
* 2.5% of base pay for POST Intermediate Certificate
* 2.5% of base pay for completing 60 college semester units
* 2.5% of base pay for POST Advanced Certificate
* 2.5% of base pay for completing 120 college semester units
Maximum incentive able to receive for the Education Incentive is 10%.

SIGN-ON BONUS TERMS AND CONDITIONS - Selected Enhanced Lateral Police Officer (ELPO) candidate(s) will be incentivized with a $30,000 hiring incentive, paid out throughout 30-months as indicated below. In order to receive the incentive, selected candidate(s) must agree to the terms of the sign-on bonus agreement which outlines receipt of payments and employee's obligations. In the event that the employee resigns before the 30 months of service, all bonuses must be paid back to the City.
1. Upon hire: $5,000
2. Upon six-months successful service: $5,000
3. Upon twelve months of successful service: $5,000
4. Upon completion of probation: $5,000
5. Upon twenty-four months service: $5,000
6. Upon thirty months of service: $5,000
