About the Position
Community Service Officers provide support and assist sworn and non-sworn staff in a variety of non-emergency situations that do not require police officer authority. Responsible for providing a range of duties to enhance the community livability of the City of Corvallis including animal control, minor investigations, and providing community education. Perform other related duties that are not traditionally the work of sworn officers.
All Community Service Officers perform the following essential duties in support of sworn and non-sworn employees. Time devoted to each of these functions may vary according to assignment, shift, or departmental needs. Special assignments are defined by the Chief of Police and consist of work of a specialized nature performed on a full-time basis for an extended period of time. These assignments are responsible for performing the essential duties of Community Service Officer, but with special emphasis on certain functions during their special assignment, and they may also require additional skills or training. Special assignments currently consist of Park Ranger.

Essential Duties
Duties include, but are not limited to the following:
Use community policing techniques such as community education, problem-solving, presence in assigned areas using a motor vehicle, bicycle, or while on foot.
Provide community service in the areas of community conflict resolution and referral to other departments or agencies and in support of sworn employees.
Respond to community member requests for information within area of assignment. Provide crime prevention evaluation and education to the community.
Coordinate, plan and participate in special events.Represent the Police Department at community information sharing meetings and events. Perform public relations duties to inform and educate the community. Give presentations for large and small groups and special populations.
Respond to and investigate reports of no-suspect, minor, non-emergency calls for service that do not require police officer authority.
Assist sworn employees with investigations by processing crime scenes, including gathering and processing evidence and canvassing neighborhoods.
Document actions in reports as required. Coordinate prosecution with attorneys. Present coherent and persuasive testimony on behalf of the City at trial.
Assist in administrative duties, such as completing forms, gathering and transporting materials, data entry or other similar support activities.
Assist sworn staff with traffic control, exchange of information, completion of forms and processing scenes at traffic crashes.
Respond to traffic hazards and disabled vehicles to alleviate the situation or request sworn officers as necessary.
Respond with physical force for self-defense or defense of other persons as allowed by law.
Apprehend, remove, and transport stray, injured, and nuisance domestic and wild animals. Provide basic animal first aid as required. Perform euthanasia of animals as necessary, consistent with law, policy, and good animal husbandry.
Conduct dangerous animal, cruelty to animal and animal bite investigations. May seize and impound animals. Provide recommendation to the court if animals should be designated as dangerous.
Patrol community for violations of animal control laws and potential problems. Issue citations for animal code offenses.
May be assigned to train CSO recruits, including instruction and application of laws, department rules and policies, proper use and maintenance of equipment, and proper safety techniques.Evaluate and report progress of CSO recruits.
Operate and drive a motor vehicle safely and legally.

Corrections Deputies are required to become proficient in the use of side-arms, chemical agents, and other riot control weapons, in addition to the use of emergency communication systems, the practical application of self-defense tactics and the unarmed physical control of adults in custody. Corrections Deputies must possess good judgment, act appropriately and responsibly, and have excellent verbal and written communication skills.
Once you have mastered the basic duties of a Corrections Deputy, there are many special assignments available throughout the agency, including assignments in Classification, Close Street Supervision, Court Services, Transport Unit, Work Crew, Intelligence and Life Safety. The average annual income includes Premium Pay.
Premium Pay:
Overtime: 1.5 times the employee's regular hourly rate.
Double time: All authorized work performed on the second day following the normal work week shall be paid for at the rate of 2 times the employee's regular hourly rate.
Shift Differential:
3% premium to employees for all hours worked on shifts beginning between the hours of 12:00 p.m. and 8:00 p.m.
4% premium to employees for hours worked on shifts beginning between the hours of 8:00 p.m. and 4:00 a.m.
5% premium for all employees who are assigned to work a relief shift.
Uncontrolled Environment Training (UNET) Qualification Pay: 1.5% premium.
Translator Pay: 3% premium.
Crisis Negotiation Team (CNT)/Corrections Emergency Response Team (CERT) pay: 6% premium.

Relocation Reimbursement:

Duties include, but are not limited to the following:
Book, interview, classify and process adults in custody (AIC) into jail; conduct searches of AIC; release from custody and return property.
Count, control and monitor AIC movement and activity in housing units, modules, cells and open dormitory settings; monitor suicidal AIC to determine if they require suicidal watch and provide counseling and coordination of medical services; conduct security and welfare checks and connect AIC with mental health services; search jail areas for contraband; secure and maintain evidence.
Escort AIC to areas and events within the institution, court appearances, personal interviews, medical care and other institutions; assemble and monitor AIC for transports to and from other counties, state facilities, extraditions and others; supervise and monitor mealtimes and recreational activities; supervise AIC work crews; prepare daily work release logs and investigate and report violations.
Control violent and/or mentally ill AIC; prepare daily count and AIC assignment sheets; document, record and write reports on AIC behavior and other applicable information.
Respond to backup calls for medical, AIC assaults and other emergency situations; testify in court related to crimes committed in custody.
Maintain security within the institution and oversee the health and safety of staff, AIC, and the public; control access and maintain inventory of keys; operate control rooms and panels; monitor and access security doors, gates, cameras, alarms, and video terminals; perform general facility maintenance.
Assist AIC with information regarding personal records, accounts, grievances, social visits, and court proceedings; provide information and assistance regarding criminal cases to staff and the public; communicate and work with courts, records, medical staff, programs staff, other departments and agencies.
Perform other duties as assigned.
During the first 14 weeks of training, you will learn and be evaluated in the following specialized areas:
Emergency response actions and public safety decision making.
Module / Dorm management skills.
Effective custodial supervision techniques.
Crisis intervention and advance communication strategies .
Incentives for qualified lateral candidates: The intent of the lateral incentive program is to hire candidates who do not need to complete the Department of Public Safety Standards & Training (DPSST) Basic Academy. Candidates either need to be certified in Oregon at time of hire, or out-of-state candidates must be able to obtain certification through the DPSST Career Officer Development (COD) program to qualify for the lateral incentive package. Eligibility for the COD program cannot be determined until after hire; candidates will be required to submit certification and training documentation to determine COD eligibility immediately after hire. All lateral candidates must successfully complete a field training evaluation program (FTEP) and a 12-month probationary period. Incentives will be paid out once certification status is finalized and as noted below.
Lateral candidates do not have to attend the Basic Academy.
Lateral hires holding Intermediate DPSST Certification will be eligible for incentive pay of an additional 5%, and lateral hires holding Advanced DPSST Certification will be eligible for incentive pay of an additional 10%.
Up to 10 years of prior corrections experience will be considered as “continuous service” for the purpose of vacation accrual.
PLEASE NOTE:
As a Corrections Deputy with our agency, you will be expected to work weekends, holidays, days, evenings, or nights as scheduled. Overtime may be required, and newly hired employees should expect to rotate through all shifts within the first year of employment.
Correction Deputies are scheduled to work 5 days per week, 8.00-hour shifts. Correction Deputies assigned to special assignments typically work 4 days per week, 10.00-hour shifts.

Initial review of minimum qualifications.
Virtual Personal History Questionnaire.
Including records check and may require a phone interview with a background investigator.
Virtual Suitability exam.
REACT Exam administered by National Testing Network (NTN).
Candidates do not need to sign up for the REACT exam until notified that they have successfully passed the Virtual Suitability exam.
Multnomah County Sheriff's Office will pay the transfer fee for any candidate who has a valid existing score with NTN or will pay half of the fee associated with taking the REACT exam. As of May 1, 2025, the associated fee of the REACT exam is $41.00. The candidate will be responsible for paying $20.50.
A score of 70% or higher on the REACT exam is required to advance to the next step. Upon completion of the REACT exam, scores are automatically forwarded to Multnomah County Sheriff's Office.
The REACT exam consists of four sections: 1) Video Situational Judgement Test, 2) Count Test, 3) Reading Test, 4) Incident Observation and Report Writing Test. The Public Safety Self-Assessment (PSSA) is not required for our agency.
Background Investigation to include, but not limited to the following:
Verification of qualifying credentials.
Criminal history review.
Verification of personal and professional references.
Education verification.
Employment history verification.
If available, a review and assessment of relevant national and/or state decertification records.
Hiring Interview
Jail Tour at Multnomah County Detention Center.
All hire offers are contingent upon successful completion of the following:
Psychological evaluation.
Physical exam.
Drug screen.
The following elements of a candidate's background, if disclosed as the result of interview, investigation and/or self-disclosure, will automatically result in a termination of the selection process:
As an adult, being convicted of a felony crime.
Conviction of a Driving Under the Influence of Intoxicants (DUII) within the last five years, or two DUII incidents within the last ten years.
Present inability to legally drive in the State of Oregon.
Dishonorable discharge from any branch of the U.S. Armed Forces.
Recent (within five (5) years of application) or ongoing affiliation with, and/or support of an organization or group, which advocates the violent overthrow of the United States Government.

Inability to be certified by the Department of Public Safety Standards and Training.
Failure to meet minimum educational/training requirements.
The following factors, or any combination, may serve as a basis for a termination of the selection process:
Backgrounded by the Multnomah County Sheriff's Office within the last year with a recommendation not to hire.
As an adult, confinement in a correctional institution resulting from convictions totaling more than six (6) months.
Unfavorable recommendation(s) on the part of references or past or present employers.
In accordance with Oregon Law, Multnomah County is not collecting school attendance dates in the initial application process; please do not include these dates in your resume, cover letter and other application materials.

Primary Duties and Responsibilities:
Patrol the campus in either a security vehicle, on foot, or bicycle to provide a safe and secure environment by deterring crime and enforcing university parking policy.

Ensure the safety and security of campus facilities by making frequent checks of buildings and grounds.

Take appropriate action as the situation requires:

Linfield Public Safety personnel are considered "essential employee positions" with the university and are subject to work during emergency incidents and closing of the university or its campuses, in addition to institutional holidays and break periods. If a regional or large-scale event occurs in which an officer would reasonably believe that their assistance may be needed on campus, the officer should attempt to contact the department. Minimum Qualifications:
High school diploma or GED, and at least one year of safety/security experience or equivalent educational training. Experience must demonstrate:

Key Responsibilities
50% - Patrol
* Provide vehicular, bicycle, and foot patrol of University grounds in an effort to protect life and property and promote safe campus operations. Ensure all buildings are secured as required and assist the Transportation Manager with parking enforcement.
* Perform regularly scheduled fire drills and documents results. Performs regularly scheduled inspections of patrol vehicle and safety equipment (AED & Fire Extinguishers) and documents results.
* Promote safety and security at special events, including but not limited to providing traffic control, crowd control and security screening.
* Provide information and general assistance to the campus community and the general public.
* Provide walking safety escort for members of the campus community.
* In a courteous and professional manner, determine authorization of persons in buildings; document and report suspicious persons or vehicles, criminal activity, hazards, fire, and property damage and/or loss. Issue Exclusion (Trespass) Notices as required to protect people and property on campus.
* Respond to calls for emergency medical aid and coordinate with emergency services to expedite their response.
* Observe and report potentially hazardous physical conditions; may remedy condition when appropriate (e.g., fallen limbs, debris, damage to streets or sidewalks, etc.); respond to situations representing a threat to persons or property (e.g., break-ins, fights, illicit drug activity, etc.); may intervene to prevent injury, and call for police assistance as necessary; secure scene and may obtain information from involved parties to assist local law enforcement officials.
* Perform courtesy unlocks of buildings and assist motorists with jump start or contacting roadside assistance as appropriate.
20% - Office Duties
* Maintain the shift log for on-duty activities.
* Compose and submit reports for on-duty activities, noting date, time, location and circumstances of all incidents. Report unusual conditions or occurrences to supervisor.
* Provide information or testimony to law enforcement agencies or courts as required.
* Observe and maintain confidentiality regarding all persons and incidents, as required to protect the rights of individuals and the integrity of investigations in accordance with law, rule, policy and procedure.
* Manage the University lost and found property program while on duty.
* Complete assigned departmental projects which could include the development of campus or officer educational training programs, policy or Standard Operating Procedure (SOP) development, uniform or equipment acquisition research, scheduling of training, or other supervisor assigned projects
15% - Enforce University Rules and Regulations
* Enforce guidelines and limitations established by management including but not limited to: Skateboard Policy, Speech Policy, Alcoholic Beverage Policy, parking enforcement and Bicycle Regulations. Refer violators to the student conduct process, University management or local law enforcement as necessary and appropriate to the person's status.
* Assist Resident Assistants and other University Residential Education and Housing professional staff in the performance of their duties; to include the enforcement of University Residence Hall regulations and policies on Alcohol and Marijuana possession and confiscation.
5% - Assist Facilities Services
* Assist, as needed, with snow removal, de-icing, office moves and other services as required. Issue identification cards to staff, faculty, students, and contractors; issue physical keys for building access to students, employees, and contractors; input electronic access permissions and attributes for system users; set building electronic door locks.
5% - Outreach & Education
* Assist in the development and delivery of campus crime prevention, medical (1st Aid/CPR/AED), Resident Assistant and emergency management training for the University.
5% - Other Duties as Assigned
* Perform other duties as assigned by supervisor, as related to position.
What You Will Need
* Be at least twenty-one years of age;
* Possess and maintain a current, valid Oregon driver's license within 30 days of appointment to the position;
* Possess and maintain first aid, AED and CPR certification, or obtain within 30 days of appointment to the position;
* Possess and maintain certification for Law Enforcement Data Systems (LEDS), or obtain within 90 days of appointment to the position;

* One year of full-time (or full-time equivalent) experience in a security, military or similar position in which contemporary knowledge and techniques in security and property protection were applied.

Description of Essential Functions
Campus Patrol (85% of Time)
* Patrol using a motorized vehicle or on foot and inspect campus buildings, grounds, Student Housing, and property for the prevention of theft, fire, vandalism, and personal injury. Assume responsibility for providing security to students, staff, and the general public on campus.
* Provide information and assistance to students, staff, and the general public. Deliver emergency messages to students and staff as needed.
* While patrolling campus buildings and grounds, survey and note unsafe conditions, taking discretionary measures when necessary.
* Conduct targeted patrols in response to specific requests for possible prevention of workplace violence. Conduct loss prevention patrols and notifications to individuals on campus for asset protection. Assist in threat management identification, response and de-escalation as necessary.
* Patrol college roads and parking areas and warn violators creating hazards by disobeying college traffic and parking regulations. Contact towing agencies when necessary to maintain fire lanes and parking areas, or other situations creating a hazard to other motorists on campus property.
* Establishes and maintains positive relationships with staff, students, and the public. At all times, conduct self in a courteous and professional manner, strictly adhering to college policies and procedures. Model and support a community oriented policing model.
* Unlock buildings and gates as requested by authorized personnel. Ensure that buildings are secured upon departure of authorized personnel.
* Provide assistance during emergencies such as medical, bomb threats, and fire; gives emergency first aid which may include CPR and use of an AED; determines if an ambulance or other medical assistance is needed and calls appropriate agency for assistance.
Policy Enforcement (10% of Time)
* Enforce the Student Conduct Code, College Safety and Security Policies and Procedures, and Student Housing Conduct Code in a proactive manner that educates staff, students, and the public on such policies and procedures.
* Report violations of Student Conduct Code, College Safety and Security Policies, and Student Housing Conduct Code, unsafe conditions and illegal criminal acts to lead on duty and/or police agencies as appropriate.
* Contact and cooperate with police and/or emergency service agencies in matters relating to the apprehension of offenders and the investigation of offenses as necessary. May conduct interviews and investigations concerning complaints, accidents, violations of student conduct code or calls for assistance to record information on thefts, physical violence, and other incidents and advises individuals on how to proceed.
* Warn persons trespassing or violating college policies and established procedures.

* May be asked to provide money drop service, assist in department closures, and escorts individuals to their vehicles upon request.

50% - Patrol
+ Provide vehicular, bicycle, and foot patrol of University grounds in an effort to protect life and property and promote safe campus operations. Ensure all buildings are secured as required and assist the Transportation Manager with parking enforcement.
+ Perform regularly scheduled fire drills and documents results. Performs regularly scheduled inspections of patrol vehicle and safety equipment ( AED & Fire Extinguishers) and documents results.
+ Promote safety and security at special events, including but not limited to providing traffic control, crowd control and security screening.
+ Provide information and general assistance to the campus community and the general public.
+ Provide walking safety escort for members of the campus community.
+ In a courteous and professional manner, determine authorization of persons in buildings; document and report suspicious persons or vehicles, criminal activity, hazards, fire, and property damage and/or loss. Issue Exclusion (Trespass) Notices as required to protect people and property on campus.
+ Respond to calls for emergency medical aid and coordinate with emergency services to expedite their response.
