Direct Care and Treatment (DCT) is seeking an individual to join our DCT Human Resources team for an exciting opportunity as a Lead Labor Relations Consultant. As the Lead Labor Relations Consultant, you will participate and lead in the management and direction for DCT Labor Relations functions by providing expert professional human resource (HR) consultation and training to human resource professionals, managers, supervisors and employees.
Responsibilities include:
+ Develop and/or revise policies, procedures, guidance materials, vendor contracts, Labor Relations systems, Labor Contracts, and other resources for DCT and the HR office.
+ Lead and coordinate special projects related to labor relations and HR processes such as LaborSoft management, investigation processes, discipline processes, strike planning, etc.
+ Provide advice on investigations, performance management, and disciplinary processes to local HR consultants/special investigators.

Four (4) years* of experience in human resources - labor relations. Experience must demonstrate the following:
+ Experience and/or consultation on performance management, discipline, and grievances to include coaching on giving constructive feedback.
+ Experience participating in or consulting on employment investigations and appropriate corrective action to management.
+ Administration of pertinent policies, administrative procedures, and state and federal employment laws
+ Experience in analyzing complex situations, identifying practical solutions, and collaborating with stakeholders to improve processes and deliver measurable, value-added outcomes.
+ Experience designing and delivering training programs for employees and leadership coupled with strong project management skills to ensure effective planning, execution, and evaluation.
*Note: A master's degree in human resources or related degree program such as industrial relations, business or public administration may substitute for 18 months of experience or a bachelor's degree in human resources or related degree program such as industrial relations, business or public administration may substitute for one year of experience.
**Preferred Qualifications**
+ Advanced degree in Human Resources or a related degree program, such as Business or Public Administration, industrial relations

The Court of Administrative Hearings (CAH) is seeking to hire a Human Resources Supervisor 4. CAH is the largest of three Executive Branch Courts with over seventy-five full-time equivalents located in St. Paul and Duluth. CAH, with 34 judges, is comparable in size to the Ramsey County District Court with 32 judges. CAH has exclusive, trial-level jurisdiction over 200 unique areas of administrative law and workers' compensation. This means the decisions of CAH are appealable to higher-level appellate courts (Minnesota Court of Appeals, Minnesota Supreme Court, and Minnesota Workers' Compensation Court of Appeals) and not at trial-level district courts.
Core responsibilities:
· Full-service human resources management including staffing, recruitment, classification, and compensation.
· Supervision / staff development.
· Subject matter expert in Affirmative Action, Equal Employment Opportunity, American's Disability Act, Family Medical Leave, and Workers' Compensation.

**Minimum Qualifications**

· Must be able to obtain and maintain full delegation of authority for the agency.
**Preferred Qualifications**
· Advanced knowledge of and experience with the SEMA4 HR system sufficient to assign, direct, guide, and oversee the work of staff in employee / position transaction processing, enter and review / audit information entered in SEMA4 to ensure accuracy and consistency with collective bargaining agreement / plan provisions, state policy, practices, and procedures.
· Previous experience maintaining full State of Minnesota delegated authority to administer classification, selection, and compensation program responsibilities.
· Experience developing and utilizing dashboards, metrics, analytics and reporting tools.
· Developing, improving, and evaluating agency HR policy, procedures, practices, and work plans.
· One (1) year of supervisory experience.
**Physical Requirements**
Exerting up to 10 pounds of force occasionally and or a small amount of force to occasionally to move and/or transport objects. A sedentary job is defined as one which involves being stationary most of the time.

The Team Lead acts as a senior HR advisor to DNR leadership, offering advanced expertise in classification, recruitment, hiring, compensation, performance management, employee relations, labor contract interpretation, and affirmative action/diversity.
This position plays a key role in aligning HR strategies with business needs, managing complex HR projects, and supporting the growth and development of HR staff.
Responsibilities include, but are not limited to:
+ Serve as one of two team leads, each overseeing HR Employment Services staff supporting multiple divisions within the Department of Natural Resources.
