POSITION SUMMARY
Reporting to the Director, Ambulatory Services of the Martin Luther King, Jr. Los Angeles (MLK-LA) Healthcare Corporation (the "Director"), and the Site Administrator is responsible for successfully managing day to day operations of all Martin Luther King Community Medical Group ("MLK CMG" or the "Group" sites. Selects trains and evaluates all site employees (except provider personnel). Provides input into development/revision of site policies and procedures; implements policies and procedures in the assigned site. Assists Director in negotiating and managing MLK CMG contracts including rental and purchasing agreements.
ESSENTIAL DUTIES AND RESPONSIBILITIES
* The Site Administrator is accountable for overseeing the overall management of a Health Center (Site) in designated areas including: Strategic, Financial and Operations Management; Patient Care Coordination, Patient Satisfaction and Clinical Outcomes; Teammate Management; and Risk Management, Audit and Compliance
* Full accountability for non-clinician teammates within assigned Site, including but not limited to hiring, mentoring, professional development, annual review, compensation adjustment, corrective actions and termination. Responsible for planning, coordinating, directing and monitoring all operational and financial aspects of the site in conjunction with other clinician or non-clinician teammates. Provide effective leadership to managers, supervisors and teammates in overseeing the delivery of high-quality, cost-effective patient care.
Strategic, Financial and Operations Management
* Develops Site budget for overall membership growth and operational expenses, including capital budgets
* Reports monthly on membership, operational expense, and other P&L variances to budget; Researches and monitors budget variations and mitigate unfavorable variances
* Reviews, authorizes and monitors expenditure reports in accordance with company policies and procedures
* Ensures adequate clinician and support staffing levels are maintained to provide appropriate and timely care to patients
* Reviews and monitors teammate capacity and utilization and manages changes in hours or FTEs to ensure operational efficiency and compliance with appropriate company and regulatory policies
* Develops Site level strategies to ensure membership goals are met for each line of business
* Implement plans to continually enhance services provided by accountable departments and functions
Patient Care Coordination, Patient Satisfaction and Clinical Outcomes
* Works with Clinical Pod Lead Physician to resolve clinician-related issues and enhance provider satisfaction
* Monitors patient satisfaction through various programs such as the formal complaint process, new patient survey, etc. and develops patient satisfaction improvement strategies to meet patient satisfaction goals
* Ensures Patient Intervention Reports (PIRs) are distributed at each patient visit, evaluated for completion and cleared in the system as needed
* Monitors current clinical outcome initiatives, such as STAR, P4P, CHAPs, to ensure that established goals are met
* Ensures active and ongoing patient outreach through pursuit processes to support Quality Initiatives
* Proactively manages high risk patient lists to avoid preventable admissions or readmissions or identify other patient needs
* Monitors daily census and discharge reports to ensure appropriate follow up is provided to all discharged inpatients
Teammate Management
* Guide and develop non-clinical teammates to ensure they are meeting performance expectations; mentor, coach, and counsel as needed for professional development
* Encourages staff participation Site Huddles and solicits staff suggestions and ideas on process improvement
* Responsible for all teammate activity such as hiring, promotions, performance evaluations, salary increases, performance evaluations, and disciplinary actions

POSITION REQUIREMENTS
A. Education
* Bachelor's degree from a four-year college
* Master's degree in Healthcare Administration, Business Administration or Nursing preferred
B. Qualifications/Experience
* Minimum 5 years of work experience
* Healthcare industry experience within managed care and/or medical group operations environment preferred
* 3 or more years in healthcare management preferred
C. Special Skills/Knowledge
* Must be able to relate well to patients, clinicians, employees, and other professionals. Must be able to handle confidential issues with discretion. POSITION SUMMARY
Under minimal supervision, performs the duties of a Public Safety Officer I for the Public Safety department. Responsible for assisting with the selection of methodology and instrumentation to perform laboratory tests appropriate for the patient population served. Responsible for the validation and implementation of new instrumentation. Ensures the standardization of tests methodologies, procedures, instrumentation, and reference ranges.
Verifies test procedures performed and established the laboratory's test performance characteristics, including, but not limited to the linearity, precision and accuracy of each test and test system.
Ensures participation in and successful completion of a quality control and approved proficiency testing program commensurate with the services offered. Troubleshoots any problems with the proficiency testing program. Establishes parameters for acceptable level of analytic performance. Ensures that quality is maintained throughout entire testing process from order entry through results reporting.
Reviews the work of others to ensure that tests are performed in accordance with prescribed standards.
Assists in maintaining and optimizing work standards to assure a reasonable turnaround time of test results.
Troubleshoots equipment problems.
Maintains inventory control of supplies and reagents in his/her section(s).
Schedules, organizes and delineates duties of personnel.
Assists manager in performance evaluations of the employees in his/her sections.
Responsible for the operation of the Microbiology department.
Works closely with the Laboratory Manager to meet the administrative and financial goals of the department

Responsible for the technical and scientific oversight of the department including assisting in hiring of personnel, training/competency assessment and input for performance review of the staff in their designated area.
Responsible for making clinical/technical decisions in the resolution of testing/reporting issues, maintenance of the quality and security of department instrumentation, quality control documentation and meeting hospital goals to ensure accurate and timely patient care.
Responsible for maintaining procedure manuals for all testing performed and the documentation required for regulatory and licensing organizations
Oversee and manage team schedule of staff and PTO request.
Work collaboratively with other department leaders to have a more efficient workflow for the Clinical laboratory.
Responsible for ensuring staff compliance with hospital policies and meeting regulatory requirements within their assigned areas (e.g. coordinate meal breaks, corrected reports, attendance, overtime and punctuality)

Attend minimum of three (3) leadership seminar/workshop annually

* Track the contract renewal dates and assist HIT leadership in negotiating the renewal with the vendor.

* Upload contracts and required documents into our contract management system, MediTract, and initiate the approval process, ensuring that the contract and its components are adequately described.

INVOICE REVIEW AND RECONCILIATION
* Assist HIT leadership with reviewing all invoices received for accuracy, adequate supporting documentation, and proper general ledger coding.
* Ensure vendor invoices are in alignment with the contract scope and terms.
* Assist HIT leadership in reviewing hours and travel expenses billed for contract labor and ensure travel expenses are in conformance with our Contractor Travel and Expense policy (FIN-1011).

* When requested, assist HIT leadership with evaluating vendor cost trends and determining areas of opportunity for reduction.

* Assist HIT leadership with gathering capital requests and cost estimates from business owners.

* Performs the required instrument maintenance based on bench assignment within the specified time frames. Maintains accurate and complete documentation. Takes the initiative to update instrument maintenance logs as needed.
* Demonstrates the required competency with instrument operation. Able to trouble shoot and follow through with service repair to ensure instrument is functioning in a timely manner.
* Adheres to the required documentation when using supplies. Performs parallel testing as required.
* Assists with ordering, labeling and putting away supplies. Demonstrates self direction with inventory management.

POSITION SUMMARY

Responsible for the validation and implementation of new instrumentation. Ensures the standardization of tests methodologies, procedures, instrumentation, and reference ranges.
Verifies test procedures performed and established the laboratory's test performance characteristics, including, but not limited to the linearity, precision and accuracy of each test and test system.
Ensures participation in and successful completion of a quality control and approved proficiency testing program commensurate with the services offered. Troubleshoots any problems with the proficiency testing program. Establishes parameters for acceptable level of analytic performance. Ensures that quality is maintained throughout entire testing process from order entry through results reporting.
Reviews the work of others to ensure that tests are performed in accordance with prescribed standards.
Assists in maintaining and optimizing work standards to assure a reasonable turnaround time of test results.
Troubleshoots equipment problems.
Maintains inventory control of supplies and reagents in his/her section(s).
Schedules, organizes and delineates duties of personnel.
