The Virginia Transportation Lead will be responsible for establishing, guiding, directing and overseeing M&N's Transportation Practice in Virginia. The Transportation Lead will partner with the Business Unit Leader and other Transportation Leaders in outlining M&N's strategic approach, identifying a transportation roadmap for successful growth, evaluating project performance, developing a strategic plan and assessing new business opportunities for all multimodal transportation.

Qualifications:
* Minimum 20 years of experience; required

The Proposal Manager is a key member of the company's business development team and oversees the end-to-end development and submission of the company's responses to expressions of interests (EOIs), requests for information (RFIs), requests for proposals (RFPs), data calls and similar efforts starting with initial proposal preparation through proposal submission and post-proposal analysis. The Proposal Manager must be highly organized, a master of prioritization, and able to shift gears at a moment's notice while remaining calm under pressure and multiple deadlines. They must have excellent communication skills and the ability to effectively coordinate and work with multiple diverse teams.
Proposal Management
Review and interpret EOIs/RFIs/RFPs to understand client needs, constraints and goals, and develop proposal compliance matrices and schedules, establishing priorities and target dates for information gathering, writing, review, and approval prior to submission.
Coordinate and collaborate cross-functionally by identifying subject matter/technical experts, teaming partners, marketing and financial input needs, etc.
Schedule and lead proposal kick-off meetings, assign content development tasks to proposal team/contributors, and manage proposal schedule to ensure target review team deadlines and final submission deadlines are met.
Coordinate, manage, and/or write sections of proposals, including but not limited to, personnel management, corporate capabilities, and past performance.
Provide quality assurance through maintaining document control, using templates, following proposal-writing standards including readability, consistency, and tone, ensuring proposals are properly edited, accurate and free of errors, and meet all compliance requirements against the compliance matrix.
Respond to urgent needs for information and analyses within expected timeframes, ensuring deadlines for submission are consistently met.
Improve proposal process and results through continuous evaluation with post-submission debriefs and lessons learned and implementation of best practices.
Monitor and understand evolving technology including artificial intelligence (AI) tools, ensuring compliance with AI regulations and ethical standards.
Adhere to the highest degree of professionalism and strict confidentiality on matters that require discretion including preservation and handling of highly sensitive financial and competitive information.
Manages or oversees the maintenance of proposal and template libraries.
Marketing and Capture
Contribute to pre-bid preparation through careful monitoring of upcoming opportunities and maintenance of the company's internal opportunity pipeline.
Participate in strategic planning, proactively engage with other teams to align on priorities and provide support to advance the company's overarching business development strategies and plans.
Serve as a representative of the company at external industry events strengthening and expanding client and partner relationships.

Qualifications
Minimum Qualifications:
Bachelors' degree. Master's degree preferred.
Minimum of 5 years of relevant experience in a high-volume, fast-paced ambiguous and changing corporate environment preferably as a Business Development or Proposal Coordinator or similar role.
At least 1-year experience in a Business Development or Proposal Coordinator or similar role in the architecture and engineering sector.
Skills/Abilities:
Excellent communication and interpersonal skills with proven ability to take initiative and build strong productive relationships with senior level leadership and across multi-disciplinary teams.

We are seeking a highly skilled Senior/Lead Structural Inspection Quality Control (SIQC) Engineer to support a comprehensive structural asset management and inspection program. This role involves quality control of inspection reports, conducting field inspections, and ensuring compliance with established structural inspection standards. The SIQC Engineer will collaborate closely with engineering, maintenance, and asset management teams to enhance inspection processes, provide technical guidance, and support maintenance planning based on inspection findings.
Job Description:
Develop and maintain comprehensive knowledge of structural inspection standards and procedures to ensure compliance with established guidelines
Conduct quality control reviews of inspection reports, witness and assess field inspections
Perform post-inspection quality control in accordance with the requirements
Serve as a technical resource by offering guidance on inspection best practices to inspectors
Develop and support QC inspection process improvements
Generate reports based on inspection findings to support the Program Director, maintenance and engineering teams, and asset management in prioritizing maintenance and renewal recommendation
Perform other duties as assigned by the Program Director or designee to support accurate and reliable inspections and documentation of the inspections
Qualifications
Bachelor's Degree in Civil Engineering with a structural emphasis
Professional Engineer (P.E.), including a minimum requirement of five (5) years of hands-on experience on structural inspection and testing experience, on major transit system
Ability to perform QC of structural inspections on a wide range of assets including bridges spans, tunnels, culverts, stations, retaining walls, fences, S&I pits, bus and parking garages, and other infrastructure
Experience in structural inspection testing. Ability to identify and recommend the most applicable non-destructive (NDT) and destructive testing methods.
Experience using Inspection tools such the “D-Meter” and other NDT tools such as Dye Penetrant
Ability to communicate effectively and coordinate schedules with on-site structural inspection crews and provide detailed and accurate QC reporting on field inspection tasks and inspection reports
Experience with providing recommendations on prioritizing structural asset management strategies, including maintenance and renewals
Proposed Professional Engineer (PE) must possess the following certifications:
FHWA-NHI-130055 Safety Inspection of In-Service Bridges or
FHWA-NHI-130056 Safety Inspection of In-Service Bridges for Professional Engineers; and
FHWA-NHI-130078 Fracture Critical Inspection Techniques for Steel Bridges.
Proposed Engineer in Training (EIT) must possess the following certifications:
FHWA-NHI-130055 Safety Inspection of In-Service Bridges

Proposed Salary: $110 - 140k annual
