This role ensures adherence to N.J.A.C. 6A:13A, the Preschool Program Implementation Guidelines, and all NJDOE PEA requirements. The role supports district oversight of provider contracts, fiscal monitoring, enrollment systems, compliance reporting, CST referral processes, GNJK documentation, and operational workflows that sustain the high-quality implementation of the Mini-Mounties Universal Pre-K Program. Performance Responsibilities: Fiscal Monitoring & Compliance (per N.J.A.C. 6A:13A-4.5) Support fiscal oversight of all contracted private providers and Head Start partners to ensure compliance with NJDOE PEA requirements. Review provider budgets, quarterly expenditure reports, and supporting documentation. Verify that expenditures align with approved budgets and allowable uses of funds. Maintain detailed fiscal records, ledgers, and documentation for audits, monitoring, and Board resolutions. Track and reconcile monthly enrollment data submitted by providers to ensure accuracy in reimbursement. Assist with compiling fiscal summaries, spreadsheets, quarterly schedules, and documentation for district and state reporting. Coordinate with the Business Administrator to ensure accurate accounting of PEA funds, budget transfers, and recordkeeping. Support corrective action plans following state audits or reviews and monitor completion of required follow-up. Program Enrollment & Data Management (per N.J.A.C. 6A:13A-4.1 & 4.4) Perform data-entry and coordination functions for the preschool enrollment process, including maintaining waitlists and verifying eligibility documentation. Input and update student records in Genesis, PBOP, and other required systems. Generate enrollment, demographic, and compliance reports for district leadership and NJDOE submissions. Communicate with families regarding registration requirements, placement confirmations, and documentation needs. Ensure accuracy, security, and confidentiality of all enrollment and student records. Referral Tracking & Compliance Coordination (N.J.A.C. 6A:13A-4.3(a)(7)) Monitor and manage documentation related to preschool referrals, including RFAs, EI transitions, and direct parent referrals. Maintain organized digital and physical records aligned with NJDOE retention requirements and audit standards. Upload, track, and manage required documentation in NJCCIS, including staff credentials, training, classroom profiles, and facility compliance records. Support the district's Grow NJ Kids (GNJK) documentation, including evidence uploads, deadline monitoring, communication logs, and coordination with GNJK TA Specialists. Assist in preparing the Preschool Budget and Operational Plan (PBOP), annual projected enrollment submissions, and required Board resolutions. Collaborate with district departments and community providers to maintain accurate compliance documentation. Participate in ongoing professional development related to preschool fiscal management, NJDOE systems, data reporting, and statewide preschool requirements.
