Responsibilities include:

Production Support Tasks

* Maintains an understanding of the business rules and systems requirements to assist in the support of the application.
* Shares expertise with other individuals within and outside the organization as needed.
* Is considered a subject matter expert for the application.
* Excellent understanding of the supported applications, both business rules and technical specifications.
* Leads customer support efforts, including assisting with Service Desk calls, user testing, and training issues.
* Takes a leadership role in ensuring system issues are resolved in a timely and satisfactory manner, working effectively with other analysts and technical staff.
* Recognizes potential impact of development and production issues to other systems.
* Helps identify and execute the corrective actions with appropriate business partner and/or technical team.
* Resolves complex issues related to web browser and PC configuration settings, system issues and user education questions.
* Troubleshoots advanced system issues and assists developers and liaisons in identifying root causes of newly identified issues.
* Responds to and resolves issues and requests from system users in a timely and efficient manner.
* Troubleshoots applications and data for consistency and quality; documents and investigates issues.
* Takes a lead role in the development and implementation of appropriate solutions.
* Attends interdepartmental meetings regarding production support and releases, such as meetings with Tech Services and ISQA.
* Identifies and documents issues related to enhancements, fixes and/or upgrades, using department approved tool or template.
* Coordinates between project team and Tech Services for maintenance windows, releases, patches, etc.

Analysis Tasks

* Facilitates the identification of risks associated with a new project or enhancement to an existing system.
* Assesses the likelihood of risk factors and identifies contingency plans or alternate solutions.
* Monitors events in other departments and divisions for potential impact on projects.
* Reviews use cases and other business requirements documentation to promote consistency, usability, optimal performance, data integrity, and other project goals and standards.
* Evaluates applications for usability and performance.
* Facilitates analysis to prevent problems in the future.

Administrative/Organizational Tasks

* Clearly and consistently reports the status of a project to appropriate staff, such as the senior business analyst or project manager.
* Exchanges pertinent information among other project team members.
* Completes or coordinates completion of project tasks to push a project forward or to hit scheduled milestones.

Incident Response

Customer Support for NAIC Products and Services

* Supports customers who purchase publications or data products, license services, or utilize NAIC applications by responding to phone and e-mail inquiries in a timely manner. Demonstrates a basic understanding of the supported products and services and a willingness to grow that knowledge base.
* Utilizes the NAIC order management software to set up customers and contacts, enter orders, research order and invoice inquiries, release renewals, correct credit card transactions, process cancellations and credits, and perform any other order management function as needed. * Sets up customers and contacts in accordance with SBI policy, ensuring the customer and/or contact does not already have an account in the order management system before setting up a new account.
* Evaluates customers' status regarding renewals prior to taking new orders, in order to prevent or reduce the number of duplicate orders, credits, and returns.
* Resolves issues related to Account Manager system issues and user education questions, with assistance and guidance from management. Escalates system issues as appropriate to the technical support group for those issues that cannot be resolved by SBI staff.

Responsibilities include:

FILE REVIEW: (See File Review Manual for additional requirements.)

* Performs a review of insurance company filings of company annual and quarterly financial statements, supplements, combined statements, and risk-based capital.
* Analyzes problems with and develops solutions to improper filings of insurance company annual statements, supplements, combined statements, and risk-based capital.
* Contacts companies and states to determine the reason for inconsistent reporting and encourage amendments as needed. Document the electronic system accordingly with the correspondence submitted to companies and/or the state of domicile, phone conversations or emails.
* Resolves filing problems with the company and state contacts by evaluating insurance accounting and reporting requirements against company and state contact responses to the filing problems using prior experience and/or applying technical knowledge of insurance accounting and reporting requirements.
* Exercises independent judgment and decision-making ability in formatting an appropriate method for resolving the problems.
* Makes appropriate changes to the NAIC financial database using FDUI and Company Inquiry. Notifies the company's state of domicile as well as the company of the changes made.
* Coordinates with FRS Data Administrative personnel on any extensive filing amendments, historical data, and merger forms, etc. to ensure the appropriate data/information is amended on the NAIC financial database and the appropriate documentation is maintained in the file and on the database.
* Implements follow-up procedures with the company and the state insurance departments when company responses to requests for revisions or explanations are not received within an acceptable time frame.

CUSTOMER SERVICE:

* Advises and provides technical knowledge of insurance accounting, financial reporting and filing requirements to NAIC members, NAIC staff, insurance companies and other interested parties based on working knowledge and knowledge gained through research.

SPECIAL PROJECTS:

* Performs extensive data quality reviews on various supplemental filings as assigned.
* Assists in evaluating existing crosschecks and reasonability reviews. This evaluation includes reviewing crosscheck validity and the risk or history of reporting errors. Refers repetitive crosscheck and other reporting errors to the Data Quality Manager and the crosscheck analyst and evaluate for possible changes or clarifications.
* Provides technical assistance in data validation testing by analyzing the crosscheck formula utilizing the Blank, Cross-check Specifications and Annual Statement Instructions to determine the validity, completeness, and accuracy of the system calculation of the formula.
* Provides technical assistance to the members of the Financial Regulatory Affairs Division and other departments on special projects as required.
* Performs a general review of the Blanks proposals for any impact to the instructions
* Assists in the review of annual and quarterly statement blanks and instructions for edits.
* Provides education and training assistance as directed to include research or editing.

Secondary Functions:

* Other duties may be assigned.
* Develops queries to target specific areas of filing reviews or to facilitate follow-up procedures. Knowledge of SQL or Access and developing queries will assist in specialized analysis of data and on special projects related to the database.
* Performs vendor software testing comparing PDF data to the electronic file submission for completeness and accuracy.
* Provides technical assistance in reviewing and testing Financial Data Repository (FDR) applications.
* Provides technical assistance to state insurance regulators as needed.

Skills and Abilities:

* Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exits. Ability to interpret a variety of instructions furnished in written, oral diagram or schedule form.
* Familiar with or ability to learn Microsoft Windows, Word, Excel, Access, and SQL , and PowerPoint. Ability to work in a team environment. Strong written and oral communication skills and appropriate use of business style and grammar in written and oral communications.
* Requires obtaining and maintaining a good working knowledge of the FDR systems as a user of the systems. Basic understanding of statutory insurance accounting desired. Detail and customer oriented.

Minimum Education and/or experience required:

Bachelor's degree (B.A.) from four-year college or university and one year to two years related experience; and/or five to six years training or equivalent work experience in accounting or finance. Major in one of the following required: accounting, business administration, finance, or economics.

The CIPR seeks applicants with expertise in quantitative and/or qualitative analysis of key insurance issues related to at least one of the following: heath and long-term care; natural catastrophes/climate and resiliency; artificial intelligence and big data; data privacy and cyber risk; and socioeconomic and demographic insurance disparities. We seek applicants with background in data analytics, survey/experiment development and analysis, decision-making and/or behavioral science. Applied research analyses utilizing these skills will be conducted to help inform NAIC regulatory members on key insurance issues of concern, with an emphasis on leveraging available NAIC data for the research where applicable, and/or through primary data collection. Clear and concise presentation of research results in various formats is also expected. Post-doctoral fellows will spend a significant amount of their time on CIPR research projects working with the CIPR Director and research team as well as related NAIC staff, while also having time to continue to pursue their own related research. Postdoctoral fellows must have received their PhD in the last two years in a related field such as behavioral science, decision science, economics, or risk management and insurance.
