The Sr. Program Specialist supports the management of all phases of the grant, cooperative agreement, contract, and interagency agreement lifecycle, from acquisition and procurement of awards and agreements, to administering awards and ensuring compliance, to closing out awards. The Specialist also supports technical representatives, budget and financial officers with financial monitoring, preparing budgets to track spending, burn rates, and ensuring compliance with funder requirements after award. **Responsibilities** + Drafts and issues procurement documents, such as RFPs and NOFOs, reviews and issues solicitations, coordinates technical panels and reviews, conducts budget reviews and cost analyses, and evaluates applications and proposals. Prepares all necessary procurement-related documentation, such as memoranda of negotiations. + Conducts risk assessments and business reviews of applicants and vendors. Reviews, analyzes, and evaluates application packages for compliance. Drafts correspondence to applicants and offerors, as necessary. + Drafts grants, cooperative agreements, and contracts. + Supports the Grants/Contracting Officers with negotiating award terms. + Coordinates with Contracting/Grants Officers and other staff ensuring departmental approvals and Congressional notifications of awards are correctly timed with release of the award. + Manages grant budgets, tracks expenditures, and prepares financial reports, as necessary. + Reviews approval requests from vendors and recipients and preparing responses for the Grants/Contracting Officer. + Provides comprehensive recommendations when compliance concerns are identified. + Prepares award modifications and related documentation, including requests for proposals/applications for costed modifications. + Tracks outstanding actions on individual awards. + Reviews accuracy of financial reporting and ensures proper disbursement of funds. + Maintains official records for awards. + Supports technical office as needed with monitoring awards to ensure compliance with all funding requirements and regulations. + Communicates with vendors, grantees, organizations, and entities, as needed. + Closes out awards in accordance with Department policies and procedures. **Qualifications** + Bachelor's degree or higher. + Strong research, writing, organizational, and financial skills. + Proficiency in project management and managing complex processes. + Familiarity with grant management software and automated systems for financial tracking and reporting. + Familiarity using Government systems for official record keeping. + Understanding of budgeting principles and financial management for government funds. + Ability to maintain a high level of commitment while tending to multiple tasks and priorities with attention to detail. + Ability to provide independent analyses, advice, and recommendations on government awards. + Ability to collaborate as part of several teams and ensure completion of other's work product. + Experience reviewing and making recommendations to federal grants and cooperative agreements is strongly preferred, especially interagency agreements using 7600A & 7600B forms. + Knowledge of federal regulations applicable to assistance (e.g. 2 CFR 200) and to acquisition (Federal Acquisition Regulation). + At least 5 years' experience in procurement and award management. + Travel to other Government facilities, non-federal entity sites (e.g., grantees), or other contractor facilities may be required, at the request of the Government. + Active Secret Clearance. **Job ID** 2025-19759 **Work Type** On-Site **Pay Range** $145,418.60 - $147,418.60 **Benefits** Regular - The company offers a comprehensive benefits program, including medical, dental, vision, life insurance, 401(k) and a range of other voluntary benefits.
