Acquisition Professionals (AP) LLC is seeking an experienced Contract Specialist III to provide high-level cradle-to-grave contracting for the Office of the Senior Procurement Executive
Responsibilities:
.The contractor shall be responsible for the administration of the contract from cradle to grave, including contract compliance issues, change orders (modifications, amendments, renewals, extensions, assignments, notations, etc.), handling disputes, cure notices, liquidated damages, and, if necessary, contract cancellation.
Shall assist the Contracting Officer in conducting strategic requirements review, acquisition strategy development, solicitation development, and in performing other related procurement tasks as required.
Contractor personnel shall assist the Contracting Officer in review of requirements documents submitted by the Program Office to determine adequacy and sufficiency and make recommendations to the Contracting Officer to accept or reject.
Contractor personnel shall participate in meetings as required. Meetings include pre-award conferences, post award meetings, periodic progress review meetings, acquisition planning meetings, and other meetings as required by the Contracting Officer. Attendance in the meetings shall be at no extra cost to the Government.
Contractor personnel shall assist the Contracting Officer in preparing solicitations, acquisition plans, source selection plans, and other documents required in accordance with regulatory and local guidance. Documents shall be accurate, current, timely, and maintained up to date (ex: acquisition plan milestone schedule).
Contractor personnel shall review outgoing correspondence to ensure it is properly formatted and prepared on official letterhead for proper distribution. Reviews shall be completed within 24 hours of assignment.
Contractor personnel shall support the Contracting Officer in assisting customers with the development and preparation of requirements documents (e.g., SOW, technical evaluation factors, acquisition plans, IGCEs, etc.).
Contractor personnel shall complete all contract awards within the established Procurement Administrative Lead-times (PALT) identified by the Office of the Senior Procurement Executive (OSPE).
Contractor personnel shall complete and handle all contract files in accordance with agency acquisition regulations, policies, and procedures.
Contractor personnel shall prepare modifications for various contractual actions to include, but not limited to, contracts, purchase/delivery/task orders, blanket purchase agreements, indefinite delivery contracts, as necessary.
Contractor personnel may be required to assist the Contracting Officer in preparing responses to Freedom of Information Act Requests and Protested actions.
Contractor personnel will be required to provide email and phone call responses to program office staff and other agency officials. Personnel shall provide a response within 24 hours of receipt, and immediately when the customer indicates that the matter is urgent.
Contractor personnel will be contacted by their contracting officer to discuss the status of work and or respond to a request for information. Personnel shall respond to their Contracting Officer's communication within two hours of receipt.
Education/Certifications:

Position Overview

The Director is responsible for assisting the Deputy Commissioner with the allocation and management of all funding; facilitating student participation, program development/expansion, and services to students; strengthening partnerships and coordination of activities among key stakeholders; developing and implementing communication strategies; and evaluating and continuously improving implementation of the Massachusetts Inclusive Post Secondary Enrollment Initiative (MAIPSE). The Director works closely with department heads, stakeholders, Massachusetts adult service agencies, and community members to ensure that the agency is meeting its goals and objectives of the MAIPSE programs effectively.
The Director is involved in developing strategic plans, policies, and procedures to enhance the efficiency and effectiveness of the MAIPSE programs. The position is also responsible for monitoring and evaluating program outcomes, identifying areas for improvement, and implementing solutions to address any challenges that may arise.
Additionally, the Director will represent the agency at meetings, conferences, and events, which include presenting and educating constituents about Massachusetts Inclusive Postsecondary Education, and serve as a liaison between our agency and external partners. Since its inception in 2007, MAIPSE (formerly “MAICEI”) has served as a grant program that funds and supports high school students between the ages of 18 and 21 (i.e., up to the age of 22) with severe disabilities to concurrently participate in college-level classes, pursuant to and subject to the student's Individualized Educational Plan (IEP). In July of 2022, landmark legislation was enacted in Massachusetts related to expanding opportunities for students with severe disabilities to participate in post-secondary experiences within the public higher education system. Importantly, the 2022 legislation expanded access to post-secondary experiences to those students with severe intellectual disabilities, aged twenty-two (22) years and over, who have aged out of the K-12 sector without obtaining a sufficient competency determination under c. 69, §1D or obtaining a high school diploma. In effect, under the 2022 law, prospective students who previously fell beyond MAICEI's purview will now have opportunities to participate in courses as non-matriculating students with their nondisabled peers at all Massachusetts state universities and community colleges, while also engaging in extracurricular activities and other aspects of campus life with supports and services necessary to facilitate inclusion.
This initiative will not only benefit students with intellectual disabilities by expanding their educational opportunities, but it will also enrich the college community by fostering a more inclusive and diverse learning environment. This has allowed MAIPSE to grow and become a part of all Massachusetts public colleges and universities.
Responsibilities / Essential Job Functions
Establish and administer a comprehensive outreach, policy program development, and expansion plan in collaboration with the Department of Elementary and Secondary Education (DESE), school districts, the MAIPSE advisory board, Massachusetts Adult Service agencies, and public institutions of higher education to increase opportunities for students to participate in MAIPSE.
Supervise and monitor implementation of the 2022 legislation and accompanying DHE regulation 610 CMR 15.00, including but not limited to ensuring that campuses adhere to statutorily required reporting and data sharing requirements.

Job responsibilities
Acting as a point of contact for LOB sanctions compliance issues and escalating U.S. Sanctions issues to GSC and Legal;
Provide guidance and support to the LOBs and Operations partners on the Sanctions Standards (implementation and interpretation);
Escalating significant sanctions-related issues for customer relationship and transaction due diligence reviews;
Research, analyze and provide recommended remediation efforts on Action Plans for clients/products that present sanctions and/or reputational risk;
Support general Compliance activities and other responsibilities, including special projects, implementation and maintenance of procedures, training, and ad-hoc reporting, as assigned;
Drive cross-LOB consistency within the sanctions organization and partner with other relevant Corporate GFCC functions;
Stay abreast of industry trends and sanctions changes in order to anticipate areas of focus and attention of regulators, keeping business management and Compliance colleagues informed

Minimum of 5 years relevant experience working with or in Compliance, Risk Management or Audit;
