    Security Clearance: No Clearance Supervises day to day activities and operations of the payroll department, providing supervision and training to lower level payroll staff. Ensures timeliness and accuracy of the weekly payroll. Assumes the responsibilities of the payroll supervisor in supervisor's absence. Ensures that payroll processes are in compliance with State and Federal laws concerning employee pay as well as company policies and collective bargaining agreements. Responsible in the performance and productivity affecting payroll goals. Reports to the Payroll Supervisor and/or General Accounting Manager. Supervises the activities and performances of payroll staff and directs their daily work. Ensures a professional level of service to all customers internal and external to the company. Frequent contact with all levels of employees, office support personnel and outside vendors, IT personnel and PeopleSoft support is expected. Interacts with Corporate Payroll Shared Recourses Inc.-SRI for payroll processing and other operations. Works well with all types of people, in a high paced environment and pressure. ESSENTIAL FUNCTIONS AND DUTIES * Performs and supervises all activities necessary to process payroll, including maintaining related records, filing reports, processing involuntary/voluntary deductions, preparing accounting transactions and documents, preparing and filing quarterly/yearly company income tax returns, documenting and updating procedures and preparing special reports for senior management. * Researches and advises payroll staff concerning the accounting treatment of complex transactions such as specialized reporting requirements and withheld accounts adjustments and balancing. * Performs periodic reviews of various payroll areas and prepares materials for payroll, accounting, and government auditors. * Actively participates in identifying opportunities and implements process and procedure improvements to increase efficiency and to support payroll operation changes to improve: safety, quality, and to reduce cycle times and costs. * Maintains updates and reviews Payroll Department metrics and process documentation. * Assist with testing and documenting new practices and/or programs * Special projects as required. SKILLS AND QUALIFICATIONS * Bachelor's Degree in Accounting or Business related. * Requires six to eight (6-8) years' experience with automated payroll systems and extensive knowledge of PeopleSoft HRMS/Payroll system, or equivalent experience. * Requires two to three (2-3) years' experience with payroll accounting * Certificate in Payroll Practice & Management and/or Certified Payroll Professional (CPP) is preferred and strongly encouraged. * Knowledge and experience of labor, timekeeping and human resources systems, experience with KABA Auto-Time/Kronos and PeopleSoft a plus. Proficient in use of MS Office Applications. * Strong familiarity with the contents of NASSCO Bargaining Union Agreements and the NASSCO Employee Benefits Programs, and their interface with Payroll. * Knowledge of payroll requirements including tax calculations, timekeeping, labor cost reporting, California and Federal Wage and Hour Regulations, and Employee Benefits Programs. * Actively participates in implementation and monitoring of payroll software changes, takes the lead as a functional user with regards to testing and implementation of payroll software upgrades or changes. * Communicates effectively via verbal and written methods with all levels of employees and management * Position requires ability to work overtime, weekends, holidays, and travel as needed. PHYSICAL DEMANDS Work primarily conducted in an office setting with good lighting. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to focus. Regularly required to sit, use hands and fingers, operate computer keyboard and controls, and communicate verbally and in writing. ACCOUNTABILITY Payroll processing is timely and accurate, while providing excellent customer service and complying with all applicable policies, laws and agreements; changes in the payroll environment are anticipated and managed proactively. PAY SCALE $83,600 - $108,100 This pay range is a reasonable estimate of the salary range for this role. Environmental Factors Exposure to fumes, odors, dust, gases, various climates and temperatures, and low ventilation conditions, all of which can cause discomfort and/or respiratory difficulties. Exposure to constantly moving machines, mechanical parts, and high levels of constant noise. PAY SCALE $33.76 - $37.11 This pay range is a reasonable estimate of the hourly range for this role.
