Initiated major income tax reforms in Africa, the Middle East and the Pacific by advising governments on the formulation of tax policy, double taxation agreements and revenue enhancement techniques. Member of the I.M.F. (Fiscal Affairs Department) Panel of Experts and the World Bank Tax Thematic Group. Consulted for DFID, EU, IMF, UNDP, USAID, World Bank and others.
