This position offer an exciting opportunity to participate in delivering a new Comprehensive Child Welfare Information System (CCWIS) with Child Welfare Digital Services (CWDS), a unique collaboration involving the California Health and Human Services Office of Technology and Solutions Integration (CalHHS OTSI), the California Department of Social Services (CDSS), and California's Counties and Tribes.
Under the direction of the Information Security Chief (Information Technology Manager I), the Information Technology Specialist I (Information Security Analyst) will develop and maintain a secure posture for CWDS projects.
Duties include:
* Execution of Penetration and Vulnerability Scans,
* Respond to, investigate, and resolve Security alerts and Incidents
* Perform appropriate follow-up tasks with partner teams and CWDS leadership to report and help mitigate vulnerabilities.
* Define and drive implementation of security policies, standards, and procedures as necessary in adherence of state and federal compliance requirements.
* Act in accordance with Code of Ethics and demonstrate professionalism and respectful interactions with internal and external partners.

Under the general direction of the Information Technology Manager I, the incumbent functions as an expert-level technical authority within the WAN/LAN Unit. The incumbent serves as the technical lead for network systems and Representational State Transfer Application Programming Interface (REST API)-based integration efforts between the Department of Justice (DOJ) and the Department of Motor Vehicles (DMV), ensuring secure and efficient exchange of critical data across agency boundaries. This includes responsibility for 24/7 technical support and advanced diagnostics for network-related API connectivity, endpoint security, and data transmission integrity. The incumbent will architect, implement, and sustain robust networking and integration solutions that support DOJ's operational and business objectives. The role requires collaboration with internal stakeholders, DMV technical teams, and external vendors to ensure secure, reliable, and standards-compliant REST API communication.

Working Conditions

Under the direction of the Infrastructure Services Supervisor, the incumbent has an expert level of knowledge and experience in the Information Technology field. The incumbent is the primary AWS Administrator for core services, including S3, EC2, and RDS. Lead administrator for the Virtual Desktop Infrastructure (VDI) and on-site server infrastructure at headquarters. Maintains and updates network documentation for business continuity. Under general direction provided by the Information Technology Manager I (CSPS Project), the incumbent is responsible for performing a variety of complex analytical and Information Technology (IT) support activities for the CSPS IT Project, a project to improve replace the current personnel and payroll systems. CSPS will deliver a modern solution for Human Capital Management (HCM) including core HR functionality (position control, personnel administration, benefits administration, and time management) and Payroll with employee self-service, streamlined business processes using innovative technology solutions. The incumbent will perform a wide variety of analytical activities in the areas of business process analysis, system design analysis, problem resolution, legislative analysis, and consultation. The IT Specialist I will combine complex analysis for business needs with project management tasks, which includes personnel and payroll systems design planning and implementation activities for a highly complex IT project.
To support the responsibilities, the incumbent must demonstrate the highest level of expertise in business systems analysis techniques and System Development Lifecycle (SDLC) practices, the Project Management Lifecycle (PMLC), CA-Project Management Framework (PMF), and an understanding of customer service concepts.

About This Role:
Under direction of the Unit Chief of the Crossover & Eligibility (C&E) Unit as part of the System Oversight Section 1 (SOS 1) in the Information Technology Management Branch (ITMB), the Information Technology Specialist I (ITS I) provides technical expertise and project/contract management for the assessment and evaluation of all the operation support and project related issues impacting the program areas in Department of Health Care Services (DHCS) and other departments as they relate to the California Medicaid Management Information System (CA-MMIS) Operations Division. MINIMUM QUALIFICATIONS
Education and/or Experience:
Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance. Example combinations include: equivalent to an Associate Degree from an accredited college or university with major course work in data processing or a closely related field, with emphasis on microcomputer systems and programming and one (1) year of professional microcomputer systems and programming experience with systems similar to those used by the City of Hemet. Two (2) years of increasingly responsible experience in computer and communications systems and local and/or wide area network management and administration is preferred.
Certification/License:

PHYSICAL WORKING CONDITIONS

The Position and Job Summary
Provide technical support over the phone, via email and in person to resolve issues involving applications, computer hardware, printers, mobile devices, RingCentral functionality troubleshooting, VPN, and basic network access while focusing on customer service. In addition to resolving daily Help Desk issues, this position will be assisting other IT functions with special projects and assignments as directed by the IT Supervisor and/or IT Director.
Identifies and diagnoses Level I/II problems for laptop or desktop users, Microsoft Office, Therefore (EDMS), Sandis, Zoom, Scrive, Adobe, Audio/Video Conferencing, RingCentral functionality troubleshooting, Network Connectivity, VPN, various hardware and email technologies.
Troubleshoot complex technical problems.
Maintain compliance with established SLA's
Ensure that notifications and status updates are accurate, and that procedures are followed and updates, as necessary.
Ensures that tickets are prioritized in accordance with business needs and are being closed in a timely manner.
Develops knowledge articles and videos for the users and other team members.
Supports the inventory application and processes.
