This position will support Navarro-ATL. Navarro-ATL is located in Richland, WA, and operates, manages, and maintains the 222-S Laboratory Complex for the Department of Energy. The Navarro-ATL members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD).
The SQA Analyst will be responsible for maintaining a software quality assurance (SQA) program that is in compliance with contractual standards. The primary software management standard is ASME NQA-1, a nuclear regulatory program with requirements similar to ISO 12207.

Responsibilities:
Under minimal supervision:
Maintain and continually improve a software quality program that complies with NQA-1, DOE Order 414.1D, and other relevant standards
Develop and maintain SQA templates, procedures, and training materials to meet contractual standards and business needs
Provide technical guidance and support to Navarro-ATL software owners in development of requirements, software management plans, acceptance testing, and other aspects of the software lifecycle
Provide oversight to ensure that assigned projects meet Navarro-ATL SQA standards, such as review and approval of software management plans, software testing, and ensuring consistency of data between documentation and databases
Perform, or serve as subject matter expert in, software quality audits on Navarro-ATL software or vendors
Ensure software that is designed, changed, or purchased by Navarro-ATL meets NQA-1 requirements and other relevant regulatory standards, applying a risk-based graded approach
Represent Navarro-ATL on Hanford boards related to SQA subject matter (e.g. configuration control)
Monitor and maintain the validation status of all software
Participate in the corrective action program for matters related to the scope of work
Report metrics, trends, and potential issues to management
Identify and implement initiatives for continuous improvement of the SQA system
Author, review, edit, and approve SQA records
Obtain and maintain all required internal qualifications
Requirements
Minimum Qualifications:
Bachelor's degree in Information Technology, Computer Science, engineering, science, or a related discipline and 7 years of experience in software quality assurance, or an equivalency of education and experience
Experience in software development, maintenance, and/or management
Familiarity with NQA-1 or ISO 12207 or comparable software quality systems
Experience working within a quality system based on DOE Order 414.1D or other defined quality management standards
Preferred Qualifications:
Bachelor's degree in Information Technology, Computer Science, engineering, science, or a related discipline and 10 years of experience in software quality assurance
Certification with the American Society for Quality as a Certified Software Quality Engineer
Experience working with NQA-1 or ISO 12207 or comparable quality systems in a nuclear or similar regulated environment
Experience with being audited, or performing audits

Grade 18: $106,663 - $134,588
Grade 20: $129,063 - $162,688
The grade level offered to the selected candidate will be based on business needs and the candidate's education, training, and/or relevant experience.

The Department of Energy (DOE) Hanford Field Office (HFO) requires general support services for the AMWTP. WTP AM/division requires one (1) part-time equivalent (PTE) general support contractor 320 labor hours) to provide support in the following areas:
Participate in the engineering review for design, operational assumptions, likely maintenance and reliability for the Glass Former Chemical (GFC) components at WTP.
Advise and inform the Federal staff and share as guided by Federal Staff with the WTP Contractor. The contractor is assumed to have a broad base of experience with commercial glass dry materials handling and batch house designs and operations. This experience should be from personal experience in 6-30MT/day sized operations.
The Contractor will advise Federal Staff participating in design oversight of the GFC as to likely or experienced impacts to plant operations from the subtleties of the WTP
Contractor's opinions advanced from their largely conceptual experience in continuous glass manufacturing.
Utilize excellent writing and communication skills in all interactions.
Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The Contractor shall ensure that duties are performed in a competent and professional manner.
Requirements
MINIMUM QUALIFICATIONS REQUIRED
Education - BS/BA degree in Ceramic Engineering. In addition, an excess of twelve (12) years of experience as a substitute for PhD.
At least 30 years of experience in Glass Technology - Raw Material Specifications, Batch Formulation for desired glass chemistry and physical properties, Glass Quality target definitions for maximizing production and reducing manufacturing costs, and Furnace Operations - Monitoring of day-to-day plant operating data.
Experience with researching and navigating complex federal regulations tied to Environmental Issues associated with compliance for furnace air emissions (NOX. SOX & Particulate) and hazardous waste disposal of refractory flue debris. Mandatory cullet recycling content compliance.
Recognition of professional accomplishments as evidenced by appointment to Fellow status in the American Ceramic Society, Society of Glass Technology, or Glass Problems Conference Advisory Board.
PREFERRED EXPERIENCE & CAPABILITIES
Experience with continuous glass manufacturing plant operations.
Proven track record of success in Glass Technology, Batch Formulation, Quality target definitions for maximizing production and reducing manufacturing costs, Furnace Design - Refractory selection, Furnace Rebuilds, Furnace Operations, Environmental Issues associated with compliance for furnace air emissions (NOX. SOX & Particulate) and hazardous waste disposal of refractory flue debris, and Customer Service Issues” relating to glass properties influencing customer acceptance such as chemical durability, glass color, defect reductions (seeds, blisters, stones, inhomogeneities, etc.).
Possession of an advanced degree or additional certifications in Ceramic Engineering.
Comprehensive understanding of the Hanford Site vitrification mission needs in common glass manufacturing processes.
As needed, will be counseled by Federal Staff in DOE's program management practices, policies, and procedures.
Familiarity with, or ability to quickly learn and utilize, various technology management tools used at Hanford.
Exceptional communication skills.
Proficient in Microsoft 365.

This position shall provide support to DOE Assistant Manager for Business and Financial Operations (AMB), Business and Industrial Relations Division (BIR), Budget Division (BUD), and Finance Division (FIN) in the following areas:
Assist in completing ad-hoc analyses and assessments on various financial data for the BIR, BUD, and FIN Divisions.
Coordinate with the BIR, BUD, and FIN supervisors and other contractors to ensure timely resolution of assessment results.
Assist in completing Headquarter (HQ) deliverables for BIR, BUD, and FIN.
Assist in review and evaluation of contract provisions and changes to contractor clauses that impact BIR such as Davis-Bacon Act, workers' compensation, pension, savings, and welfare benefit plans.
Complete pre and post-payment invoice reviews consistent with DOE procedures and processes.

Assist in preparing analyses to help with negotiation of contract provisions affecting contractor pension, savings, and welfare benefit plans and programs.
Assist with financial analysis, forecasting, and reporting to monitor budget performance, identify variances, and recommend corrective actions to ensure fiscal responsibility and program objectives are met.
Assist in developing and maintain financial models and tools to assist in resource allocation, track expenditures, and support strategic financial planning for various federal programs and initiatives.
Assist with the preparation of independent financial and budget analysis, financial statements, accounting property and inventory, accounting entries, and financial related assessments that focus on compliance requirements including planning, scheduling, and coordination of reviews.
Present draft independent reviews, assessment plans, and audit results to AMB in order to ensure review plans and activities meet established milestones.
Requirements
Minimum Requirements:
Education - BS/BA degree in a relevant field of study. Six years of experience may be substituted for BS/BA degree.
Ability to create/maintain positive contractor relationships and work with contractor and government personnel in problem solving
Business experience in applying analysis techniques, performing various types of review, developing process improvements, and using automation tools
•3-5 years of relevant experience in financial planning & analysis, pension plans, budget techniques, accounting or auditing
•Knowledge of Federal Acquisition Regulations (FAR) and the DOE FAR Supplement (DEAR)
•Knowledge of Federal Government and DOE budget execution principles and budget/financial systems preferred
•Knowledge of Federal Government and DOE accounting policies and procedures

LOCATION
Work shall be conducted at the Hanford Field Office and the Hanford Site in Richland, WA. Support staff are expected to provide in-office support as agreed upon with the TM.
