Job Description
Role Purpose:
Perform daily functions of Payroll Timekeeping Team to ensure efficient and timely processing of payroll, including planning and direction of workflow to complete the weekly payroll cycle in accordance with established deadlines.
Essential Duties and Responsibilities:
Process payroll time transactions in accordance with established deadlines
Ensure all time data successfully transfers from UKG to SAP
Initiate processes and create/generate audit reports that results in an accurate paycheck
Perform data entry to maintain record information for Team Members
Perform audits of payroll inputs and results to ensure accuracy and compliance with policies and procedures
Work with Business Partners to resolve issues impacting pay
Work with the UKG engineering team to ensure proper processing of weekly payroll files and off cycle files
Make recommendations for process improvements and work to implement
Ensure that all inputs are loaded into payroll accurately and timely
UAT Participation to test any upgrades, enhancements, and/or new implementations before they go to the production database to ensure everything is working properly
Resolve tickets coming into the payroll queue from AskHR timely
Ensure that all final pay state terminations are processed in accordance with state rules
Proactively communicate and collaborate with process partners and/or other points of escalation to provide research and information to resolve an issue
Perform other duties as assigned
Qualifications
Basic Requirements:
Bachelor's degree in Finance/Accounting or related field or equivalent experience
Experience with payroll process and projects
Experience in SAP Payroll or equivalent enterprise-level HR/payroll system
Experience in UKG Timekeeping
Excellent written and oral communication skills.

About the Role

The Payroll Specialist position is involved in the day-to-day functioning of the Payroll Department. The Payroll Specialist assists the PayrollAdministrator with processing the bi-weekly college payroll. Primary Functions
Assist in the preparation of payrolls on a biweekly basis.

Prepare and enter GL entries including gross wages, taxes, deductions, etc. as appropriate.
Responsible to assist with payroll reconciliation to ensure accuracy and consistency.
Administers the implementation and management of garnishments processes with the third-party administrator.

The ideal candidate will have 3+ years of payroll experience with union employees, and deep expertise in Dayforce and Workday payroll systems. What You'll do:
Process end-to-end payroll for union and non-union employees on weekly and bi-weekly schedules, ensuring accuracy, timeliness, and compliance.
Audit Time & Attendance records for adherence to company policies and federal/state regulations.
Administer union and non-union benefit payments and deductions, ensuring compliance with collective bargaining agreements and company policy.
Utilize Dayforce and Workday for payroll processing, reporting, troubleshooting, and system optimization.
Collaborate cross-functionally with HR, Finance, and Operations teams to resolve payroll issues and improve processes.
Maintain detailed payroll records and documentation in compliance with federal, state, and local regulations.

What You Bring:
Minimum of 3+ years of payroll experience with significant exposure to union payrolls and union-related benefits administration.
Proven experience with Dayforce and Workday systems is required.
Multi-state payroll knowledge with respect to compliance and taxation; knowledge of California payroll is a plus.
Advanced Microsoft Excel skills, including pivot tables, VLOOKUP, and complex formulas for data analysis.
Strong analytical, organizational, and problem-solving skills; ability to think independently and anticipate payroll issues.
Exceptional attention to detail and accuracy in all aspects of payroll processing.
Excellent communication skills and customer service orientation across all organizational levels.

The salary range for this role is $75,000-$90,000 per year. The Office of Human Resources (OHR) seeks a dynamic and highly motivated individual to serve as the Payroll Supervisor within the Payroll Unit. The Payroll Supervisor will report to the Senior Director of Payroll and Timekeeping and assist in supporting and executing Payroll functions. The selected individual will be knowledgeable in the City's Payroll policies and procedures, recurring increment payments, and help to ensure that NYC Aging is in compliance with all applicable civil service laws, employment laws and collective bargaining agreements. The Payroll Supervisor duties and responsibilities will include but not be limited to the following:
* Supervise and train Payroll staff and monitor daily unit operations. Ensure quality assurance and payroll procedures are adhered to and provide resolution for payroll issues to staff as needed while ensuring compliance with established internal and external policies and deadlines.
* Monitor and audit all authorized payroll and personnel transactions in PMS/NYCAPS to ensure accurate and timely payment of salaries and differentials. This includes reviewing personnel actions such as appointments, promotions, title changes, resignations, retirements, and terminations.
* Assist Senior Director with the oversight of contractual increases and additions-to-gross (ATG) payments and the agency's Motor Vehicle and Parking Fringe Benefits procedures.
* Ensure accurate bi-weekly payroll; and coordinate submission of all required payroll forms, including Payroll Certification, one-time payments, stop payments, undistributed checks, and supplementary payroll.
* Administer the review of payroll reports such as the 160, 161, 700, and 320 reports, and ensure all related reports are monitored on a regular basis.
* Direct the managerial lump-sum payment process to ensure accuracy, timely submission to the Comptroller's Office, and timely processing at the agency level.
* Maintain an effective internal control system to ensure compliance with directives, policies, and procedures issued by oversight agencies such as DCAS, OPA, the Comptroller's Office, and Labor Relations.
* Serve as the agency Security Officer for NYCAPS, PMS, and CHRMS; and monitor disbursements and garnishments to ensure compliance with federal and state wage and hour laws.
* Assist NYC Aging employees with ESS functions such as Direct Deposit, the College Savings Program, and Commuter Benefits enrollment.
* Provide a high-level of customer service to NYC Aging employees and investigate payroll discrepancies.
* Perform related assignments and special projects, as deemed necessary.

Minimum Qualifications
1. moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
