Description of Work DWR is seeking an enthusiastic candidate for the ENGINEER III position in the 401 and Buffer Transportation Permitting Branch, based in DEQ's Central Office in Raleigh, North Carolina. This Engineer III acts as the Stormwater Review Coordinator and is responsible for reviewing and providing guidance on stormwater regulations as they pertain to transportation projects, as well as coordinating with DWR staff to ensure compliance with NCDOT's Highway Stormwater permit requirements. This position assists with 401 Water Quality Certification application review during times of high workload for the team. The Engineer III is expected to be able to work independently, while maintaining strong relationships with team members in the Raleigh Central Office and Regional Offices across the state, as well as with their NCDOT counterparts. Must be able to conduct field investigations that may require exposure to inclement weather, insects, hot and cold temperatures, and traversing rough/uneven terrain. Overnight travel may be required a few times per year. Valid NC Driver's License required; you must be able to obtain within six (6) months of hire and maintain for employment. Professional Engineer licensure/Engineer Intern certification is not required but is considered an asset. Key Responsibilities: * - Conduct engineering reviews and analyze stormwater runoff and impacts on surface waters of North Carolina, as they relate to transportation projects * - Assist the Branch Supervisor as lead engineer in the development, coordination and oversight of activities under NC DOT's NPDES (National Pollutant Discharge Elimination System) Stormwater Management Program * - Clearly communicate complex engineering concepts and act as mentor/resource to the rest of the regulatory team and to outside agencies; collaborate with team members on projects across all NCDOT Divisions across the state, as well as with non-transportation 401 Water Quality staff to ensure consistency within the Division * - Serve as a technical resource on state and federal stormwater regulations, NCDOT transportation planning, and environmental planning processes, and provide guidance on best practices for non-NCDOT projects including greenways, railroads, and airports * - Conduct detailed engineering evaluation and modeling analysis to ensure that projects meet all applicable regulations, statutes, codes, standards, and requirements * - Review and develop modeling alternatives for stormwater design and evaluation throughout the stormwater programs * - Facilitate compliance with stormwater control policies for NCDOT Merger projects, and for the development of transportation projects and initiatives conducted by NCDOT by providing early review and technical input * - Promote coordination and compliance with stormwater regulations for NCDOT Merger projects * - Assist with 401 Water Quality Certification application review as needed * - Assist NCDOT in the delivery of internal and external Education Plans, with focus be on supporting and revising the Post Construction Stormwater Program and Best Management Practices (BMP) Toolbox training initiatives * - Assist with development and implementation of training programs for NCDOT staff, including providing technical assistance to NCDOT during project development and construction, while serving as a representative on various task forces set up by NCDOT and DEQ to resolve complex issues and conflicts of special interest to NCDOT Knowledge Skills and Abilities/Management Preferences Recruitment Range: $67,852 - $94,663 Important: This posting closes at 11:59:59 PM the night BEFORE the End Date above. * This is a REPOST of position 60035566. The Branch's responsibilities include the review of 401 certification applications for transportation projects and wetland and stream mitigation plans, as well as conducting relevant site visits. The Role's Minimum Qualifications and Job Requirements Education: Degree in a quantitative field, such as computer science, statistics, mathematics, engineering, data science, or equivalent experience. Experience: A minimum of 3+ years of experience in building and optimizing data pipelines with Python. You have experience writing complex SQL queries to analyze data. You have commendable experience with at least one cloud service platform (GCP and AWS preferred). You've worked with data at scale using Apache Spark, Beam or a similar framework. You're familiar with data streaming architectures using technologies like Pub/Sub and Apache Kafka. You are eager to learn about new tech stacks, big data technologies, data pipelining architectures, etc. and propose your findings to the team to try and optimize our systems. Interact with state and local agencies to foster positive working relationships and to insure efficient and effective compliance with regulations.
