Description of Work Hiring Range $41,655 - $72,897 This Substance Abuse Program Coordinator (SAPC) position is located at the DART Center (Goldsboro, NC). This is a 300-bed residential treatment facility responsible for the delivery of chemical dependency treatment services to probationers sent by the courts and parolees released from the State Prison System and transitioning back into the community. Rehabilitation and Reentry Treatment staff plans, administers, and coordinates chemical dependency screening and substance use disorder treatment services within the Department of Adult Correction. The Substance Abuse Program Coordinator is responsible for providing administrative and clinical supervision for substance abuse. This employee serves as the building administrator and receives direct supervision from the Human Services Program Manager II (Facility Manager). As the building administrator, this employee is responsible for the management of materials and equipment ensuring that safety standards and practices are followed, and equipment and furnishings are in proper working order. This employee directly supervises the Substance Abuse Workers (up to 13) positions assigned to the twelve-week program and indirectly supervisors the Substance Abuse Counselors in the building. Employees supervised by this position provide all aspects of alcohol/drug treatment in a residential setting including but not limited to; intake and assessments, treatment, documentation, individual/group counseling, alcohol/drug education, recovery planning, referrals, continuous program operations and responses. This employee is responsible for developing work schedules, assigning, supervising, and appraising job performance and coordinates activities of his/her unit with other unit administrators in order to enhance overall program effectiveness. Under the direction of the Audit Manager, the auditor will ensure that offices adhere to the procedures and guidelines necessary to be able to perform their daily audits. Auditor will provide necessary training and guidance to these locations when needed concerning audits. Each auditor needs to be able to work independently on his/her own, to be able to plan, schedule and coordinate his/her audit. The auditor must audit each office that has been designated or assigned to them in a timely manner and provide a report of such audit to the Audit Manager for review. In the License Plate Agencies and State Registration Offices the audits consist of verifying dealer accounts for outstanding balances, verifying all inventory for which the agency is accountable, verifying plate turn-ins, verifying State Funds, deposits and deposit certification to the state treasurer's office and auditing reversal records, trade in reports and no fee transactions. This auditor is also responsible for performing audits on documents sent into the Division by dealerships to ensure that proper payments are made to the Division. The auditor is responsible for auditing franchise and independent car dealers throughout the state who participate with DMV in the dealer online program on a regular basis or as deemed necessary by the Division. The audit consists of verifying all inventory assigned to the dealership and monitoring the issuance of license plates and stickers. Auditor will also be responsible to conduct Out of State audits concerning "Online dealers/leasing companies" once a year. Auditor must perform audits on documents sent into the Division by dealerships to ensure that proper payments are made to the Division. At License and Theft Offices the auditor audits special funds that are used in undercover/covert operations. The auditor is responsible for performing audits at our 113 Driver License offices verifying State Funds, daily deposits and deposit certifications to the state treasurer's office are done in a timely manner. The auditor must investigate of any alleged wrongdoing by State Employee, License Plate Agent, or their employees, such as embezzlement or missing inventory, etc. The auditor is responsible for conducting an immediate investigation and audit if a License Plate Agency or Driver License Office is robbed, broken into or otherwise damaged. The auditor must prepare and submit a written report to Vehicle Services that is over License Plate Agencies and Driver Services that is over Driver License Offices with his/her findings before that agency can reopen. The auditor appears in court to testify regarding criminal investigation and to represent the Commissioner of Motor Vehicles when DMV records are subpoenaed. This may be in local, district, superior, civil or federal court. When a new LPA is opened or relocates, the auditor would need to be there to make sure all inventory is accounted for within the LPA. Auditor will sometimes be called up to Raleigh to work on special assignments/projects or to provide training to other individuals. The program area for this position includes one or more of the following: experience in accounting or finance, experience in STARS dealing with License Plate Agencies and On-line dealers, SADLs dealing with Driver License Office, experience in SAP dealing with License and Theft covert investigations, and/or experience in examining DMV documents to determine if the correct fees have been charged. Description of Work The North Carolina Child Support Services Program operates in accordance with Public Law 93-647, NC General Statutes 110-128-143 and Title IV-D State Plan filed with the Federal Office of Child Support Enforcement. Services provided by the Program include the location of non-custodial parents, establishment of paternity and support, enforcement of support and collection, distribution, and disbursement of support payments. The Intergovernmental unit consists of the Central Registry and the State Parent Locate Service Unit, This position is responsible for two major areas of child support enforcement activities. The Central Registry serves as the federally mandated Central Registry for incoming interjurisdictional referrals which require services in location, establishment of paternity and/or child support, medical support, enforcement and collections. The federally mandated State Parent Locate Unit also provides location assistance to local child support agencies, other states and countries, by conducting searches for non-custodial parents. The Central Registry/SPLS is also responsible for the tracking and handling of Affidavits of Parentage received from NC birthing facilities, the tracking and handling of referrals for federal crimination prosecution Project Save Our Children from local CSS Offices, and the tracking and referrals from other state CSS offices for withholding of NC unemployment insurance benefits. The primary purpose of this position is to provide technical assistance to regional, state, local staff, other state, federal child support agencies, the Department, the Division, clients and the general public. This position is responsible for evaluating state and federal regulations, the Uniform Interstate Family Support Act (UIFSA), the Full Faith and Credit for Child Support Orders Act; coordinating and developing procedures across program lines, other departments and private entities to effect implementation. Other functions of this position include; Input in the legislative process and identification, coordination of automation impacts on these entities resulting from federal/state requirements and strategic planning for the team in collaboration with the Section Chief for Fiscal Operations. This position requires thorough knowledge of the program and the understanding of the complexity involved with the procedures and processes of this unit. This position is responsible for consultation, interpretation and technical assistance regarding child support Interstate and Location policies and procedures. As the supervisor this position is responsible for managing the Central Registry and State Parent Locate Units.
