Description of Work
North Carolina's Natural Heritage Program is recruiting a terrestrial invertebrate biologist to support a ten-year agreement with the USDA Forest Service (USFS). This position will conduct assessments of hurricane Helene damage to species populations and subsequent monitoring within Special Interest Areas (SIAs) and other high quality natural areas in the Nantahala and Pisgah National Forests. The invertebrate biologist will survey and document the locations and status of species habitat and rare and endemic animals identified in the Forest Plan's Species of Conservation Concern List, U.S. Endangered Species, or NCNHP Rare Animal Lists. These assessments will help inform recommendations for habitat restoration and management actions.
Work priorities include:
(1) Design and implement field studies to identify, evaluate, and document occurrences of exemplary rare species habitats;
(2) Evaluate and compile biological resource data about the extent, rarity, and occurrences of the state's rare invertebrate animal species;
(3) Participate in the development of the Natural Heritage Program biological inventory database;
(4) Provide information to the US Forest Service, collaborators, and stakeholders regarding the management and protection of natural communities and rare habitats; and
(5) Work with the US Forest Service to secure natural area protection and management.
This work requires excellent organizational skills, attention to detail, reliability, and the ability to work effectively independently and as part of a team. This position is based in the Mountain Region of North Carolina and stationed in the DNCR Western Office (Asheville) or remote/home-based. The position may require frequent travel overnight to conduct field surveys throughout Western North Carolina. Work is subject to both office and outdoor environmental conditions.
Key Responsibilities include but are not limited to:
* Design and conduct field surveys for terrestrial invertebrates in natural areas, Special Interest Areas (SIAs), and additional areas identified as of interest within and adjacent to the Nantahala and Pisgah National Forests including: inventories of the occurrences of the state's rare terrestrial invertebrates and condition of their habitats, assess locations with hurricane damage to species populations, collaborate on surveys and identification of taxa including terrestrial gastropods and aquatic macroinvertebrates, map rare pollinators and other rare invertebrate occurrences, document factors contributing to population viability, and prepare detailed reports and GIS maps.
* Coordinate and consult with US Forest Service (USFS) staff and partners to identify priority sites, ecosystem types, and species for assessment.
* Contribute to the development of the Program's data management system and to the dissemination of spatial data for USFS use; incorporate detailed observations and maps of rare invertebrates and/or pollinator species into the Program's "Biotics" data management system in a timely manner.
* Identify and facilitate protection of high-priority natural areas and recommend protection strategies and management practices for natural heritage areas and Special Interest Areas: advise and help implement restoration activities that aid in the recovery of SIAs and/or listed species, assist with assessments, and prepare biological resource reports for compliance.
* Interpret scientific data provided to USFS partner agencies, researchers, private conservation organizations and individuals and assist as needed in developing descriptions of proposed actions when making management recommendations.

ESSENTIAL DUTIES:
Assign, schedule, and supervise day-to-day activities of staff, seasonal workers, and volunteers performing invasive species (i.e. forest pest and terrestrial noxious weeds) and land stewardship activities.
Assess public and private lands for compliance with federal, state, and local regulations relating to invasive species including but not limited to noxious weeds and forest pests.
Lead and conduct research, map, inventory, monitor, and analyze plant, insect, and disease populations. Identify and quantify species of concern, native species, and environmental conditions. Develop and recommend invasive species management solutions and plans based on scientific and biological principles. Develop and deploy mapping projects using GIS and GPS technologies.
Conduct site visits to assist landowners to identify and quantify invasive species. Advise on solutions, methods, and treatment recommendations to control or eradicate issues. Respond to complaints related to the presence of invasive species on public and private lands to observe and quantify infestations. Communicate with landowner to provide information on infestation and eradication prescription.
Prepare and maintain complete and accurate records for inventory tracking, site visits, and inspections. Assist with preparation of case documentation, and enforcement tracking activities. Provide input and data for state reporting.
Participate in public outreach activities that support public engagement including seminars, training classes, and site visits. Deliver and disseminate information and education to internal and external stakeholders. Participate in public meetings and interact with landowners and residents.
Assist with the creation of informational and educational communications, including fact sheets, brochures, website content, and public media, and training and seminar content.
Supervise and participate in the implementation and monitoring of weed and pest management solutions and prescriptions for invasive species control, forest management, ecological restoration, and wildlife management. May include application of pesticides, mechanical removal, and habitat manipulation.
Operate and maintain light equipment, hand tools, and data collection technology-based devices. Provide input on the evaluation and purchase of equipment and supplies.
Assist in developing annual work plans, programs, and projects. Provide input for budget needs and assist with the development of the budget. Assist with development and oversight of contracts and grants.
Work requires functioning as a lead worker 20% to 50% of the time and performing essentially the same work as those directed. ESSENTIAL DUTIES:
Perform grounds and airfield maintenance, including mowing, weed control, seeding, fertilizing, herbicide and pesticide application, and other outdoor related projects.
Perform Janitorial/Custodial duties as needed.
Prepare Terminal building for conferences and special events.
Respond to aircraft emergencies as an Aircraft Rescue Fire Fighter (ARFF) to protect the life and property of airport users. Maintain training to FAA standards.
Perform inspections of airport property and all aircraft movement areas for FAR-part 139 compliance and safety. Communicate with air traffic controllers. Issues Notices to Airmen (NOTAMs) when necessary.
Operate light and heavy equipment on all aircraft movement areas.
Trains employees on routine tasks and equipment use.
Participate in mandatory snow removal operations with 12-hour shifts or until end of storm event. Operate multiple types of heavy snow removal equipment.
Participate in mandatory On-call rotation. Take calls and return to the airport if necessary.

The Assistant Dean manages the day-to-day operations of the Law School's Graduate Studies Program, which is geared primarily toward international students who have completed the first degree in law. The program consists of LL.M. and S.J.D. students, plus a small number of visiting scholars.
The primary responsibilities of the Assistant Dean are to manage the operations of the Graduate Studies Office, manage the graduate admissions and recruiting process, and serve as a liaison between graduate students and other Law School and University departments and personnel. Specific duties include:
Recruiting and Admissions:
* Develop and implement marketing plans for recruitment and admissions, including preparing print and electronic materials for prospective students.
* Manage in-person and online recruitment events with appropriate staffing.
* Respond to questions from applicants and prospective students.
* Review applicant files, make admissions decisions, and provide recommendations for financial aid.
Student Services:
* Develop and manage graduate student orientation as well as other graduate student programming.
* Provide career development counseling, including guidance on preparation of resumes and cover letters, and holding mock interviews.
* Advise students in various areas of student life.
* Advise students on academic matters, including course selection and eligibility for bar admission; make referrals to academic support resources at the Law School.
* Serve as a liaison to the University's International Studies Office.
The Assistant Dean works closely with the faculty Director of the Graduate Studies Program. The Assistant Dean supervises one full-time employee and one wage file reader.
A Master's degree is required; a J.D. or LL.M. from an ABA-accredited law school is preferred. At least five years of relevant work experience is required. Experience in higher education, particularly in admissions, student services, or international student and scholar services, is a plus. The successful candidate will have excellent leadership, organizational, and communication skills; previous managerial experience; a collaborative mindset; the ability to work diligently in a fast-paced, detail-oriented environment; and proficiency with standard office software (e.g., Outlook, Word, Excel). Familiarity with LSAC Unite is preferred. International travel is expected.

The focus of treatment is stabilization, skill acquisition, and development of safe and appropriate behavior through a comprehensive treatment plan including Applied Behavior Analysis Therapy. This unit provides support for people through a variety of steps including: The Community Support Team, discharge planning and working together with families and community service providers to increase success and safety in the least restrictive environment. The unit goal is to return people to their optimal level of functioning and assist them in returning to the least restrictive environment.
About the Position:
This position will ensure that the people in services receive the necessary services and support for stabilization. The people served at the Regional Centers exhibit challenging, complicated behaviors that private providers in the community have not been able to adequately address. There is a need for the Regional Centers to be specialized in providing robust and comprehensive behavioral services so that people served can achieve stabilization treatment and transition back to a private provider in the community. This position provides evidence-based behavior analytic programming for people served with a range of IDD, mental health diagnoses, physical disabilities, and problematic behavior. This position conducts Functional Behavior Assessments, develops treatment and behavior intervention plans, monitors behavior programs, analyzes data, and provides clinical oversight to DSPs, who may or may not hold a specific licensure/credential, including Registered Behavior Technician. This position will regularly consult with the Medical team at the Regional Center, as well as outside providers, to ensure comprehensive and appropriate treatment. This position will conduct assessments and provide treatment recommendations, provide data and consultation to the Human Rights Committee and interdisciplinary team (IDT), train DSPs and IDT members regularly and may also be required to appear in court to represent the agency in regard to Imposition of Legal Disability (ILD) hearings and/or participate in criminal hearings and/or probation meetings as part of the IDT. This position is required to provide agency-wide training as needed.
Primary Job Duties
Assessment and Behavior Plan Development and Writing. The individual in this position completes Functional Behavior Assessments (FBA) and the development of Behavior Intervention Plans (BIP). This individual works with the Support Services Coordinators (SSC) and Interdisciplinary Team IDTs to gather information about the person served. The behavior intervention plans are in compliance with all Home and Community Based Services (HCBS) Waiver regulations and are written with a focus on decreasing maladaptive behavior and increasing appropriate and adaptive behavior that will increase the likelihood of success for the individual both while living at the Regional Center and once transition to the least restrictive environment is achieved.
Behavior Services Supervision and Training. The individual in this position provides ongoing training and oversight to Direct Support Professional (DSPs) who may or may not hold a specific license or certification such as a Registered Behavior Technician. This position may provide supervision to individuals seeking and/or holding certification as a Registered Behavior Technician, BCBA or BCaBA. This position is responsible to provide training and guidance to all staff implementing the behavior program.
Data Analysis. This position makes appropriate and accurate clinical decisions based on data collected through behavior intervention plan procedures and other assessments. Data analysis includes collecting, graphing, and interpreting data regarding each behavior program of the person in services. Data analysis may be conducted through a variety of platforms such as an electronic health record, computer software, and paper data. Data analysis will be comprehensive and continuous.
Clinical Consultation and Team Meetings. The individual in this position engages in regular consultation with PRC teams to ensure comprehensive and appropriate care for people in services. This includes both providing and receiving consultation and feedback to and from various teams who are also providing support to the people served. Consultation may include but is not limited to: behavior concerns, mental health diagnoses and concerns, implementation of evidence-based procedures, risk assessments, and evaluation and treatment for dangerous behavior. About the Position:
The Licensed Professional Fire Protection Engineer will perform interdisciplinary reviews of plans and documents for large multifaceted structures at nationally recognized research university. * Review shop drawings, calculations, and/or submittals for compliance to code;
* Perform interdisciplinary inspections of new construction, renovation, and repairs of buildings and other structures to verify materials, footings, foundations, framing, insulation, electrical, mechanical, fuel gas, plumbing, accessibility and final inspections.;

This work unit (Accounting) exists to maintain a controlled environment to properly record financial information for taxes collected by DOR as well as provide budgetary control and support for the department's expenditures. Accounting currently handles all accounting specific functions for the department, which includes accounts payable, revenue collection, payroll for over 1,400 employees, general accounting transactions, reconciliations, and financial reporting. Accounting documents and controls federal grants and capital construction projects for the Department. Primary Duties Include:
DRIVES General Ledger Review-
* Review DRIVES general ledger documents to accomplish DOR interface activities.

Monthly Reconciliations -

* Meet with management from the department or other departments regarding issues, legislation, or requirements.
Oversee/Review completion of DMV bank account activity -

* Ensure that variances are researched and appropriate adjustments are made in both CORE and DRIVES.
Fiscal Year End Closing -
* Ensure chart of account elements are accurate and maintained in CORE.

This Environmental Specialist II position serves as a Regional Soil Scientist within the Division of Public Health, providing technical oversight and regulatory support to local health departments across the southeastern region of North Carolina. The primary function is to ensure consistent and scientifically sound implementation of state laws and rules governing on-site wastewater treatment and dispersal systems. The role involves training, authorizing, and advising Environmental Health Specialists, conducting site evaluations, and reviewing complex wastewater system proposals. Work is performed independently and requires expert knowledge in soil science, environmental health regulations, and decentralized wastewater technologies. The position also contributes to policy development, legal proceedings, and statewide program improvements.
Key Duties Include:
* Train and assess Environmental Health Specialist interns through classroom instruction, field exercises, and written examinations to determine readiness for delegation of authority.
* Authorize local Environmental Health Specialists to enforce state laws and rules governing on-site wastewater systems in accordance with statutory requirements.
* Provide technical assistance and second opinions to local health departments on complex site evaluations, permitting challenges, and malfunctioning wastewater systems.
* Conduct site visits to evaluate soil and site conditions, recommend system modifications, and ensure compliance with applicable laws and rules.
* Review and verify private consultants' soil and site evaluations and participate in consultative meetings with engineers, soil scientists, and local officials.
* Inspect manufactured wastewater system components to ensure compliance with approved design specifications and quality standards.
* Develop and deliver educational programs and technical training for environmental health professionals at regional and state levels.
* Serve as an expert witness in administrative appeals and legal proceedings involving violations or disputes related to wastewater system regulations.
* Participate in structured evaluations of local programs to assess effectiveness, identify areas for improvement, and recommend corrective actions.
* Contribute to the development and revision of internal procedures, policies, and public health rules by serving on task forces and rule-making committees.

The Office of the State Attorney for the Fifth Judicial Circuit is seeking highly motivated Assistant State Attorneys for its Citrus, Hernando, Sumter, Lake and Marion County offices.
