Position will serve as a Project Engineer II in the Division Design Construct Unit in Division 2. The Division Design Construct (DDC) Unit primary purpose is to produce and review roadway design plans, create various estimates, create contract documents, and to provide technical expertise on these subjects to internal and external partners. The essential function of the Project Engineer II in the DDC Unit is to provide advanced computer aided drafting design (CADD) for division managed projects, coordinate with other technical Units and private engineering firms as it relates to the use of MicroStation, Geopak, Corridor Modeling, and Open Roads Technology (ORD) in the preparation of roadway design plans. The position will also require assistance in design, reviews, cost estimates, and other tasks for various projects in other Units as directed by Division 2. Work will include but is not limited to the following: developing and troubleshooting software issues related to roadway design plan production; development and review of roadway design plans; assisting with the implementation of ORD within the Unit; and communicating verbally and in writing with internal and external customers. This position will develop and/or review roadway design plans to comply with guidance found in the Policy on Geometric Design of Highways and Streets, Roadside Design Guide, Roadway Design Manual, Subregional Tier Guidelines, NCDOT Standard Specifications and Standard Drawings, and other NCDOT policies and procedures. This position will assist with managing supervisory and administrative functions to support the DDC Unit. This position within the Solid Waste Section of the Division of Waste Management is responsible for solid waste permitting activities including permitting, technical consultation, investigation, evaluation, planning, design review, approval, and determination of environmental impacts for all aspects of solid waste management. The position functions as a project manager for solid waste projects requiring new, amended, or modified permits, providing detailed engineering review of permit applications, preparing permits, coordinating the activities of internal participants in the permit process such as hydrogeologists, compliance officers and business analysts, and coordinating with outside agencies such as Water Resources, Cultural Resources, Air Quality, DEMLR and others. Work at this level is generally performed independently. The position is responsible for technical review of engineering designs and/or project specifications to ensure compliance with engineering principles, standards, statutes, rules, and regulations related to the siting, design, construction, and operation of solid waste management facilities. Solid waste management facilities include high-tech landfills for the disposal of coal combustion residuals, municipal solid waste (MSW), and industrial wastes, construction and demolition debris landfills, medical or MSW incinerators, land-clearing and inert debris landfills, transfer facilities, HHW facilities, and treatment and processing facilities. Description of Work
The primary purpose of this position is to oversee and manage all utility coordination and relocations for Division 6. The Division Utility Engineer will serve as liaison between PEF (Private Engineering Firms) and Design Units to oversee the Preliminary Engineering of Utility Conflicts/Relocations as well as correspond with Division Utility Coordinator and Utility Companies during Right of Way Acquisition to relocate utilities efficiently and effectively at the earliest possible time to eliminate/reduce/reduce delays and contractor claims.
Position implements advanced engineering criteria and innovative construction methods while adhering to applicable environmental regulations and roadway design standards to support relocation and placement of utilities along highway rights of way and proposed corridors to effectively manage and coordinate major project development efforts of NCDOT. Work may include, but is not limited to, managing DOT Personnel, consultants and CEI personnel to determine utility conflicts; engineer utility relocations; and oversee the relocation of utilities prior to contractual highway construction for all Division 6 Managed highway projects.
This work oversees investigating and analyzing utility facilities; designing and engineering utility relocations; assuring adherence to utility relocation schedules; developing contract documents and estimates; authorizing utility company relocations; reviewing utility plans prepared by others and providing engineering opinions and assistance on utility installations; field inspection for verification of data contained therein; scoping and reviewing work performed by consulting engineers; and consultation with interdepartmental units and utility owners. The applicant should have advanced working knowledge to use computers for office work (MS Word, Excel, Access, SAP) and CADD (MicroStation, GEOPAK).
A working knowledge of NCDOT policies for accommodating utilities and NCDEQ regulations for water and sewer design is needed. Travel to field sites for meetings and investigations with occasional overnight travel is required. The position requires the ability to train and provide technical assistance to other employees, and give clear instructions and directions to employees, utility company personnel, consultants and DOT staff concerning utility/highway matters.
