Description of Work
The NCDOT Transportation Planning Division in Raleigh, NC seeks a mid-level transportation engineer for the Coastal Planning area. This role involves collaborating with the Jacksonville Metropolitan Planning Organization and Albemarle Rural Planning Organization to develop Comprehensive Transportation Plans (CTPs) as required by North Carolina law.
Responsibilities include providing planning expertise for MPOs, RPOs, counties, and municipalities; developing long-range transportation plans; administering state and federal transportation funds; conducting GIS spatial data analysis and mapping; and performing forecasting, deficiency analysis, environmental and Title VI screening, and multimodal recommendations. The engineer should be proficient in planning, scheduling, conducting GIS analysis, travel demand modeling, and engineering work, as well as presenting findings both orally and in reports. Teamwork and problem-solving skills are essential.
To be successful in this position applicants should have basic knowledge of transportation systems planning, travel demand modeling with TransCAD, ArcGIS/ArcGIS Pro, capacity deficiency analysis, traffic forecasting, alternative transportation modes, environmental constraints, and project planning. Accuracy, technical writing, and oral communication skills are essential. Work is primarily in the Raleigh office with occasional evening or overnight meetings. This role also requires effective relationship-building and professional interaction with internal and external customers.

Description of Work
This position will serve as an Assistant District Engineer in the Fayetteville District Office in Cumberland County. The Assistant District Engineer will be the main contact for Developers, Engineers, and Surveyors that submit applications for driveway permits, encroachment agreements, traffic impact studies, subdivision plans, etc. This position will attend numerous meetings related to these applications and will participate in the review and approval process by applying standard engineering practices, principles, and specifications. Primary Purpose/Job (Position) Summary
This position serves as an Engineer II with the Division of Energy, Mineral and Land Resources (DEMLR). Description of Work
The primary purpose of this organizational unit is to provide Statewide engineering and geomatics analysis in the development of transportation facilities and acquisition of property in accordance with the best professional engineering and surveying practices consistent with all laws and regulations governing the State Highway System.
We are looking for an Engineer III to serve as the Assistant Central Regional Engineer - Divisions 6,7,8 & 10.
In this role you will:
* Be assigned to the Regional Team Lead and will be assigned work across 4-5 Divisions.
* Perform Quality Assurance/Quality Control (QA/QC) functions as part of the Department's Project Delivery Network Process (PDN).
* Assist in the scoping, negotiation, estimating and evaluation of mobile LiDAR data.
* Perform scoping, negotiation and evaluation of Utility Test Hole data.
* Manage the Right-of-Way revisions process, record the final Right-of-Way sheets at completion of projects as well as verify the final Right-of-Way staking
* Coordinate and collaborate with the Location & Surveys Regional Team Lead and the associated Division Team Leads as well as the Central or Division Managed Project Teams including both Preconstruction and Construction personnel.
* Provide geomatics oversight of work products and oversee implementation of the program within the assigned multi-Division Area.
* Work independently and receives limited daily supervision.
* Possibly represent the Department at public meetings and public hearings related to transportation systems planning work.
* Utilizes your excellent oral communication skills to explain technical information.

* Experience with the principles and practices of Civil Engineering and Route Location Surveying including geomatics engineering including GPS, geodesy, hydrology, property law, construction stakeout, utilities, GIS, Terrestrial and Mobile LiDAR, Bathymetric Sonar Technology, photogrammetry, and unmanned aerial vehicles (UAV).
* Experience ensuring compliance with Department/Unit procedures in geomatics engineering operations and policies.
* Experience directing and managing others in survey support activities associated with the acquisition and processing of data, on multiple projects.
* Experience working with NCDOT and private firms in ensuring guidelines are followed and project needs, and scope are met.
* Experience interpreting and communicating complex geomatics engineering design concepts and techniques.
