The Role
Operative responsibility in incident, problem and configuration management for various systems in Office and Manufacturing environment. This individual supports the Manager IT Technology & Services in defining, documenting, supporting and validating processes necessary to maintain a large, dynamic network architecture. He / She plays a lead role during the life cycle of the equipment and software to ensure the network platform for data storage and delivery is reliably deployed and in good working order during operating hours. This individual specializes in delivering a reliable foundation for all implemented systems. This individual is responsible for documenting the processes necessary to maintain such an environment and understanding the technology solutions that are used to support the execution of these business processes. This individual works directly with ITP and business process owners/technology users (local and international) to identify where processes can be improved and how the technology solutions supporting these processes can facilitate that improvement. This individual is responsible for delivery and maintenance of monitoring solutions designed to provide alerts in case of priority incidents and preemptive data to avoid critical incidents. This individual identifies and reports on key performance indicators to assure availability of the data networks. This position owns operative responsibility for maintaining and troubleshooting the equipment and, where necessary coordinating with 3rd parties on the client's behalf to reach a resolution.
Responsibilities
Operative responsibility in incident and problem management for all items impacting plant operations.
Create and maintain Technology Architecture documentation for transparency
Create Application and Hardware (System) Lifecycle Plans
Work with the ITP management to ensure that a multiyear lifecycle plan is created to support from 1st to 3rd level support including milestones for all known firmware/software versions or functional upgrades and sunset and successor systems.
Assess and Manage System Requirements and Production program fulfillment
Work with the ITP department to determine, the current level of performance expected and risk with current process and systems. Create with the business area requirements plans for continuous improvement of the process and systems throughout the plant.
Identify Automated Solutions which support business process maturity or improvement
Define maintenance plans for firmware/software upgrades.

Physical requirements:

IT Professional coordinates, designs, builds, integrates, develops, tests, and deploys application technology solutions and delivers IT services and provides launch consulting services for the responsible software, specifically MES, WMS and manufacturing related software. Pay Range Data

The Network Specialist - Outside Plant Construction is responsible for coordinating, planning, and supervising outside plant field construction and splicing operations in multiple locations. Depending upon workload this person may be required to supervise consulting resources in the engineering and/or construction phase of the projects. The successful candidate is expected to work independently with representatives from network operations, associate managers, consultants, design engineers and construction contractors for TDS Telecom Network Services to ensure that the needs of the company are being met. The successful candidate will be responsible for the implementation of fiber networks while conforming to existing TDS Outside Plant (OSP) guidelines and TDS OSP standards established for the Telecom Network Services. The successful candidate is expected to stay current with National Electrical Safety Code (NESC) and ensure our construction is always in compliance with NESC standards. Depending on the area, the Network Specialist - Outside Plant Construction may be required to assist in the engineering of the OSP projects. This involves, among other things, creating the labor, material, and overhead project estimates.
The Network Specialist - Outside Plant Construction is expected to oversee numerous construction projects, possibly located in multiple locations. The successful candidate will continually monitor costs and job progress to ensure that construction projects are completed on time and within budget. The successful candidate is also responsible for ongoing communication with various governmental agencies to protect the TDS OSP network from being jeopardized by proposed road improvements and may be required to negotiate with municipalities or other utility companies from a network and a legal perspective for the purchase, lease and/or sale of inner ducts, fiber and/or complete fiber networks.
Due to in-market support needs, candidate must reside within 150 miles of Birmingham, Alabama. While this position does have telecommute priviledges from a home-office, the individual is expected to engage in regular travel for in-market support.
This position can be hired at an Network Specialist - Outside Plant Construction (2025-28261) or Network Specialist I - Outside Plant Construction (2025-28262) level depending on the skills and qualifications of the candidate. Responsibilities
Responsible for the coordination of OSP projects and/or supervision of consultants who are responsible for coordinating outside plant field construction and splicing operations in multiple locations.
Provide technical support for special request projects such as major road moves or potential on-net builds.
The successful candidate must work with Finance to ensure proper accounting of facilities placed and interact with the legal department to ensure that the company is not at risk in any asset transfers.
If needed, assist in the engineering phase of projects. This involves creating labor, material, and overheads project cost estimates
Provide audits of OSP projects and coach consultants and/or contractors to ensure accuracy and consistency. The audits will ensure compliance with NESC standards and current TDS OSP standards
Review all required reports from field personnel and contractor invoicing for accuracy. Manage construction projects by reviewing quality of work, clean up resolution, proper maintenance of project documentation and continual review of project progress
Ensure that the TDS OSP group complies with Sarbanes-Oxley guidelines and other departments such as Network Operations, Network Planning, Rights-of-Way and Contract Administration.
This position requires the conducting of pre-staking, pre-bid and pre-construction meetings as required. The successful candidate must verify that proper right-of-way, easements, and permits are obtained and designs for proper cable sizing and facility routing.
Verify that all documentation required to complete projects successfully, including bid jobs, build orders, job start agreements, VMOPs and close out documentation is complete.
Adapt quickly in an ever-changing environment to new GIS based construction tracking methods, new construction methods and rapidly changing architecture types

You will carry out job functions within multidisciplinary teams of Transportation Engineering and ITS professionals and support direct interaction with clients within the context of project kickoff and progress meetings, design reviews, project production, delivery, support, and analysis. Major results expected include high-quality written, verbal and graphical deliverables in the form of operational concepts, technology reviews, designs and specifications. You will be responsible for managing project teams and maintaining strong team morale. You will perform work which involves the application of leading-edge information and communication technologies to ITS, transportation planning, engineering, and operations. Stantec has built strong client relationships and a history of delivering quality work, which you will be expected to carry forward and expand upon. This will include leading and delivering established and recently-won on-call contracts with state and municipal clients. It is expected that you will uphold engineering ethics and standards of conduct in this role.
The selected candidate will be expected to perform the following activities:
* Apply general Traffic and ITS planning and engineering principles to solve specific Traffic and ITS related problems.
* Lead the design and development or review of Traffic and ITS concepts, including requirements analysis, technology review and selection, development and communication of operational concepts, specifications development, and testing.
* Develop or review preliminary concepts and/or specifications.
* Research feasibility of alternative approaches, technology capabilities, previous experiences with Traffic and ITS deployments, cost-benefits, and client/regulatory agency specifications.

Your Capabilities and Credentials

* Good technical writing, analytical and communications skills, including ability to present concepts verbally.
* Excellent client relationship management skills. Working knowledge of Microsoft Office 365 products, including Word, Outlook, PowerPoint, Excel, Project, and Access.
Education and Experience
* Degree in Civil Engineering, Electrical Engineering, or related degree.
* Professional Engineer (PE) license required. Must be licensed in Tennessee or able to obtain license within 6 months.
* A minimum of 10 years of experience in Traffic-related or ITS-related subject matter, including design of Traffic Signals and ITS, with exposure to information and communication technologies, including fiber optic communication design, video systems engineering, traveler information, electronic payment, or traffic control systems preferred.
* Experience managing staff and handing out assignments. Experience interacting with clients and leading projects from beginning to completion.
* Experience in Signal Design, Signal System Timing, ITS Equipment Integration, Transportation Management Center (TMC) design and operations, All Electronic Toll (AET), High Occupancy Toll (HOT), and Open Road Tolling (ORT) projects preferred.
* Experience performing quality assurance, testing software applications, and technical document reviews.
* Experience with databases and/or database design or querying using SQL or a reporting software a plus.
* Experience with GIS appreciated.
