Job Description:
The Quality Assurance (QA) Manager is responsible for defining, implementing, and overseeing the quality strategy for the Veteran Experience Services Eligibility and Enrollment (VESEE) 2.0 modernization program. This includes establishing test frameworks, leading test planning and execution, ensuring compliance with accessibility and security requirements, and ensuring that all delivered features meet the reliability and performance expectations of VA and the Veterans they serve. Quality Strategy & Governance:
Develop and own the end-to-end Quality Assurance Strategy across all VESEE task areas including Product Lifecycle, Sustainment & Enhancement, and Modernization.
Define QA standards, processes, and best practices aligned to VA's Product Line Management (PLM) framework, VA PAL, and industry-leading Agile/DevSecOps principles.
Ensure all releases meet quality gates related to functionality, security, privacy, accessibility, and performance.
Establish and maintain traceability from requirements to test cases to deployments across all Scrum teams.
Test Planning & Execution:
Lead the creation and execution of comprehensive test plans, including:
Functional testing
Regression testing
Integration testing
Performance and load testing

Develop and track key quality metrics aligned with VA's Better, Safer, Faster (BSF) and Product Scorecards, such as:

REQUIREMENTS
1. JavaScript programming skills, specifically with JavaScript frameworks and libraries.
2. Knowledge of agile development processes and TDD /BDD workflows.
3. Experience with designing and implementing REST APIs
4. Experience with NoSQL and SQL databases.
5. Experience with HTML5/CSS3, and front-end frameworks (like Twitter Bootstrap)
6. Experience with deployment to cloud infrastructure environments.
7. Knowledge of design patterns, algorithms, love for elegant designs, prototyping, and refactoring existing features.
EDUCATIONAL REQUIREMENTS
• Bachelor's Degree in computer science or equivalent degree;
• Minimum of 2 years of relevant experience

Qualifications and Experience:
Bachelor's Degree w/8 years' related experience or 12+ years' experience in lieu of degree
Expertise in WebSphere Application Server (WAS) administration on z/OS.
Experience using IBM z/OS Content Manager
Expertise installing, configuring, managing (start/stop/troubleshoot) WebSphere Application Server on z/OS
Experience updating cryptographic keys on WAS
Experience setting up, configuring, and maintaining CMOD/Content Manager software on z/OS
General z/OS Mainframe experience and proficiency with MVS/JES/USS Commands, WLM, JCL, REXX, CLIST, SDSF, TSO/ISPF, IPCS, Unix, STC's, batch processing, collection of required documentation for IBM support, etc.
Experience and proficiency with z/OS mainframe tools such as LRS VPS/DRS, MVS Quick Ref, Connect Direct, TN3270 (Rumba & Reflection) and FTP Client Software.
Experience and exposure with tasks associated with mainframe HW/SW upgrades.
Experience with z/OS mainframe Disaster Recovery fail-over and fail-back to/from a DR site.
Experience working with IBM Developers and Software vendors to resolve software errors and performance issues.
Experience working with Auding requirements.
Strong troubleshooting abilities and Root Cause Analysis for any system.
Strong written and verbal communication skills.
Ability to work independently and prioritize critical tasks.
Responsibilities:
Manage and support all mainframe system operations.
Install, maintain, and upgrade mainframe system software and hardware to ensure continuity in operational procedures.
Analyze mainframe system performance and identify areas for improvement.
Perform regular checks and troubleshooting to identify and rectify system faults.
Develop and implement procedures for mainframe environment, such as software and system management.
Collaborate with other IT professionals to ensure that hardware and software systems are fully integrated.
Manage mainframe system backups and ensure that data recovery procedures are in place.
Assist users in the operation of mainframe systems and provide technical support.
Create and maintain documentation on mainframe system configurations, procedures, and troubleshooting guides.
Ensure the security of mainframe systems by implementing the latest security updates and patches.
Implement and maintain system security standards.
Develop and maintain mainframe disaster recovery procedures.
Work with developers and analysts to resolve application and system problems.
Participate in on-call rotation for mainframe support and to support extended hours, weekend, and on-call support as required by mission or emergencies.
Document system changes and maintain system configuration records.
Stay up-to-date with new technologies and mainframe advancements.
