The Network Operations Engineer I is responsible for monitoring and maintaining all network systems and services, including but not limited to Internet, Email, Hosted Wi-Fi, Telephone, and Video. The Network Operations Engineer I is responsible for providing quality control and routine health checks to maintain exceptional reliability to core equipment and GPON fiber optic services. In addition, they will constantly strive to improve EPB's operations by identifying ways to improve systems and processes to monitor and provision network elements and serve customers.
DUTIES AND RESPONSIBILITIES
-Monitor all aspects of the legacy and GPON networks from the Headend to the customer's premise.
-Respond appropriately to alarms and failures within the network and other systems.
-Manage the communication of scheduled maintenance and unplanned outages between vendors, customers, and internal teams.
-Interact with maintenance crews and vendors during periods of planned maintenance and unplanned outages.
-Identify, diagnose, and repair complex problems with systems providing Internet, Email, Hosted Wi-Fi, and Video services based on existing runbooks.
-Identify, diagnose, and repair complex problems with Telecom services, including POTS, DS1, DS3, PRI, VoIP Phones, IADs, and SIP Trunks based on existing runbooks.
-Interact with customers, vendors, carriers, and EPB Engineers to diagnose, escalate, and resolve issues with various systems.
-Provide an escalation path and support for residential and business complex services while providing training and feedback for developing expertise within Technical Operations.
-Develop and maintain system documentation, including diagrams and standard operation procedures, and implement, design, and own new reports to provide visibility into the network's health and systems' infrastructure.
-Execute quality control audits of manually provisioned services to ensure that each account's provisioning and billing are accurate.
-Complete routine health checks and troubleshoot anomalies on core systems.
-Communicate with other departments and customers regarding the disposition and status of trouble.
-Identify and communicate noticeable problem trends with core systems and troubleshoot to find solutions.
-Work all shifts as needed to sustain a 24/7/365 operation.
-Accept 75% of overtime requested by the supervisor or manager each quarter. This includes holiday coverage for the entire year.
-Provide project management of technical staff in the implementation, installation, configuration, and technical support of network architecture; coordinate projects with other departments and external organizations.
-Manage the workload and room responsibilities while leading a shift without a supervisor's presence.
-Responsible for triage, detection, and investigation of potential security threats.
-Provide the same level of customer service to Wholesale customers who purchase NOC and/or SOC support from EPB.
-Perform special projects as assigned.
EDUCATION and/or EXPERIENCE
-Bachelor's Degree in a related technical field is preferred, or an equivalent of 6+ years of experience working in a network operations center, networking background, video headend experience, systems administration, cybersecurity experience, or telephony knowledge.
-Strong computer skills, including experience with hardware and software, including Windows, Internet Explorer, and Microsoft Office Products.
-Excellent analytical, troubleshooting and problem-solving skills are required.
-Excellent interpersonal, written, verbal, presentation, and time management skills are required.
CERTIFICATIONS & OTHER REQUIREMENTS
-Possess and maintain a current, valid driver's license in state of residence and demonstrate safe and responsible operation of motor vehicles.
-Will be required to pass the 12-14 week onboarding training class, acquire an ESA alarm license, pass the Network+ and Security+ certification tests, complete the Metaswitch Overview class, and complete the Splunk Fundamentals class.

The Network Specialist I - Outside Plant Construction is responsible for coordinating, planning, and supervising outside plant field construction and splicing operations in multiple locations. Depending upon workload this person may be required to supervise consulting resources in the engineering and/or construction phase of the projects. The successful candidate is expected to work independently with representatives from network operations, associate managers, consultants, design engineers and construction contractors for TDS Telecom Network Services to ensure that the needs of the company are being met. The successful candidate will be responsible for the implementation of fiber networks while conforming to existing TDS Outside Plant (OSP) guidelines and TDS OSP standards established for the Telecom Network Services. The successful candidate is expected to stay current with National Electrical Safety Code (NESC) and ensure our construction is always in compliance with NESC standards. Depending on the area, the Network Specialist I - Outside Plant Construction may be required to assist in the engineering of the OSP projects. This involves, among other things, creating the labor, material, and overhead project estimates.
The Network Specialist I - Outside Plant Construction is expected to oversee numerous construction projects, possibly located in multiple locations. The successful candidate will continually monitor costs and job progress to ensure that construction projects are completed on time and within budget. The successful candidate is also responsible for ongoing communication with various governmental agencies to protect the TDS OSP network from being jeopardized by proposed road improvements and may be required to negotiate with municipalities or other utility companies from a network and a legal perspective for the purchase, lease and/or sale of inner ducts, fiber and/or complete fiber networks.
Due to in-market support needs, candidate must reside within 150 miles of Birmingham, Alabama. While this position does have telecommute priviledges from a home-office, the individual is expected to engage in regular travel for in-market support.
This position can be hired at an Network Specialist - Outside Plant Construction (2025-28261) or Network Specialist I - Outside Plant Construction (2025-28262) level depending on the skills and qualifications of the candidate. Responsibilities
Responsible for the coordination of OSP projects and/or supervision of consultants who are responsible for coordinating outside plant field construction and splicing operations in multiple locations.
Provide technical support for special request projects such as major road moves or potential on-net builds.
The successful candidate must work with Finance to ensure proper accounting of facilities placed and interact with the legal department to ensure that the company is not at risk in any asset transfers.
If needed, assist in the engineering phase of projects. This involves creating labor, material, and overheads project cost estimates
Provide audits of OSP projects and coach consultants and/or contractors to ensure accuracy and consistency. The audits will ensure compliance with NESC standards and current TDS OSP standards
Review all required reports from field personnel and contractor invoicing for accuracy. Manage construction projects by reviewing quality of work, clean up resolution, proper maintenance of project documentation and continual review of project progress
Ensure that the TDS OSP group complies with Sarbanes-Oxley guidelines and other departments such as Network Operations, Network Planning, Rights-of-Way and Contract Administration.
This position requires the conducting of pre-staking, pre-bid and pre-construction meetings as required. The successful candidate must verify that proper right-of-way, easements, and permits are obtained and designs for proper cable sizing and facility routing.
Verify that all documentation required to complete projects successfully, including bid jobs, build orders, job start agreements, VMOPs and close out documentation is complete.
Adapt quickly in an ever-changing environment to new GIS based construction tracking methods, new construction methods and rapidly changing architecture types
