As the Senior Network Operations Center (NOC) Manager you will manage the performance and activities of network and cybersecurity operations to maintain 24x7x365 operational availability of critical networks and systems at various classification levels. You will leverage your expertise and provide oversight during the development of SOPs, knowledge base, and troubleshooting guides. The Senior Network Operations Center (NOC) Manager will serve as the subject matter expert for all NOC activities and provide daily oversight, guidance, training, mentoring, and performance management to all team members.
This position is contingent upon contract award.
What you’ll do:
The Senior Network Operations Center (NOC) Manager will be responsible for the following, but not limited to:
- Responsible for designing and configuring environments and implementation plans for hosting complex application workloads.
- Provides critical operational insight current workload and upcoming requirements validate infrastructure can support mission.
- Maintains STIG/harden/patch virtual environment as required
- Monitors environment for issues and remediate problems
- Troubleshoots, diagnose, and resolve hardware, software, and other network and system problems
- Coordinates computer network access and use
- Designs, configures, and test networking software, computer hardware, and operating system software
- Configuring firewalls, routing, and switching to maximize network efficiency and security
- Maximizing network performance through ongoing monitoring and troubleshooting
- Report network status.
Required Qualifications:
- Master’s Degree in Computer Science, IT, Systems Engineering, or a related field
- Minimum 20+ years’ experience
- US Citizenship and a current active DoD TOP SECRET Clearance; with SCI ELIGIBILITY
- Certified in ITIL 3 framework with willingness to obtain ITIL 4
- Experience that includes Cisco, Juniper, and Equinix
Desired Qualifications:

Primary Responsibilities
+ Manage and operate a 24/7/365 NOC for enterprise network monitoring; incident escalation and response; and maintenance and upgrade activities
+ Manage and direct Tier I and II network operations teams in maintaining continuous network monitoring and connectivity and all specified service levels for all data, voice, video, and wireless services delivered
+ Manage network monitoring tools, alerts, and escalation processes and procedures for multiple classification networks

Key Responsibilities
The NOC Manager's primary responsibilities cover the following areas:
Strategy & Planning
- Plan, organize, and manage staff and overall operations to ensure stability and recoverability of customer's and Endsight's infrastructure and data.
- Provide overall expertise with all network operations functions.
- Able to define, implement and enforce configuration and change management policies and practices.
- Lifecycle management of all internal hardware and systems, including our Private Cloud hosting environment.
Talent & Performance
- Hire, develop, and retain highly responsive and customer focused engineers to ensure the effective operation of the department
- Manage tools, systems and procedures to ensure dynamic management of issues and customer management.
- Ensures all members of assigned technical teams are effective and fully utilized in order to provide high resource utilization.
- Evaluates technical skills of the team and ensures there is an appropriate level of expertise.
- Provide procedural training to staff.
- Perform performance objectives and performance reviews with all team members.
Operational & Service
- Hands on technical support work related to the overall health and maintenance of customer and internal environments.
- Perform tier-2 and 3 escalation support and act as the point of contact in the NOC for all inquiries from other departments.
- Manage all related partner and 3rd party vendor relationships.
- Ensure adherence of operational processes.
- Ensure continual process improvement within the NOC including but not limited to automation of NOC tasks and reporting, implementation of enterprise-wide monitoring initiatives, and routine administration tasks.
- Identify areas for process and efficiency improvement within the NOC; recommend prioritized enhancements and oversee implementation
- Ensure that reports are accurate and delivered on time.
Skills Knowledge and Expertise
Formal Education & Certification
Bachelor's or master's degree with qualifications in computer science, electrical engineering, telecommunication engineering and information technology and related fields.
Knowledge & Experience
More than 6 years' experience including:
- Kaseya VSA preferred or alternate RMM platform
- Connectwise expertise or other PSA platform
- ERD / MTR / SOC
- Expert knowledge of Virtualization using VMware & HyperV
- Good knowledge of Active Directory, DHCP, DNS, Clustering, Load Balancing, Anti-virus, backup procedures, Group policy, Disaster recovery and High availability using industry standards.
- Ability to work independently as well as in a team environment.
- Network services experience is desired.
