About The Position's Contributions:

The Role's Minimum Qualifications and Job Requirements:

POSITION HIGHLIGHTS

THE ROLE The DAS RECS division is seeking a Building Systems and Sustainability Engineer to play an essential role in shaping the future of Connecticut's state construction projects. Some key responsibilities include:

Leading the development and management of a formal process for reviewing, tracking, and reporting State project submittals related to high-performance and sustainable programs.

* Experience representing clients in Connecticut State Department of Education special education administrative complaints, hearings, or mediations.
* Experience drafting legal briefs or legal memoranda in administrative or court cases involving federal and Connecticut special education law.
* Experience interpreting and applying federal and state special education statutes including the Individuals with Disabilities Act (IDEA).
* Experience applying legal requirements to violations of special education law.
* Experience working with legal and non-legal staff.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for independently performing a full range of tasks in professional accounting.
EXAMPLES OF DUTIES
* Records complex and compound journal entries;
* Prepares balance sheets and financial statements involving multiple accounts;
* Analyzes and interprets accounting records and reports;

Two (2) years of the General Experience must have been at the paraprofessional level. Work at the paraprofessional level requires exercise of some independent judgment in applying basic accounting principles and may be compared to the level of a full charge bookkeeper.
NOTE: For state employees this experience is interpreted at the level of an Assistant Accountant.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
* Successful completion of an Accounting Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience and Special Experience.
* College training in accounting or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
* A Master's degree in accounting may be substituted for one (1) additional year of the General Experience.
* Certification as a Certified Public Accountant or Certified Internal Auditor may be substituted for one (1) year of the General and Special Experience.
* Two (2) years of experience as an Assistant Accountant may be substituted for the General and Special Experience.
PREFERRED QUALIFICATIONS
* Experience in federal grant accounting within a state government or public-sector environment, including responsibility for fiscal oversight and compliance.
* Experience developing, monitoring, and reconciling grant budgets, spending plans, and budget allocations, ensuring alignment with approved funding and program requirements.
* Advanced proficiency in Microsoft Excel, including advanced formulas, functions, pivot tables, and data analysis tools used for budget tracking and financial reporting.
* Experience reviewing, tracking, monitoring, and reconciling grant-funded expenditures for compliance with state and federal regulations, including Uniform Guidance (2 CFR Part 200), allowable cost principles, internal controls, and cost categories such as payroll, fringe benefits, and indirect costs.
* Experience supporting grant-related audits and financial reviews, including maintaining fiscal documentation, responding to audit inquiries, and assisting with grant closeout activities.

What you will be doing at Woodard & Curran:
Managing and executing work on water and wastewater system design, planning, and construction projects by leading and collaborating with multi-disciplinary teams within Woodard & Curran and with sub-consultants.
Determining the overall delivery approach for projects. Partner with senior leadership to develop technical approaches to larger projects.
Scheduling and tracking project budgets, milestones, and deliverables.
Utilizing Woodard & Curran's Project Quality Assurance Program to execute all projects.

What You Will Need To Succeed:
10-15 years of consulting engineering experience.
A B.S. Degree in Civil or Environmental Engineering or an M.S. Degree is preferred.
Registered Professional Engineer in Massachusetts, Maine, Rhode Island, and/or Connecticut (or ability to apply for reciprocity).
The successful candidate will have project management and delivery expertise in civil and environmental engineering and an in-depth understanding of the engineering concepts associated with municipal water and wastewater systems.
Ability to manage multiple projects with demonstrated strong project management skills
Well-versed in state and federal regulations.
Knowledgeable in state bidding laws and funding programs. Experience with Massachusetts Chapter 149 Bidding is preferred.
Excellent writing, communication, and presentation skills.
Demonstrated ability to conduct effective presentations to stakeholders is a plus.

Pay Range
Salary: Connecticut: $45,000.00 - $51,500.00
The pay range above represents the anticipated low and high end of the pay range for this position and may change in the future. THE POSITION
The State of Connecticut, Office of Health Strategy (OHS) is currently recruiting for two (2) Rural Health Transormation (Health Information Technology) Durational Project Managers. Please note: these are durational positions funded through February 20, 2030, contingent on continued grant funding.
These roles will lead the implementation of interventions that address provider shortages, fragmented care coordination and limited access to services. This includes:
* Deploying AI-enabled remote monitoring and expanding HIT infrastructure to support vulnerable populations;
* Revenue generation to ensure the timely execution of grant deliverables, manage fund distribution, reporting, and stakeholder coordination to maximize impacts and future funding opportunities; and
* Compliance and adherence to federal and state regulations, including EHR interoperability, AI governance, and data and privacy standards.
These positions operate at the intersection of Health Information Technology, health policy, and healthcare administration, working closely with internal OHS teams, other state agencies, healthcare providers, vendors, and external partners. This role requires strong strategic thinking, operational discipline, and collaborative leadership.

Under the direction of the Health Information Technology Officer (HITO) and other grant-funded staff, the Durational Project Manager will:
* Provide overall leadership and accountability for Rural Health Transformation HIT initiatives, from planning through implementation and delivery;
* Translate high-level policy goals into actionable program plans, milestones, and deliverables;
* Develop and maintain comprehensive project plans, including timelines, dependencies, performance metrics, and reporting frameworks;
* Manage scope, prioritize workstreams, and evaluate change requests to ensure alignment with program goals;
* Oversee operational aspects of the federal grant, including reporting, monitoring, evaluation, and financial and project management activities;
* Identify, assess, and mitigate program risks and issues, including operational, technical, policy, and stakeholder risks;
* Serve as a primary liaison with partner state agencies (including DSS, DPH, and OPM), healthcare providers, vendors, and external stakeholders; and
* Support collaboration and adoption among rural healthcare partners and other key stakeholders.
