New Center Community Services history

In 1982, the first formal case management activities were created, and a full-time person was hired.

These discussions came to fruition in 1984 with the creation of the Maple Street Program.

In 1985, a psychosocial club – South Street Center, on South Street in Glens Falls, was proposed and developed by the Agency.

The following year, 1986, was busy: the Office of Mental Health (OMH) proposed a “new model” for community residences.

In 1987 a new residence, Pearl Street, opened its doors providing housing for 14 residents.

In 1988, the Community Services Board of Warren and Washington counties asked the Agency to consider developing and operating an outpatient mental health service that could provide more accessible outpatient services for adults, children, and families in the two counties.

In 1992, the Center was renamed Arthur Center in honor of JB Arthur and his wife.

A new facility was dedicated in 1997 that included inpatient adult and adolescent units.

In 1999, after being awarded a grant from both the Office of Mental Health and the Office of Alcohol and Substance Abuse, Dual Recovery further expanded.

In May 2002, a group of Mexico community leaders formed a not-for-profit corporation in order to retain local control of Arthur Center.

In January 2004 the new facility opened its doors not only to an improved site but to a new collaboration among consumers, staff and programs.

A long needed housing initiative began in 2005 to develop a single site, permanent apartment program serving people with mental illness and co-occurring disorders.

In April 2009, Arthur Center, in partnership with the Missouri Department of Mental Health, began operation of Hope Center, a community transition program in Fulton, Missouri.

Arthur Center received a Bronze award from the Missouri Primary Care Association for its quality performance in 2017 and consistently remains the top performing center among Missouri FQHCs for childhood immunizations.
