    Information New Hanover County is seeking an experienced, licensed Professional Engineer to serve as County Engineer, providing leadership and direction of the operations and services within the Engineering department. The County Engineer serves as the department head and subject matter expert, overseeing the department's projects and activities, compliance with ordinances, and completion of subdivision reviews, capital projects, stormwater operations, and shore protection efforts. The ideal candidate is knowledgeable about the needs and challenges of coastal areas, has demonstrated success in building and maintaining relationships with government leaders and officials, and can exercise sound judgment in analyzing situations and making decisions in a collaborative and transparent environment. Duties include providing leadership and expertise to staff, presenting project proposals for review by the Board of County Commissioners, developing and coordinating projects to execute decisions made by the Board of Commissioners, developing and overseeing department and project budgets to effectively monitor expenditures and the availability of funds, ensuring projects meet county needs and specifications, serving a liaison to Cape Fear Public Utility Authority, working with developers to ensure water and sewer availability and capacity levels, overseeing department personnel management, and addressing concerns and inquiries of the public regarding department activities. Operating with a $5M budget, the Engineering Department provides a range of engineering, shore protection, and project management services, both to the community and to other county departments. The Engineering department's services include administration and implementation of the Stormwater and Drainage Ordinance, as well as the Sedimentation and Erosion Control Ordinance. The department also manages the Stormwater Services Program, which began in 2020, for the purpose of helping to ensure the continued upkeep of the stormwater management system throughout the unincorporated areas of the county, and relieving property owners of the responsibility of maintaining and cleaning ditches and pipes on their property. As a local program office of the state, the department issues and enforces Sedimentation and Erosion Control Permits for all non-governmental land-disturbing activities within New Hanover County and the City of Wilmington and is also responsible for the maintenance of abandoned cemeteries within New Hanover County. New Hanover County government and this department are progressive leaders who are excited to take on new projects that benefit our community and take advantage of opportunities to better our community. Recent accomplishments include: * Performing 336 Stormwater Plan reviews and 758 Erosion and Sediment Control reviews, resulting in the issuance of 359 Land Disturbance Permits and 105 Stormwater Permits in a two year period. * Implementing an online application for Land Disturbance Permitting and Stormwater Permitting through the county's online portal, COAST. * Completion of the Mason Inlet Relocation Project, removing nearly 500,000 cubic yards out of the inlet and relocating the inlet to its northernmost boundary of the engineered corridor. * Installing 10 stream gauges throughout the County, connecting them to the NC Flood Inundation Mapping & Alert Network (NCFIMAN), a publicly available flood warning tool. * Fully designed and permitted a culvert replacement project on White Road. * Initiation of two watershed planning studies for Acorn Branch and Pumpkin Creek. * Completion of more than 70 miles of stormwater maintenance and 10 capital projects, which included 3,900 linear feet of pipe replacements, in a two year span. Duties: This Human Resources Aide transports Medicaid customers to and from medical appointments in Cumberland County as well as surrounding counties. Duties of this position involve operating a county-assigned or a privately-owned vehicle in accordance with written instructions detailing procedures for picking up customers, transporting customers to their destination, and working with medical providers around issues such as return appointments, interpreting medical instructions, and specific client disabilities. Duties also include ensuring a Medicaid verification form is signed by customer and medical facilities and returning this form to the office. This worker must be knowledgeable about traffic regulations, seat belt legislation and installation, transfer techniques for persons with ambulatory difficulties, and agency policies governing direct service provision. This worker will also serve as a driver transporting customers to medical clinics and hospitals in the Chapel Hill, Durham and Raleigh areas often in a wheelchair lift van. In-county travel requires shifts between the hours of 5:00 am - 7:00 pm. Out-of-town trips usually begin at 6:00 am and may end as late as 9:00 or 10:00 pm. Applicant must be able to drive during night hours. Flexibility is a requirement for this position due to in-county and out-of-county destinations and pick up and return times. Other duties include conferences with supervisor as well as social workers or medical staff. This position also completes reports such as day-sheets, timesheets, mileage sheets, and incident documentation. Duties for this position include, but are not limited to: * Plan and/or prepare presentations with fidelity to curriculum or model or health education program topic. * Identify potential sites and groups to receive evidence-based health promotion programs and conduct health education programs. * Identify educational needs, initiate community problem-solving, design, recommend and implement health education and prevention strategies. * Collect current and projected health data to be used in planning and for evaluation of the evidence-based programs implementation and achievement of goals and objectives. * Recruit and retain participants for prevention and health promotion programs using both Cumberland County Department of Public Health (CCDPH) clinic and other community partner resources. * Conduct health education programs for community partners. * Train community partners in health education programs as appropriate. * Communicate ideas successfully to stimulate interest and cooperation among various groups when carrying out public health education programs. * Assess, plan, and implement with local municipalities assigned and provide community health education. * Act as a resource and liaison for community health education programs. * Coordinate community health education program with Public Health Department's treatment services. * Support other health education programs by promoting health education as an agency priority, integrating it with other programs and promoting cooperation and feedback. * Serve as a resource person to school nurses, health and physical education teachers, vocational education teachers and guidance counselors. * Represent the Department of Public Health as requested on coalitions, taskforces, and committees relating specifically to chronic diseases prevention and health promotion issues * Conduct data collection for the Community Health Assessment (CHA), State of the County Health (SOTCH), Community Health Improvement Plan (CHIP), Board of Health and NC DHHS reports, and other qualitative and quantitative reporting pertaining to the Health Education Division for accreditation, strategic planning and quality improvement. * Analyze national, state, and local data, assist in the composition of, and reporting for the CHA, SOTCH, CHIP, Board of Health and NC DHHS reports, and other qualitative and quantitative reporting pertaining to the Health Education Division for accreditation, strategic planning and quality improvement.
