The Office of Housing Preservation manages HCR programs that maintain and enhance the state's portfolio of existing affordable housing. We enforce the Rent Laws in New York State for over 900,000 housing units, while providing federal and state rental assistance to assist more than 45,000 families across the state. The Statewide Asset Management Unit (SAMU) is responsible for the asset management and compliance monitoring of the Agency's existing housing loan portfolio. This portfolio has been financed under various loan and subsidy programs under Federal and State housing programs including the Low-Income Housing Tax Credit; Housing Trust Fund; HOME, RAD, Mitchell-Lama, and various other State housing programs

JOB SUMMARY:
The Due Diligence Audit Associate will support the Statewide Asset Management Unit (SAMU) by conducting independent compliance reviews and operational audits related to special transactions within the affordable housing portfolio. These transactions may include sales, ownership interest transfers, mortgage pay-offs, and refinancings. The Associate will evaluate these activities to ensure adherence to regulatory requirements and internal policies, identify operational risks, and recommend corrective actions where needed. This role also involves coordinating site visit documentation and supporting consistent audit practices across the portfolio. The Due Diligence Audit Associate will collaborate with internal stakeholders-including Legal, Finance, Development, and Financial Operations-as well as external partners such as government agencies, lenders, owners, and investors, to promote program integrity and strengthen compliance and asset performance statewide
Summary of position responsibilities:
Act as HCR point of contact, interacting with investors, owners, and other stakeholders while advancing special transactions to closing.
Assess whether the proposed transactions align with HCR preservation goals and regulatory requirements.
Review mortgage loan documents and regulatory agreements associated with transactions.
Develop a timeline and approach needed to bring each transaction from intake to completion. Lead and coordinate calls, meetings, and discussions in connection with the proposed transactions.
Provide regular progress reports to senior Agency staff.
Conduct internal audits of housing developments across the SAMU portfolio, with a focus on LIHTC, HOME, HTF, Section 8, RAD, and Mitchell-Lama program compliance.
Review agency files, financial records, regulatory agreements, and management procedures to ensure adherence to applicable laws and agency policies.
Identify non-compliance trends, systemic issues, and internal control gaps; develop and track corrective action plans.
Prepare detailed audit reports and maintain documentation of findings, responses, and resolution timelines.
Support the development and refinement of audit tools, SOPs, and compliance frameworks.
Support the annual review and revision of field inspection forms, audit checklists, and compliance procedures.
Monitor team adherence to established policies and escalate inconsistencies or gaps in execution to the VP.
Support enterprise-wide risk assessments and help prioritize audits based on performance trends and regulatory exposure.
Generate dashboards and summary reports for executive leadership highlighting audit results, outstanding issues, and compliance status.
Training and Technical Assistance:
Provide guidance to unit on compliance documentation, audit preparedness, and proper use of file checklists and tracking tools.
Contribute to internal training materials and sessions to ensure consistent understanding of audit procedures and regulatory obligations.
Corrective Action Tracking
Collaborate with management to develop and monitor corrective action plans for non-compliant projects.
Ensure follow-through and documentation of resolution steps in alignment with HCR policy.
Oversee site visit logs to ensure all protocols have been followed and all data is propel logged in all platforms and notices are issued in a timely manner.
Interagency Engagement & Knowledge Sharing
Liaise with external partners (HPD, HDC, HUD, other HFAs) to share policy updates, compliance guidance, and best practices.
Contribute to team-wide understanding of federal and state compliance changes and their impact on HCR protocols.
Document and Policy Interpretation

The Office of Multifamily Finance & Development actively engages with a range of partners including for-profit, and not for profit borrowers, municipalities, lenders, investors, and other funding entities to leverage tax credits, tax exempt bonds, and a multitude of State funded programs. Duties:
The Director of Operations, Multifamily Finance will support the Vice President of Multifamily Finance with a variety of ongoing responsibilities related to the operation of the Finance and Development Unit's (4% team) financing programs and the management of its project pipeline. The Director of Operations will collaborate with the Assistant Vice Presidents and the Underwriters, work on program analysis and policy issues, and support F&D with its Credit Committee and Board agendas. Duties:
The Underwriter will be responsible for assisting with all aspects of financial and project management for an assigned group of multifamily rental projects, including financial underwriting of construction and permanent financing utilizing bonds, tax credits, and HCR subsidy and all duties required to move a project through commitment and loan closing. The Vice President supervises a team of procurement and contracting staff and oversees the solicitation and contract execution of professional services and other contracts for the Division of Housing and Community Renewal as well as for the public authorities under the umbrella of HCR.
Duties & Responsibilities
Serve as lead for all agency procurement solicitations.
Establish standardized templates for Requests for Proposals, invitations for Bid and other solicitations; develop procedures to ensure timely award and execution of contracts to meet agency demands; ensure a fair and equitable competitive process.
Develop and execute procurement strategies, within the parameters of State law, public authority law, New York State Procurement Guidelines and HCR Procurement Guidelines, to optimize procurement and contracting processes.
Track all agency procurements from solicitation to contract execution to close-out; ensure annual reviews of contracts are conducted in a timely manner; serve as point person for seeking public authority board approval as well as approvals from the NYS Office of State Comptroller, Attorney General, etc. where applicable.
Supervise and train a team of procurement specialists, provide guidance, training and performance management; assign procurements and contracts for each team member; assess and manage staff workloads; ensure each specialist is knowledgeable in rules for both executive branch agencies and public authorities, and is capable of carrying out all steps in a competitive solicitation and contracting process.
Convene managers across the various program areas and support teams at HCR to determine procurement needs for professional services; identify each program area's needs, assess existing options for contracting, including current statewide procurements, preferred vendors, etc.; prioritize future procurement solicitations and set timelines.
Establish an overall agency calendar of procurements with anticipated dates to release solicitations;
Create standardized due diligence requirements for vendors and oversee contractor vetting.
Write and edit Requests for Proposals, Invitations for Bids and other solicitation documents; assist program areas in developing scopes of work and to ensure contracting needs are met.
Help draft scoring and evaluation instruments for best value procurements; facilitate proposal scoring teams and ensure a fair and equitable selection process; report conflicts of interest and instances of suspected fraud and abuse.
Seek out best practices and innovative approaches; utilize available statewide trainings and liaise with procurement offices from other public authorities and state agencies to identify efficiencies.
Ensure compliance with Procurement Guidelines, State law as well as any applicable federal rules for procurement activities involving federal funds.
Prepare and manage the procurement budget
Assist in the negotiations of contracts to secure the best terms and pricing; advise program area leads in evaluating best value.
Oversee the monitoring and reporting of contracts including, but not limited to, the drafting of board material, participation at Board Agenda Review meetings, and presentations of contracts to the Boards
Approve purchase orders in both the SAP system and the State's Financial System.
Manage the procurement and contract information on HCR's website and SharePoint; identify strategies to attract new bidders and promote diversity and equity among HCR vendors.
Ensure compliance with various reporting requirements that include, but are not limited to, quarterly/annual procurement contract reports and quarterly/annual MWBE and SDVOB reports, etc.
Oversee procurement technology systems in SAP and the State's Financial systems.
Review, in coordination with HCR's legal team, the procurement related provisions in contracts, and liaise with assigned attorneys to ensure timely contract execution.
Assist in establishing procedures for vendor management in connection with the monitoring vendor performance.
Assist in the updating of procurement policies, including Procurement Guidelines and Purchasing Manuals for both personal services and non-personal services.
Manage the procurement and bidding processes for non-personal services.
Who you are:
Preferred Education and Experience
Bachelor's degree in Public Administration, Business or related field
Minimum of 10 years of experience in procurement management preferably in a public sector environment - acceptable experience can be either overseeing RFPs and competitive, best value solicitations for a government agency or managing proposal submission for a government contractor
At least 5 years in a management/leadership role
Proven track record of collaborative writing and problem solving in a complex, fast-paced environment

The Office of Multi-family Finance & Development

multi-family and single-family housing programs and bond offerings. The position requires: (a) legal research and writing assignments; (b) attending mortgage closings and assisting in-house attorneys will all matters relating to such closings, both in advance of and in connection with the actual closing; (c) preparing mortgage closing transcripts; and (g) any other tasks deemed necessary by the Counsel or Deputy Counsel. The senior paralegal will also perform legal research for attorneys and assist attorneys in providing routine legal services related to the HFA's loan management and mortgage enforcement efforts for housing projects.

DUTIES

The Office of Professional Services (OPS) is responsible for all administrative and support services, including Human Resources, Communications and Public Information, Legal Affairs, Fair Housing, Policy Development, Competitive Procurement and Contract Management, Fiscal Planning, Accounting and Treasury Services, Facilities and Building Management Services, Internal Audit, Project Management and Information Technology Services. Job Summary:
The Senior Network Engineer functions as one of the lead technical resources for the Information Technology (IT) team.
Responsibilities:
Administers and supports the Agency's Network to ensure 24/7 availability of the Agency's Primary and Disaster Recovery data centers.
Collects/analyzes network and memory utilization and performs remedy when needed to ensure optimal Network performance and availability.
Performs advanced Network administration, tuning, troubleshooting, and recovery procedures.
Monitors system and vendor security alerts and installs applicable security updates to ensure that all systems are maintained at the most recent critical security patch level.
Administers and supports SAN storage.
Windows 2019 (or higher) Active Directory configuration / administration (DNS, DHCP, Group Policy Management, file sharing)
LAN & WAN communications, DAG replication and MS Office O365 products.
Administers, tunes and monitors the Agency's Internet Web Gateway.
Works with Privilege Access Management (PAM) tool to ensure security of privileged network and service accounts.
Windows server update and deployment service.
Performs VMWARE administration including resource management, backups, upgrades, vMotion and fault tolerance.
Works with software patching and deployment software to eliminate potential vulnerabilities on the Agency's endpoints.
Works with NYS ITS with O365 requests regarding Outlook and SharePoint.
Possesses knowledge and experience in supporting iPhone and Android cell phones, tablet devices, Wi-Fi, and peripheral devices.
Participates in Disaster Recovery Plan initiatives, testing at recovery site and providing summary reports on success of such tests; identifies any deficiencies in Disaster Recovery procedures and incorporates appropriate changes to documentation when required.
Works with the Agency's ISO at the Agency's multiple data center locations, assists in the planning, reviewing and implementing of system security policies and best practices, to include windows server and desktop security, host and client access, file permissions, user accounts and intermediate network appliances.
Communicates and collaborates with IT team regarding projects, systems status, and user requests.
Coordinates with service providers to mitigate issues such as latencies and outages.
Responds to the needs and questions of network users concerning their access to resources on the network and the operation of various software programs.
Communicates with other departments to report and resolve network and operations problems.
Consults with IT management to develop system solutions consistent with organizational objectives.
Coordinates activities of hardware, software support and upgrades with vendors and Agency staff.
Installs and tests network devices software upgrades.
Develops and implements policies and procedures related to network hardware and software use and support.
Researches and evaluates new technologies.
Performs and maintains patching of all floor port locations (offices, cubicles, rooms, etc.)
Who you are:
Must have 10+ year's working experience in network engineering. Network certifications are a plus;
Windows 2019+ Active Directory configuration / administration (DNS, DHCP, file sharing);
Active Directory Group Policy;
Working experience supporting cloud environments.
Working experience supporting SAN and NAS storage solutions is a plus;
VMWARE administration including VMotion and fault tolerance;
Knowledge of Cisco switches, routing, VPN and remote access technologies;
Windows 10 (or higher) workstation troubleshooting / configuration;
Windows server upgrades and deployment services;
Strong background in network applications and administration;
Strong background in utilizing Microsoft Office O365 applications;
Windows PowerShell;
Microsoft Windows Deployment Services for automating OS builds, refreshes and rollouts.
Skyhigh (formerly McAfee) Secure Web Gateway filtering;
Knowledge of SPAM filtering technologies;
Trellix (formerly McAfee) EPO / Endpoint Security, Drive Encryption, DLP policies and tasks;
Syxsense patch management or equivalent patch management a plus;
Network backup technologies;
Must possess excellent oral, written communications skills, and be able to work effectively with IT management, technical staff, and all levels of Agency staff.
Must possess strong analytical skills - as evidenced by education and/or work experience.
Bachelor's degree required; Information Technology related major is preferred; graduate credits or degree a plus.
