Job Description We are seeking a dynamic and strategic Navy BD & Capture manager to lead our Navy and USMC programs. This role is pivotal in ensuring program excellence across contract deliverables, budgets, and schedules, while fostering strong client relationships and driving business growth. The ideal candidate will oversee a team of Program Managers, monitor program performance, and lead business capture initiatives. As a key representative of Nexagen, the Director will also engage with industry leaders and attend major defense and Navy/USMC events to expand our presence and impact. Position Responsibilities 1. Leadership & Program Management: o Oversee all Navy/USMC contracts and programs, ensuring efficient execution and timely delivery of services and products. o Lead and mentor a team of Program Managers who are responsible for specific Navy/USMC contracts, providing guidance and oversight on project performance, risk mitigation, and issue resolution. o Ensure programs are aligned with contract terms, specifications, and government regulations, particularly with respect to the Department of Defense (DoD) and Navy/USMC standards. o Review Monthly, Quarterly and Yearly status reports and attend meetings with customers as needed/required. o Customer Relationship Management of awarded opportunities and existing relationships. 2. Budgeting & Financial Oversight: o Oversee budgeting and financial management for Navy/USMC contracts, ensuring that costs are controlled, and projects remain within budget. o Ensure timely and accurate invoicing in accordance with contract terms and government regulations. 3. Business Development & Capture Management: o Assist in efforts to identify and capture new business opportunities in the Navy/USMC sector. o Work closely with the business development team to develop strategies for pursuing new Navy/USMC contracts and expanding existing relationships. o Engagement and development of key government and industry relationships o Forecast and develop a pipeline of new business opportunities and build a customer portfolio to affect monetary and personnel growth within the company. o Act as Nexagen's primary liaison with Navy/USMC stakeholders, including contracting officers, program managers, and other government personnel. o Participate in the preparation of proposals, pricing models, and business cases for new Navy/USMC contract opportunities. o Attend industry events, conferences, and networking functions to stay abreast of market trends, identify potential clients, and foster strategic partnerships. o Maintain and enhance Nexagen's reputation within the Department of Defense and Navy/USMC communities. 4. Industry Engagement & Representation: o Attend and represent Nexagen at key Department of Defense and Navy/USMC industry events and pertinent shows to facilitate customer and teammate engagement such as the ones you listed: § Navy League Sea-Air-Space Expo (National Harbor, MD) § Navy Industry Day (Hampton Roads, VA) § Hampton Roads Defense Forum (Hampton Roads, VA) § Local AFCEA events § Charleston Defense Contracting Summit o Build and maintain relationships with other industry leaders, potential partners, and key stakeholders across the DoD and Navy/USMC sectors. o Represent Nexagen at local, regional, and national industry forums, contributing to thought leadership and awareness of Nexagen capabilities. 5. Team Development & Collaboration: o Foster a collaborative, high-performance team culture by providing leadership, training, and development opportunities for Program Managers and support staff. o Work cross-functionally with business development, finance, legal, and technical teams to ensure seamless contract execution and operational success. o Ensure all team members understand their roles and responsibilities and maintain high standards of performance and accountability. Qualifications · Minimum 8 years of experience in business development or capture management within the DoD, specifically focused on Navy/USMC programs. · Demonstrated success in leading at least 3 major capture efforts (valued at $10M+ each) from opportunity identification through proposal submission. · Strong knowledge of DoD and Navy/USMC acquisition processes, with direct experience navigating FAR/DFARS regulations and federal procurement cycles. · Established network of Navy/USMC contacts, including documented engagement with contracting officers, program managers, and industry partners over the past 3 years. · Proven ability to develop and manage a qualified pipeline of Navy/USMC opportunities, with a history of contributing to at least $25M in new business annually. · Experience representing a company at a minimum of 5 industry events per year, such as Sea-Air-Space Expo, AFCEA, or Navy Industry Days. · Strong proposal development skills, including participation in at least 5 compliant and competitive proposal submissions, with measurable win rates. · Bachelor's degree required (preferably in Business, Engineering, or a related field); Master's degree or PMP certification preferred. This position involves working closely with various stakeholders, including shipboard personnel and leadership, to align support strategies with operational goals and maintain a unified approach to problem resolution. *Up to 10% of travel throughout the year.* JOB DUTIES: Remote Network Assistance: Provide expert TNRA to unit and force level ships, covering all variants of CANES (SW1-4 and future SW5) for both NIPR and SIPR networks utilizing approved remote administration tools in accordance with the Concept of Employment (CONEMP). Troubleshooting and Problem Resolution\: Utilize approved management tools to perform troubleshooting remotely, equivalent to what can be done on a management laptop on deck.
