The SWD Operator is responsible for monitoring, assessing, and communicating the daily operations of Water Solutions facilities and pipelines. This position travels to multiple salt water disposal (SWD) sites to ensure optimal functionality of pumps and other equipment, and to capture and report on relevant data. In addition, the SWD Operator troubleshoots and makes minor repairs.
Overall, the SWD Operator is a key owner in ensuring fully operational SWD pipelines and equipment with minimal downtime.
Duties & Responsibilities (Essential functions are identified in bold and italicized text below.)
* Must work safely at all times.
* Perform accurate timekeeping in HR management system and submit on time per payroll deadlines.
* Monitor and communicate with the Manager daily, via electronic mail and verbal reporting, on system conditions, high priority system operations issues, and other pertinent information.
* Proactively assess and relay replacement parts and equipment necessary for facilities, to minimize down time in the case of emergency repairs or required maintenance.
* Identify and promptly communicate issues which require escalation or could cause interruption to facility operations.
* Generate daily reports for each facility, tracking incoming and outgoing volumes and oil sales.
* Audit facilities and troubleshoot issues as needed, keeping facilities safe, efficient and fully operational.
* Coordinate with Operations team for maintenance of injection wells.
* Record well PSIs daily.
* Clean/replace bag filters daily or as needed.
* Make rounds to multiple facilities daily, ensuring proper operations of truck offloads and disposal equipment.
* Coordinate and assist with field equipment repairs.
* Report and lead cleanup and repair of leaks or spills.
* Comply with government agency rules, regulations and laws.
* Adhere to all Company and Water Solutions policies.
* Comply with OSHA requirements and follow all customer and NGL Water Solutions safety policies and procedures at all times.
* Regular attendance at the worksite is required.
* Work continuously to maximize oil recovery and subsequent sales.
* Evaluate and log process conditions and components.
* Troubleshoot equipment and recommend modifications to address changing volumes.
* Report and discuss safety concerns immediately with management.

Required Experience, Education, Licenses, and Certifications.

Section 1 - Position Summary
This individual in this position performs duties in conjunction with the NTMWD Facilities Services operations. The position is responsible for the operation of specialized heavy equipment necessary for the excavation of pipeline facilities and various other construction type activities. Additionally, this position may be required to perform supervisory duties equivalent of a crew leader when necessary.

Operates and monitors performance of heavy construction type equipment, including excavators, dozers, loaders, scrapers, off-road trucks, graders etc., with minimal supervision.

Perform network traces and quality checks to verify connectivity and integrity utility's geometric networks. Perform quality checks using ArcGIS data reviewer. Receive as-built information from other departments. Review graphics and attribute data for accuracy and compliance with the GIS model before reconciling with database. Co-ordinate with other departments for data gathering and updating by using coordinate geometry or GPS. Understand UML and create ArcSDE geodatabases with domains and subtypes.
Spatial Data Analysis: Support data migration with knowledge of GIS concepts using ESRI's GIS software. Incorporation of MicroStation / AutoCAD or similar computer aided design information into GIS model. Perform model builder. Involve some administration of ArcGIS Server as well as programming capabilities. Perform topology and connectivity check on the data. Manage versions and accounts of user account specifying the level to be granted across the enterprise. Create and manage ArcGIS geospatial data layers and base maps. Perform co-ordination tasks for GIS user support and departmental related issues internally or with company stakeholders. Establish specification for a variety of maps within the database. Able to work with consultants, company stakeholders in all GIS related matter / issues. Maintains Meta data and documentation as it applies to GIS applications and workflows. Responsible to develop brief reports and communicate with internal and external customers.
Database Administration: Implement, manage and maintain a versioned, distributed geodatabase environment. Provide support for multi-user-editing of GIS data transaction process. Knowledge of MS SQL Server database. Must be able to manage user logins, backups, archives, SDW loading and tuning, patches, troubleshooting and data sharing. Perform geodatabase replication. Resolve complex database integrity and issues. Proactively monitor systems for optimum performance and capacity constraints.
What You'll Bring
Education: Bachelor's degree in Computer Science/Cartography/Remote sensing or related field preferred.
Experience: Minimum of three years working in GIS field.
Certifications: Certificate of Completion of a formal course of instruction in the use of ARCGIS equipment and software from certified college or university, similar to GISP. Technical certification for ArcGIS Server Site Configuration and Administration or equivalent experience is desirable.
Computer Skills: Experience using Enterprise Resource Planning (ERP) systems and Mobile Data Terminals (MDT) such as SAP for work order management and scheduling, time card management, inventory management, and procurement activities is desirable. Experience with Microsoft Excel, Word, and Windows Explorer is required; Experience using GIS/CAD/Micro station software is required. Experience using ARCGIS or GISP is required.

Scope of the Role
Director of Regulatory & Market Affairs (DRMA) serves as the director of Regulatory and Market Affairs team, and is responsible for developing, coordinating, and managing GSEC's market policy and regulatory activities in the Southwest Power Pool (SPP), Electric Reliability Council of Texas (ERCOT), the Federal Energy Regulatory Commission (FERC), Public Utility Commission of Texas (PUCT), and other administrative agencies. This position is also responsible for the development and implementation of rate design and related regulatory requirements and advocacy opportunities concerning Golden Spread Electric Cooperative, Inc.'s (GSEC) rates.
This position provides management and leadership to the Regulatory and Market Affairs team, ensuring Cooperative alignment with the overall department strategic direction. DRMA ensures that regulatory and market policy risk is communicated to ET and mitigated to the appetite of GSEC's leadership.
DRMA is responsible for building trusted and credible relationships with Golden Spread Electric Cooperative, Inc (GSEC) Board of Directors and Member Distribution Cooperative. This position is responsible for representing GSEC's interests and brand at external organizations and forums. This position develops market and regulatory advocacy strategy and policy and executes effective representation of GSEC-approved advocacy at the highest levels of market and governmental relations.

Essential Job Functions

Lead the Regulatory and Market Affairs team to ensure staff are developed and successfully perform the function and positively impacting the GSEC culture.
Lead the organization in the areas of regulatory and market advocacy activities, compliance of regulatory requirements, and market rate strategy and policy.
Responsible for communicating, empowering, and advocating for department issues and needs to the Executive representative including removing obstacles and barriers to the meet the business needs.
Provides support and expertise in all new technologies and external environmental advances in regulatory and market affairs to the Executive representative.

Lead GSEC's regulatory and market affairs team in developing advice for GSEC management regarding market and related regulatory requirements or risks associated with business projects or initiatives.
Oversee monitoring, reporting and coordination laterally across the GSEC organization and participate in meetings and other lateral processes or tools for ensuring appropriate business input into the development of GSEC market and related regulatory activities to ensure GSEC's interests are effectively represented.
Coordinate with the Regulatory and Market Affairs team and other GSEC departments (such as Legal, Enterprise Risk, Enterprise Compliance, Market Operations, Power Supply, and Power Delivery) to ensure all stakeholder meetings and other market participant processes important to protect or promote GSEC's interests are assigned to qualified employees within the Cooperative, in conjunction with GSEC business managers and, to the extent necessary, serve as the subject matter expert in one or more SPP or ERCOT stakeholder or working groups.
Ensure the market and regulatory advocacy is consistent with GSEC's approved market and related regulatory advocacy strategy and policy.
Routinely advise and prepare reports to the General Counsel, Chief Legal & Compliance Officer and, as directed, to the Executive Team, IRMC, GRC and Board on market advocacy and related regulatory activities and issues.
As assigned by the General Counsel, Chief Legal & Compliance Officer, represent the Cooperative and testify before federal and state regulatory and legislative authorities on matters within areas of responsibility or expertise.
Assist Legal Department to obtain and provide internal or external subject matter expert support for advocacy before federal or state administrative agencies in matters related to market advocacy as assigned by the General Counsel, Chief Legal & Compliance Officer.
Report on significant regulatory and market developments, coordinating with GSEC assigned internal or outside legal counsel as needed.
Manage coordination between Regulatory and Market Affairs team and Legislative & Regulatory Policy Manager to ensure consistency between market advocacy positions and legislative and regulatory policy positions.
Lead regular meetings with relevant GSEC departments (such as Legal, Enterprise Risk, Enterprise Compliance, Market Operations, Power Supply, and Power Delivery) to foster coordination throughout the regulatory department and ensure consistency with overall GSEC strategy.
Oversee the Regulatory Affairs and Rates Manager's support to other GSEC departments, including support on rate projects such as OATT filings, WPC revisions, rate design, ERCOT Transmission Cost of Service filings, SPP Zonal Planning Criteria, and Transmission Formula Rate cases.
Consider transmission developments and develop alternative transmission strategies and tactics to assist the regulatory and market affair team's implementation of an overall transmission strategy.

Qualifications
Education, Knowledge, and Experience Required
Bachelor's Degree required. Master's degree is preferred.
A minimum of 10 years of industry experience in rate or regulatory policy, market, resource planning, compliance or other electric utility or independent power producer operations.
5 years of progressive people management experience preferred.
Must be familiar with SPP and ERCOT guiding documents.
Must display superior verbal and written communication skills specifically regarding communication of regulatory information in a clear and concise manner to audiences of varying degrees of subject familiarity.
Must have the ability to speak at professional meetings and debate/communicate on issues related to industry rules and regulations. Must understand and be adept at analyzing wholesale power and transmission market financial concepts:
Must have a thorough understanding of electric grid reliability.
Should have an excellent understanding of electric market operations in an RTO or ISO.
Should be familiar with FERC oversight of wholesale power and transmission markets.
