Responsible for the effective planning, optimization and verification of Startup and Commissioning efforts associated with gas projects performed by Gas Major Projects. Project assignments normally include but are not limited to Point of Delivery Stations (POD), District Regulator Stations, Gas Measurement Building, and SCADA. The GIS Technician is a geographically dispersed and cross-functional role that has the responsibility for the continuous development, data delivery and quality assurance, execution, and improvement of work activities as well as processes which directly support NiSource's gas operations. The GIS Technician 1 will review gas service line facility data captured for completion information to ensure compliance with proposed engineering designs, company policies, practices, standards, and other applicable codes. The Technician will update GIS and core enterprise systems to accurately reflect gas system updates. The data will also be made accessible in accordance with all designated standards for timeliness and accuracy to support operational needs and meet internal customer expectations. The Technician will provide technical assistance and support for all staff involved in the construction, operation, and maintenance of distribution facilities. Essential Functions * Performs Quality Management for new and existing facility data to ensure accurate and timely recording of natural gas facility updates in our core enterprise systems including GIS. * Reviews project completion information and geospatial data to assure compliance with proposed designs that adhere to policies, practices, standards, and applicable codes. * Uses completion reports, "as-built" sketches, right of way agreements, tax district documentation, and other related information to ensure the strategic, timely, accurate, and cost-effective recording of facility records, land base records, and taxing district boundaries in the GIS system. * Ensures all updates to the work management system, GIS, and plant accounting systems are completed timely and accurately in accordance with department objectives, goals and priorities. * Collaborates with Leader and key business partners in the establishment of group goals, objectives, and priorities to achieve department performance metrics. * Recommends, creates, implements and maintains improved systems, procedures and processes to advance department and company goals and initiatives. * Assurance that project data is consistent with project design that comply with policies, practices, standards, and applicable codes, while meeting critical deadlines * Accurate and timely capture of natural gas and electric facility data in the enterprise GIS system. * Provides project support as well as respond to inquiries to assist with key business decisions. * Partners with stakeholders, such as Field Operations, System Operations, Finance (Asset Accounting), IT, and Pipeline Safety and Compliance, to meet strategic business goals and objectives. * Provides training, mentoring and support to new personnel. Required Qualifications For Position * Experience working with geospatial technology including but not limited to GIS, CAD, GNSS, or surveying, OR experience with gas engineering design, records management, or operations records support * Experience or training in the interpretation and application of standards, codes, regulations and proposed designs. * Experience Understanding in the analysis of technical and financial information within the scope of specific design capital projects. * Ability to read and accurately interpret "as-built" documentation, design and completion sketches, operating maps, highway relocation plans, survey plats, tax annexations, and right of way documentation. * Demonstrated knowledge of various PC applications and software (i.e. Word, Excel). * Proficiency in basic math, geometry, and mapping concepts. * Strong analytical skills. * Strong communication skills; both oral and written. * Ability to be self-directed and effective in a geographically dispersed organization. * Contribution to team success through personal and team efforts. * Demonstration of adaptability and flexibility. * Demonstration of high work standards with a quality orientation. * Proficiency in corporate digital mapping/GIS software (i.e. ESRI, ArcFM, MicroStation, AutoCAD). * Demonstrated knowledge of gas operations. * Highly skilled and extensive experience in reading, interpreting, and calculating spatial measurements scales. * Working knowledge of Field Operations support systems (i.e. WMS, DIS, PowerPlant). * Proven knowledge of the design capital job order completion process.
