**Primary Purpose**
**PRIMARY PURPOSE OF POSITION**
Manage the contractual relationship with our key contractors to ensure contract compliance and maximization of value and performance. Responsibilities include management of strategic contracts, vendor relations, contractor budgets, turn-key contract programs, and the delivery of contract services. Ensure the development and effective implementation of strategic initiatives to improve the effectiveness and the efficiency of Exelon's key Alliance Partners. Lead the organizational focus on, and attainment of, business goals and objectives in support of key internal client business needs. Develop and maintain an environment that promotes diversity, integrity, and high productivity. Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.
**Primary Duties**
**PRIMARY DUTIES AND ACCOUNTABILITIES**
+ Manage key contractor relationships and the implementation of their respective contracts established by Supply. Responsible for the management of all major contracts in support of Utility Gas and Electric construction and engineering activities within established budgets. (20%)
+ Provide input to Director in developing strategy for select Alliance Relationships or Categories of work; ensure activities are aligned with and executing against strategic objectives. Support execution of VP, Technical Services business strategies; ensure business activities are aligned with VP objectives. (20%)
+ Manage contractor relationships; support Manager in maintaining high-level customer relationships. Establish category levels budgets and appropriate performance measures for contract services (as required). Lead the organizational focus on, and attainment of, business goals and objectives in support of key internal client business needs. (15%)
+ Ensure appropriate development and implementation of category strategy for contract services, including the development of and workload forecasts, business plans, Alliance relationship growth, and overall category ownership. (15%)
+ Assist the bidding process (including coaching the job owners to receive required materials, working with supply to establish meetings, working with the individual contractors and job owners to answer questions, bid analysis and working with management to receive the approval to award each contract, setting overall annual bid limits based on budget, etc.) (5%)
+ Ensure ownership and accountability of driving contract performance. Manage contract budgets, financial and operational performance, and implementation of contractor growth strategies. Educate job owners requiring contracted services regarding the requirements of the process (contract requisition and specific job scope) plus the approval process (15%)
+ Oversee execution of sound contract execution and management strategies to achieve financial and operational goals. Assist with identification and implementation of capability and efficiency improvements within respective work categories and Alliance relationships. (10%)
**Job Scope**

+ Manage Key Contractors performing work with a contract value over $ 100 Million. Identify ongoing opportunities to improve the contracting process and relationships with contractors.
+ Interfaces routinely with all Opco and BSC departments and has a high level of independent decision making while performing typical job duties.
+ Has responsibility for achieving corporate savings goals, and operational budget targets. Actions could have significant negative impact on the cash flow and revenue stream of Exelon as well as negatively impacting operational performance, work management, supplier performance, system reliability, and customer satisfaction goals.
**Minimum Qualifications**

+ Bachelor degree in Engineering, Business Administration, or a related field.
+ 7-10 years of industry experience.
+ Demonstrated knowledge and understanding of contract management, alliance management, financial management, and the Exelon sourcing process.
+ Travel across company sites or as business needs dictate.
+ Demonstrated project management and teamwork skills.
+ Demonstrated knowledge of category and contract management concepts.
+ Demonstrated understanding of major categories, supply markets, suppliers and products.
+ Adept communicator (verbal, written).

Role Description:
The Manager, Materials Management, is responsible for the overall data analytics and administrative services conducted within materials management for maintenance and service parts for DC Water operations. Functional responsibilities of the position include, but are not limited to the integration between the CMS and the ERP systems at DC Water; the Item Master within the CMS, inventory planning, management and control; supplier and contract management; purchasing and purchase order management; and facilitating the completion of the payment process for Materials Management's purchase orders.
Essential Duties & Responsibilities:
Conducts daily monitoring, editing and quality assurance of data entered into the DCW Item Master.
Verifies the proper functioning of the CMS and ERP integration, collaborating with IT and the financial systems team to identify and resolve any system outages.
Manage and maintain all maintenance and services parts procurement processes. Oversee the development and maintenance of a supply base sufficient to support current and future operational needs. Ensure that the parts and supplier databases are complete and, accurate including listing of parts, parts information, supplier capability and pricing. Manage maintenance and service parts purchases and contracts.
Manage inventory planning and budgeting. Convert the requirements from maintenance and planners to an inventory level, deployment and flow plan. Translate the inventory plan to an inventory budget and purchase plan.
Manage supplier development. Manage supplier quality processes including new vendor qualifications audits as well as surveillance audits of active suppliers. Manage supplier corrective action request and resolutions. Oversee the maintenance of an approved supplier/subcontractor list.
Manage all contract administration actions within Materials Management; coordinate, plan, and implement acquisition strategy for all Materials Management procurements.
Develop and implement effective policies and procedures aimed at achieving the Materials Department's mission and goals related to supply chain management to include Purchasing operations.
Maintain a close relationship with the Engineering, Waste Water Treatment and Customer Care Departments to ensure effective Bill of Material and spare parts lists.
Develop and maintain Materials Department procedures and work instructions. Develop and maintain data for key performance indicators to demonstrate effectiveness of Materials Department processes and to provide data for analysis to drive process improvement.
Demonstrate the ability to analyze complex situations. Demonstrate the ability to create and execute plans to improve the situation.
Evaluate employee performance for all direct reports and submit required performance appraisals.
Serve as a major contributor in the development and implementation of ERP, Supply Chain software and Asset Management System improvements.
Perform other duties and projects as assigned at the discretion of the Senior Materials Manager.
Supervisory Responsibilities: Provide daily planning, administration and management of his/her area of responsibility. Individually, or through subordinates, ensure the selection, assignment, supervision, promotion, discipline and training of personnel within the area of responsibility.
Key Working Relationships: Interact with DC Water managers and supervisors, outside agency, officials, contractors and suppliers, etc. Maintain strong working relationships with senior staff in other DCW departments.

Required Experience:
Seven (7) years of progressive experience in supply chain management and operations management.
Demonstrated experience in Oracle Cloud ERP, City Works and MAXIMO. Experience will include system management and improvement.
Minimum Education Requirements:
Bachelor's degree in Business Administration, Operations Management, Materials Management, Logistics' or related field from an accredited college or university.
Required Skills:
Strong management and team leadership skills with the ability to develop strong support for change with all levels of internal and external organizations.
Possess excellent written and oral communication skills, including subordinates, peers and superiors.
Strong analytical, planning and organizational skills.
Skills shall include presentations to upper-level management.
Project management and team leadership skills in a multi-location environment, inclusive of three (3) years of supervisory experience
Working knowledge of inventory management systems and purchasing/planning systems.
Exhibit a comprehensive knowledge and demonstrated success in management of complex supplier relationships.
Proficiency in MS office suite including Excel, Word and Teams and other necessary, applicable software programs, including systems management software.
