Train and supervise mechanics and maintenance staff
Repair, troubleshooting and diagnosis of modern motor coach bus engines and transmissions
Reconditioning, preventative and routine maintenance
Inspections and road tests
Warranty and repair documentation
Diagnosis, inspection, installation, disassembly and cleaning of components such as: Diesel engines, electronic systems/motors/controls, drive line components, tires, bearings, brake systems, seals, radiators, water pumps, coolant hoses, alternators, regulators, steering components, oil/air filters, door assemblies, controls, belts, pneumatic valves, cables, and linkages, radiators, heating, air conditioning, alternators, generators, voltage regulators, suspensions, seating, steering, and glass.

Requirements:
7+ years of diesel engine maintenance
Must have supervisory experience

Proficient in the use of diagnostic devices such as: DDEC readers, ATEC readers, SmarTire, schematics, AIC (Freon) recovery and charging equipment
Valid driver's license
Basic computer skills
Ability to pass pre-employment background check and drug screen
CDL License with Passenger and Airbrake endorsement is a plus but not required, willingness to obtain a CDL License is also desirable

OVERALL DESCRIPTION
The Safety Officer will coordinate and cooperate with all levels of Authority management and collective bargaining unit employees to provide expert assistance toward identifying, assessing, and prioritizing line management's prevention of safety, health, and environmental hazards. The Safety Officer must be able to satisfy rigorous and demanding work schedules, which include non-traditional working hours (nights and weekends), and short-term deadlines.
The Safety Officer's work effort will be concentrated in one of the five (5) primary specialty areas; Operational Safety, Occupational Safety and Health, Construction Safety, Accident Prevention and Investigation, and/or Safety Regulatory Compliance. To maintain a diverse and broad level of subject matter expertise that is needed to perform all the Division's responsibilities, the required expertise and responsibilities will vary for each hire and be based on the current status of vacancies and needs of the division.
Based on the vacancies and needs of the Division. The Safety Officer will be required to be experienced in one of these five (5) areas and would be expected to perform functions based on the specific responsibilities selected for the position at that time and identified in the job posting. The Chief Safety Officer, Deputy Chief Safety Officer, System Safety and/or the Department Director will make this determination of what responsibilities are required based on the current staffing needs at the time of posting.
Specific Responsibilities
1. Acts as a key contributor to SEPTA's Safety Management System (SMS), ensuring compliance with 49 CFR Part 673 and alignment with the organization's safety objectives.
2. Supports the implementation, monitoring, and continuous improvement of SEPTA's Safety Risk Management (SRM) processes, including hazard identification, risk assessment, and risk mitigation.
3. Serves as a liaison between the System Safety Division, other departments, safety committees, and external regulatory agencies to ensure a cohesive approach to managing safety risks.
4. Provides technical expertise to SEPTA staff and stakeholders on hazard identification, risk analysis methodologies (MIL-STD 882), and mitigation strategies to promote a proactive safety culture.
5. Collects and tracks hazards identified through various intake methods, including SEPTA's employee safety reporting program, operations reporting, public feedback, and regulatory data.
6. Evaluates hazards identified through operational activities, safety assurance findings, and system changes such as capital projects, engineering modifications, or rule changes.
7. Maintains and updates the Salesforce-based hazard log, ensuring all hazards are accurately assessed for probability/severity, documented, categorized, and prioritized for the application of appropriate controls.
8. Supports the development of corrective action plans (CAPs) for hazards classified as unacceptable, working with the responsible departments to implement effective mitigations.
9. Monitors mitigation performance and ensures compliance with SMS requirements by leveraging safety data from the Safety Assurance and Safety Data & Statistics teams.
10. Assists in the investigation of safety events, conducts root cause analyses and documents findings in accordance with SEPTA and regulatory standards. Collaborates with internal stakeholders to develop recommendations and corrective action plans to mitigate hazards identified in the investigation process.
11. Prepares and submits required reports and updates to regulatory entities, including monthly hazard log reviews and progress updates on corrective actions.
12. Assists in implementing and maintaining compliance with regulatory requirements, including PennDOT SSOA and Risk-Based Inspection (RBI) programs.
13. Duties may be required on a 24/7 basis, with a varying work schedule as required.
QUALIFICATIONS AND EXPERIENCE
Safety Risk Management Specialist
* Bachelor's Degree (Engineering, Safety Management, Operations Management, Emergency Management, Transportation, Business Management, Quality Management, Systems Management, or related field highly preferred); five (5) years' experience in System Safety, Transportation Operations or Maintenance, Project Management, or Engineering.
* An equivalent combination of experience and education (one year of formal education equating to two years of work experience) may be considered in lieu of the above requirements.
* Must possess a valid driver's license.
* Experience in operations in the Public Transportation Industry preferred.
* USDOT Transportation Institute Transit (TSI) Safety and Security Program (TSSP- Rail and/or TSSP-Bus) certificate.
* Federal Transit Administration Public Transportation Safety Certification Training Program Certification (PTSCTP).
* Knowledge of Military Standard 882, identification of safety hazards and mitigation.
* Experience in Transit Safety and Security.
* Knowledge of the FTA Safety and Security Certification Handbook.
* Must demonstrate the ability to pursue/perform multiple tasks simultaneously.
* Must have excellent verbal and strong technical writing skills.

To perform cost estimating and related duties for SEPTA's Capital Program. Will serve as part of Project Control at SEPTA to minimizing Authority exposure and risk associated with cost overruns, particularly as related to full funded agreements.
SPECIFIC RESPONSIBILITIES
* Provides construction estimate for all phases of the Capital Program including grant applications, preliminary through final designs, and construction contracts.
* Performs quantity take-offs for civil, mechanical, and electrical plans and ensuring technical accuracy of estimates for both in-house estimates and third-party estimates.
* Interfaces with Project Managers, Management, Legal Staffs, Designers, Construction Management Consultants, Value Engineering Consultants, and Construction Contractors in the development and review of cost estimates.
* Supports Project Managers in developing tasks and estimating man-hours and costs for review of design, construction management and value engineering consultant proposals.
* Supports Project Managers in review of bid breakdowns.
* Develops, administers and updates a cost database reflecting the history of contractor bids and actual costs for use in preparing future estimates.
* Reviews in-house and contractor change order estimates.
* Develops and updates a Market Conditions Index and recommends, a Market Condition adjustment to the requisition value for construction contracts.
* Assists the Manager, Cost Engineering in the development of SEPTA estimating standards and in-house training seminars.
* Assist Project Management staff to performs cost analyses for delay claims, etc.
* Supports Project Management and Legal staffs in negotiating with construction contractor.
* Attends claims analysis and negotiation meetings, when necessary.

OVERALL DESCRIPTION
Key member of trial team, along with lawyer, paralegal and secretarial supervisor, responsible for defending SEPTA in litigation from filing of complaint through final resolution in accordance with Legal Team Best Practices. Provides logistical, administrative and database support to the attorneys and/or managers within the Office of General Counsel.
SPECIFIC RESPONSIBILITIES
* Fully digests and follows Legal Team Best Practices.
* Inputs and updates Legal Files database with case, Court, task and calendaring information to ensure trial lawyers and management are prepared for, and meet all deadlines for, all discovery and Court events.
* Types pleadings, correspondence, memos, board resolutions, contracts, staff summaries and other legal documents.
* Schedules meetings/appointments, maintains diaries of deadlines and daily calendar for attorneys and/or managers within the Office of General Counsel.
* Routes and handles all correspondence and telephone inquiries. This responsibility requires a thorough knowledge of specific legal operations and procedures within the legal profession as well as the Authority.
* Assists in the creation and maintenance of departmental files (i.e. labeling physical file folders, creating/opening/maintaining electronic file folders, etc.)
* Communicates matters relevant to casework assigned with other departments within in the Authority and outside Agencies and Courts.
* Provides routine participation in the Case Management/Matter registration process at performance levels defined by the General Counsel and as required.
* Follows required processes implemented in the Office of General Counsel to complete the following: obtaining settlement drafts, payment of property damage claims, reserving monies for all litigated and non-litigated payments, and other processes as required.
* Keeps track of post-arbitration reports and Inspector General referrals for potential fraud.
* Creates reports for attorneys and/or managers within the Office of General Counsel.
* Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.

QUALIFICATIONS AND EXPERIENCE
* High School Diploma or GED required and three (3) years of experience as a legal secretary/assistant required.
* Expertise in the use of the Microsoft Office Suite including Word, Outlook and Powerpoint required. Must possess proficiency in typing legal briefs, summary judgment motions, responsive pleadings and court conference memos.
* Working knowledge of Legal Files or other legal database management systems required
* Excellent interpersonal, verbal, and written communication skills (including grammar, punctuation, spelling and proofreading) required.
* Knowledge of legal practices and terminology required, in depth

IDEAL QUALIFICATIONS AND EXPERIENCE

OVERALL DESCRIPTION
The Vehicle Equipment Maintenance Specialist will be responsible for diagnosing, repairing, and maintaining a variety of mechanical, electrical, electronic, and pneumatic vehicle systems. Your expertise will ensure our fleet operates safely and efficiently, supporting the day-to-day needs of our organization.
SPECIFIC RESPONSIBILITIES
* Identify defects in vehicles and related equipment, determining the scope of repairs, adjustments, or replacements needed.
* Disassemble, clean, replace, reassemble, rewire, and adjust electrical equipment, controls, accelerators, and other vehicle components.
* Disconnect wiring and bolts, remove controllers, and replace platform controllers and junction boxes. Relocate and rearrange auxiliary control and power wiring, and perform electrical repairs as needed.
* Troubleshoot issues down to the module and component level, replacing faulty modules and components to restore functionality.
* Install and replace wiring in complete electrical circuits or components, including control units, interlocks, contractors, and power resistors.

* Perform welding, heating, or gas cutting operations required for maintenance tasks.

* Direct and support employees in lower classifications as required.

* Prepares procurement solicitation documents, actively participates in the formation of project-specific solicitation documents relative to terms, conditions, and time schedules and prepares staff summaries.
* Understands and effectively utilizes various contracting methods and types, with the ability to train and direct new Contract Administrators on proper techniques - Invitation for Bid (IFB), Requests for Proposal (RFP), and Request for Quotes (RFQ), Firm Fixed
* Price (FFP), Cost Plus Fixed Fee (CPFF), Finance, Design Build Operate & Maintain, Percent of Cost Savings, Fixed Price with escalation, de-escalation, Blanket/ Requirements, and Time & Material.
* Prepare procurement summary memos for file and proper approval-authority capturing the identification of variances in, and reconciliation of estimates; negotiations and award process of analyzing cost/price expense pools, labor rates, economic and market conditions, inflation, overhead, and fee.
* Conducts Industry Reviews, coordinates review of specifications; recommends changes and improvements; assists in developing proposal sheets, evaluation criteria; contract terms and conditions, establishes and maintains procurement action plans. Reviews all procurements created prior to issuance and all addenda during the pre-proposal/pre-bid period to identify ambiguous or unclear requirements to avoid potential changes and claims.
* Conducts pre-bid and pre-proposal conferences, pre-construction meetings for assigned projects.
* Conducts and monitors procurement activities in accordance with QA/QC processes and the procurement schedules. Maintains system to evaluate and monitor contractual performance related to such areas as delivery, progress payments, and schedule adherence. Maintains appropriate documentation in procurement files in accordance with Circular 42210.F and FTA's Best Practices.
* Facilitates the evaluation process; tabulates score sheets; conducts cost/price analysis; negotiates pricing/costs and overhead; direct and indirect cost, fees, terms and conditions in assigned projects.
* Conducts responsiveness and responsibility reviews; conducts financial review; prepares procurement summary memo; recommends award.
SPECIFIC RESPONSIBILITIES CONT'D
* Serves in a lead role while coordinating activities with a variety of functional specialists, such as auditors, accountants, engineers, consultants and attorneys to prepare SEPTA's position and achieve best possible outcomes.
* Reviews standard form contracts and requests revisions to language when specific project conditions, business conditions or changes in applicable laws require revisions.
* Reviews, analyzes and appraises contract changes, disputes and claims; pre- and post- award procurement process management; contract administration and close out. Participates in Bi-weekly Progress/PCO/Site Meetings, reviews, analyzes and negotiates change-order requests and contractor/consultant claims by determining entitlement and performing cost/price analysis in accordance with FTA and FAR requirements. Determines allowability and allocability of claimed costs (including subcontractor claims) by analyzing and investigating the Contract, correspondences, schedule, indirect and direct costs, fee/profit, level of effort, and other cost elements of the claim, in accordance with Cost Accounting Standards. Maintains appropriate documentation.
* Obtains post evaluation of consultants from Project Manager. Closes out contracts in accordance with SEPTA's Standard Form Contracts and policies.
* Attends progress and PCO meetings with user departments and vendors/contractors and facilitate resolution of potential change orders and claim issues.
QUALIFICATIONS AND EXPERIENCE
* BS/BA in Business Administration, Engineering, Industrial Management, Finance, Procurement, Law or related area and six (6) years of progressively responsible experience in contract preparation, contract administration and/or procurement for major professional services, construction, equipment, special services and architectural and engineering services required.
* In lieu of a degree, an equivalent combination of experience in purchasing and contract administration and education (i.e., two years of related experience, equating to one (1) year of formal post-high school education may be considered). Experience requirement cannot be substituted with higher education.
* Experience in "cradle to grave" contract administration and/or Project Management required. Demonstrated ability to coordinate large contract administration assignments under limited supervision.
* Ability to perform dispute/protest resolution and cost and price analysis for award, change orders and claims in accordance with Federal Acquisition Regulations, USDOT Circular 4220.1F and FTA's Best Practices required.

OVERALL DESCRIPTION
We are seeking to hire a Project Manager for the Trolley Modernization Program. The Project Manager position requires an extensive background in Engineering/Architecture and construction, as well as knowledge of business practices.
Manages all aspects of 3rd party and in-house projects, as assigned by the Program Manager/Senior Program Manager, to ensure that project planning, design, implementation, and completion meet the requirements and needs of SEPTA and the requirements of all the agencies, governments, specialinterest groups and the general public to which SEPTA is responsible.
The Project Manager must come in contact with many people at higher organizational levels, both within SEPTA and outside the Authority. His/Hercontacts include Department Managers and General Superintendents within SEPTA, as well as consultant/contractor firms' Assistant Vice Presidents,and Federal, State, City, and local government officials. He/She must possess the ability to communicate effectively in a professional manner.
The Project Manager will support Trolley Modernization - SEPTA's program to transform the nation's largest trolley network into an accessible, fast,and easy-to-use system. Trolley Modernization features new, accessible vehicles that hold more passengers; new on-street stations that are fullyaccessible; and infrastructure and operational improvements to make service faster and more reliable. The Project Manager will be leading the design and construction of the Route T5 Improvements Project, in addition to other projects in the program. The T5 Improvements project is under design and will include new, accessible on-street stations, passenger amenities and modernized infrastructure.
SPECIFIC RESPONSIBILITIES
* Consults with senior management in developing on-going railway improvement programs, by formulating conceptual project plans and specifications so as to best allow for simultaneous multi-discipline improvements and conformance to applicable funding agency requirements.
* Prepares budgets, schedules, program and force account plans for proposed projects.
* Prepares Requests for Proposals, manages consultant contracts, and coordinates design concepts and reviews with Operations Departments.
* Provides liaison with appropriate Federal, State, City and local government agencies and SEPTA to coordinate design requirements with consultant design.
* May represent the Authority with Special Interest Groups or local committees, and present designs at public meetings.
* Has responsibility for maintaining, forecasting, and maintaining budgets and manpower requirements.
* Directs the project management team during the design construction and/or procurement stages of a project. This includes project management, construction management, and coordination with government agencies and SEPTA Operations Departments.
* Monitors progress, performance of consultants and contractors.
* Consults with supervision concerning unusual problems and developments on administrative and policy matters.
* Supervises, coordinates and reviews the work of a team of engineers/architects and construction inspectors. Estimates manpower needs and schedules, and assigns work to meet schedules.
* The Project Manager applies intensive and diversified knowledge of principals and practices in broad areas of engineering and construction assignments. He/She must make decisions independently in resolving engineering problems and construction issues. He/She may act as an individual researcher on specific issues.
* Responsible for the development and review of project management training and seminars within his/her discipline.
* Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.

DISCIPLINE SPECIFIC RESPONSIBILITIES
* Under the direction of the Program Manager, directs all phases of major, multiple-project, multiple contracts Capital Programs so as to complete the work within the established budget and schedule.
* Establishes goals, procedures, and objectives for assigned personnel and projects including the development of resource budgets and including the scheduling, planning and organizing of the work load for subordinates.
* Responsible for approval of design engineering and consultant management contracts, procedures, and design contract modifications.
* Ensures that all project plans, studies and technical analyses, are complete, correct, and conform to SEPTA and industry standards.
* Manages and directs the activities of the program management consultants.
* Directs the preparation of final design plans and specifications.
* Prepares information required to solicit construction proposals.
* Evaluates construction contract bids and recommends award.
* Coordinates, directs, resolves conflicts, and approves the construction-related activities of contractors, vendors and consultants.
* Coordinates extensive inspection of projects to assure compliance to plans, schedules, and project budgets. In this capacity, the Project Manager is also responsible for the review and approval of changes to the project while assuring conformity with previously established goals and objectives.
* Establishes design and construction criteria, standard specifications, general plans, standard plans, and management procedures to effect consistency and assure compliance with industry standards.
* Consults with management at all levels on problem identification and solutions of same on issues of engineering and construction.
QUALIFICATIONS AND EXPERIENCE
* Bachelor's Degree in Engineering, Architecture, Construction Management or related discipline and eight (8) years of progressive engineering/architectural employment experience, or an equivalent combination of engineering and project management, or related experience in construction is required. Experience in Civil Engineering, or Architecture, is preferred.
* OR Bachelor's Degree in Engineering or Architecture, or EIT with either Master's Degree in Engineering or MBA with six (6) years responsible experience.
* Excellent writing, communication, interpersonal, analytical, and logical reasoning skills required.
* Effective coaching skills required.
* Excellent computer skills required.
* Must have a valid Driver's License.
* PA registered Professional Engineer/Registered Architect (PE/RA) preferred.
* Experience in public transit project management preferred.

OVERALL DESCRIPTION
Maintains, troubleshoots, calibrates and repairs all rail vehicle electronic printed circuit boards and subsystems assigned to the Rail Vehicle Electronic Repair Shops. As an experienced specialist, provides technical support to all rail locations and assists SEPTA's engineering department with electrical/electronic projects.
Compensation Data
For City Transit Division: $41.73/ hr. Increase to $46.37/hr. after one year
For Regional Railroad Division: 40.48/hr. Increase to 44.98 after one year.
(Note, candidate division selection will be based on the needs of SEPTA)
SPECIFIC RESPONSIBILTIES
* Maintaining, troubleshooting, calibrating and repairing all rail vehicle electronic printed circuit boards and subsystems assigned to the Electronic Repair Shops and to provide technical support to all rail locations and to assist SEPTA's engineering department with electrical/electronic projects.
* Troubleshoots, repairs and calibrates analog, digital and micro-processor controlled printed circuit boards down to component level for the type of Rail Vehicle and equipment assigned.
* Interprets electrical, electronic and mechanical schematics.
* Removes and inserts semiconductor devices including through-hole and surface mount devices using soldering/de-soldering equipment.
* Conducts diagnostic test using equipment such as voltmeters, ammeters, oscilloscopes, curve tracer, automatic test equipment, programmable multifunction generators, high voltage power supplies, frequency counters, chart recorders, current probes, EPROM programming systems, high potential tester, megohmmeters and computers
* Performs diagnostic tests on rail vehicles with portable and on-board test equipment as required.
* Operates computer-controlled Automated Test Equipment (ATE) to test and troubleshoot printed circuit boards.
* Interprets and edits test software for Automated Test Equipment (ATE).
* Repairs open conductors on multi layered printed circuit boards.
* Repairs damaged conductors, edge connectors, and plated holes using circuit repair kits.
* Tests and repairs high power semiconductor modules.
* Performs failure analysis on printed circuit boards and makes recommendations to increase their reliability.
* Writes procedures to test and calibrate printed circuit boards as well as on-board vehicle system/system faults with the assistance/approval of the Engineering Department.
* Designs and fabricate diagnostic test equipment for printed circuit boards
* Performs acceptance inspection on new printed circuit board test equipment.
* Maintains and repairs automatic test equipment, test fixtures, power supplies, meters and other test equipment.
* Assists Operation's Managers, Engineering Department and vendor representatives with the installation, development, commissioning and troubleshooting of new as well as existing rail equipment including operational testing on test tracks or Rail Vehicle routes.
* Inspects, repairs, and calibrates the LRV power brake vital safety relay.
* Provides technical support for rail vehicle electrical/electronic equipment.
* Performs other duties as assigned.

QUALIFICATIONS AND EXPERIENCE

* Must pass written test and performance testing as required.
