Job Description
Mentor and assist with team activities to design, architect, script, query, monitor, document, test, implement, troubleshoot, manage, report, and maintain secure enterprise wide databases and data warehouses to provide Wellmark with cost effective technological resources. Database management includes configuration, security, resource monitoring and reporting, troubleshooting, and the development of specialized scripts and queries. Contribute to the coordination of issues with other IS teams including applications and operations. Assist the Team Leader in serving as a futurist within IS, keeping the enterprise on the cutting edge of current database technology. Providing streamlined databases and data warehouses used in daily business processes, trending, internal and external customer service, and data analysis. Provide a stable, reliable database infrastructure that delivers services promoting and enhancing Wellmarks ability to deliver products and services on a 24 x 7 schedule ensuring data integrity and recoverability to internal and external customers with services delivered in accordance with established Service Level Agreements (SLA). Maintain compliance with all applicable legal, regulatory, licensing, governance, and contractual requirements by helping to establish and monitor effective processes and procedures. Support Wellmarks Vision, Values, Mission, and Purpose.
Qualifications
Required:
* Bachelor's Degree direct and applicable work experience
* Minimum 7 years databaseadministration experience in a Unix environment including advanced modeling and design tools. Of those 7 years:
* At least 4 years database security experience
* Experience with scripting/programming languages
* Systems administration experience, including knowledge of network technologies and protocols
* Strong communication skills (both written and verbal) to express complex technical concepts effectively
* Advanced experience troubleshooting database connectivity issues
* Ability to continually prioritize and stay organized in a fast paced environment
* Ability and interest in managing projects or tasks within a project
Additional Information
a. Ensure that the databases are functioning as designed and provide a stable database environment by proactively monitoring the database servers and tracking logs in a Knowledgebase. Provide optimal database performance levels through proactive systems management practices identifying and resolving cross-capability architectural dependencies, simplification opportunities, and gaps while minimizing costs.
b. Design, develop, troubleshoot, and maintain appropriate databases and database structures in a client / server environment. Perform physical data modeling both data warehouse and application development efforts. Perform development programming/coding for both data warehouse and application development efforts
c. Support both OLAP and OLTP database environments, ETL and EAI processes, and Business Intelligence tools and standards. Resolve database performance and capacity issues and provide maintenance to database replication environments as necessary.
d. Monitor and measure database servers for system performance to analyze, recommend changes, and fine tune the system to provide users with improved processing and optimally tuned databases. Analyze and improve existing SQL code. Provide scheduled reports on system problems and their solutions, as well as provide forecasting of future utilization and equipment requirements.
e. Define and implement infrastructure enhancements ensuring optimal database performance and reliability to improve processing and utilization, while addressing the requirements of heterogeneous integration, compatibility, security, and business continuity to guarantee scalable solutions. Conduct research activities on the applicability of new integrated system designs, technologies, architectures, and products to recommend innovative solutions enhancing the current system and aligning it with the enterprise architectural direction, long-term strategic plans, and migration roadmaps.
f. Serve as a subject matter expert in database technologies. Develop, test, and implement relational database and data warehouse technologies, transaction processing, data trend analysis, and procedures including the use of modeling and design tools. Define and implement potential future data architectures using emerging technologies for evaluation and possible inclusion in the enterprise data architecture roadmap.
g. Collaborate with the Technical Process Governance network (TPGn) committee to establish the database and architecture standards for the DBA area and Wellmark. Maintain documentation and design papers defining access, architecture, infrastructure, implementation, systems administration, systems management, naming conventions, testing, problem escalation, and maintenance ensuring current, accurate documentation is maintained. Establish and monitor effective processes and procedures.
h. Develop comprehensive backup and recovery procedures to ensure the timely recovery of critical data in case of disaster. Participate in disaster recovery exercises and provide detailed documentation to support disaster recovery. Maintain intrusion detection to strengthen the network security policies and business continuity plans.
i. Work with the hardware and software vendor and other vendors in the assessment of advanced transaction processing and database productions, including beta and field test participation.
j. Assist programmers and provide informal technical training to developers and databaseadministrators as needed.
k. Other duties as assigned.

EDUCATION
Bachelor's in computer science, Information Systems or a related field or equivalent work experience required.
EXPERIENCE AND SKILLS
At least 7 years' experience in architecting and supporting development of projects in Microsoft stack demonstrated sustained performance with impact at team(s) or department level required.
At least 5 years at a manager level and successful demonstrated leadership competencies
Ability to facilitate working architecture sessions with diverse participants including technical leaders and stakeholders.
Hands on experience with developing system models, UML diagrams, workflow diagrams and detailed documentation to explain architectural blueprints.
Experience with identifying technology needs and gaps, identifying potential solutions and alternatives.
Strong background in SDLC, Agile, distributed systems, CI/CD, data engineering technologies, API Integration, and Micro/Mini/Macro services

The DBA is responsible for the overall database delivery of the Enterprise Data Warehouse for the Medicaid agency. It is a critical role involving expertise in working with Medicaid data itself, security, supporting and maintaining hardware and software, and ensuring we are achieving optimal performance. For example, the DBA is expected to provide a wide range of expertise including the ability to help a user to fetch data (requiring business knowledge) and the technical ability to support a major Teradata upgrade. This role requires regular onsite presence in Springfield, Illinois to perform backup/restore and support onsite maintenance by Teradata (and its subcontractors).
This position will be part of our Data Engineering function and data warehousing and analytics practice.
Data Engineering Functions may include database architecture, engineering, design, optimization, security, and administration; as well as data modeling, big data development, Extract, Transform, and Load (ETL) development, storage engineering, data warehousing, data provisioning and other similar roles. Responsibilities may include Platform-as-a-Service and Cloud solution with a focus on data stores and associated eco systems. Duties may include management of design services, providing sizing and configuration assistance, ensuring strict data quality, and performing needs assessments.
Analyzes current business practices, processes and procedures as well as identifying future business opportunities for leveraging data storage and retrieval system capabilities. Manage relationships with software and hardware vendors to understand the potential architectural impact of different vendor strategies and data acquisition. May design schemas, write SQL or other data markup scripting, and helps to support development of Analytics and Applications that build on top of data. Selects, develops, and evaluates personnel to ensure the efficient operation of the function.

**Primary Responsibilities:**
+ Manage, monitor, and maintain OnPrem Teradata hardware/software including patches, replacements, and upgrades with support from Teradata
+ Support data governance, metadata management, and system administration
+ Plan and execute tasks required to ensure the Teradata system is operational including occasional evening and weekend support for Teradata maintenance
+ Provide direction to developers on Operational, Design, Development, and Implementation projects to ensure best use of the Teradata system including review/approval of database components (such as tables, views, SQL code, stored procedures)
+ Performing database backup and recovery operations - using the BAR DSA and NetBackup
+ Developing proactive processes for monitoring capacity and performance tuning
+ Providing day-to-day support for the EDW users problems like job hands, slowdowns, inconsistent rows, re-validating headers for tables with RI constraints, PPIs, and configuration
+ Maintaining rules set in the Teradata Active System Management (TASM) and supporting workload management
+ Maintaining the Teradata Workload Manager with the proper partitions and workloads based on Service Levels
+ Supporting the database system and application server support for the Disaster Recovery (DR) build/test, annual drill, and quarterly maintenance as needed
+ Actively monitoring the health of the Teradata system and Teradata Managed Servers (TMS) using Viewpoint and other tools and application servers and make preventive or corrective actions as needed
+ Maintaining access rights, role rights, priority scheduling, and reporting using dynamic workload manager, Database Query Log (DBQL), usage collections and reporting of ResUsage, AmpUsage, and security administration etc.
+ Coordinating with the team and customers in supporting database needs and making necessary changes to meet the business, contractual, security, performance, and reporting needs
+ Supporting internal or external audit process and address vulnerabilities or risk proactively
+ Prepare and support IRS and internal audit
+ Coordinating with Teradata to perform Teradata system hardening and delivery of Safeguard Computer Security
+ Evaluation Matrix (SCSEM) Reports as needed, addressing issues in the hardening and vulnerability scan report
+ Generating and maintaining capacity management, Space, and CPU reports on analyzing the Spool, CPU, I/O, Usage, and Storage resources and proactive monitoring to meet performance and growth requirements
+ Reviewing and resolving Teradata alerts and communicating any risk / issues or impact to the management, team, and business users through appropriate communication strategy
+ Effectively reporting status, future roadmap, proactive process improvements, automation, mitigation strategies, and compensating controls to the management and clients
+ Leading database or data related meetings and projects/activities delivering quality deliverables with minimal supervision/direction
+ Sharing knowledge, coaching/mentoring other members in the team for backups
+ Performing additional duties that are normally associated with this position, as assigned
+ Responsible for front-end tool (OpenText Bi-Query) and model maintenance and administration

+ 3+ years of experience with Teradata 6800/1800 system or IntelliFlex
+ 3+ years of experience extracting, loading, and transforming structured/unstructured data using Teradata Utilities (FastLoad, Multiload, FastExport, BTEQ, TPT) in a Unix/Linux environment
+ 3+ years of experience performance tuning in a large database (>5TB) or data warehouse environment, using advanced SQL, DBQL and Explain plans
+ 3+ years of experience analyzing project requirements and developing detailed database specifications, tasks, dependencies, and estimates
+ 3+ years of experience identifying and initiating resolutions to customer facing problems and concerns associated with a query or database related business need
+ Data warehouse or equivalent system experience
