The Assistant Rig Manager supports the Rig Manager by providing drilling expertise and leadership to ensure rig operations are carried out safely, efficiently, and in full compliance with contractual and operator requirements. This role involves daily collaboration with offshore leadership, operator representatives, and onshore support teams to deliver operational excellence.

ESSENTIAL FUNCTIONS
* Apply effective and efficient well execution plans and ensure rig crews are properly inspecting, maintaining and operating assigned drilling rigs.
* Responsible to ensuring the Noble Maintenance Program is properly implemented and maintained on each assigned rig.
* Guide rig personnel in pre-planning upcoming jobs with materials on hand to ensure that all planned and unplanned opportunities are maximized.
* Maintain competent and capable rig crews and provide leadership in fostering the "safety-is-a-value" culture.
* Assist in annual budget preparations and cost control procedures and be accountable for rig operating budget results.
* Responsible for safe team work with respect to all rig operations.
* Promote the principles of continuous improvement.
* Maintain good two way communication with team members, both onshore and offshore.
* Ensure that standards of supervision and employee performance are monitored and communicated to rig crews through verbal communication and contionous conversations.
* Ensure equipment repair and returns are monitored and expedited and certification requirements are met.
* Perform audits and rig inspections as necessary to maintain the highest operational standards.
* Coordinate the development of newly appointed senior team members offshore.
* Ensure regulatory compliance is properly maintained.

* Provide guidance and support to onshore and offshore personnel as required.
* Ensure compliance with Noble's HSE Management System.
* Ensure that interfaces to operator HSE programs are defined and understood by rig crews.
* Perform a necessary key leadership role for the assigned region.
* Support the provision of consulting and specialist services related to all aspects the operation of assigned MODU's.
* Support the provision of offshore drilling services including HSE performance, operation and maintenance of assigned region drilling units and performance of all ancillary operations and services which are provided within the region.
* Work to keep personnel turnover to a minimum.
* Ensure the application of Noble's policies and procedures to create effective work practices.
* Act as a communicator for functional and organizational activities between assigned rigs and office personnel.

Review quarterly and annual foreign countries' income tax accruals in accordance with ASC 740 and present any relevant observations to the Tax Director and/or the Vice President of Tax.
Work closely with Region Controllers and other departments (Accounting, Marketing, Operations, Treasury, and Legal) on any issues that may have a material tax impact.
Review income tax accounts and tax reserve schedules for assigned jurisdictions.
Approve non-US tax filings for assigned jurisdictions and identify any tax planning opportunities as a result of such review.
Manage non-US tax audits and identify structuring alternatives to manage issues that may give rise to future audits.
Manage the review of personal income tax, withholding tax, and value added tax filings and payments in assigned non-US jurisdictions.
Responsible for host country tax planning and tax structure maintenance.
Work closely with Treasury and Tax Director to develop host country cash repatriation and cash funding strategies
Develop and maintain tax structures for new markets. Work closely with the relevant division controllers to ensure that transactions are recorded in accordance with the tax structures.
Prepare tax calculations for input into bid request forms and communicate tax analysis results accordingly with the Tax Director and relevant marketing personnel.
As needed, work directly with the tax representatives of current and prospective customers to discuss any tax issues concerning current and prospective contracts
Review and approve tax clauses for customer and vendor contracts, and communicate any potential issues directly with relevant Marketing personnel.
Review and approve intercompany agreements (e.g. bareboat charter agreements, etc) relevant to assigned jurisdictions
Manage settlement of intercompany notes and trade balances relevant to assigned jurisdictions
Provide assistance with feasibility analysis and assist in implementation of any contemplated worldwide restructuring
Manage BEPS documentation and notification requirements
Perform due diligence and manage eliminations of unnecessary legal entities.
As needed, assist in the review of the U.S. consolidated tax return and identify any tax planning opportunities as a result of such review.
Qualifications
Bachelor's Degree in Accounting (Master's Degree Preferred)
8+ years of public accounting (international/global tax) and/or oilfield services industry experience.
Familiarity with of U.S. income tax reporting standards ASC 740 (f/k/a SFAS 109) preferred.
Proficient in Microsoft Excel, Word, PowerPoint.
IFS and OneStream preferred.
Travel may be required (domestic and international).
