Mr. ElSawy has been the Chief Executive of Noblis since October 2007 and serves as the President responsible for the general management and strategic direction of its overall scientific, technical, financial, and administrative activities. He was elected to the Noblis, Inc. (Noblis) Board of Trustees in 2007.

Mr. ElSawy has extensive experience leading organizations and developing innovative solutions to some of the most complex challenges facing public sector enterprises in the following domains: national security, transportation, health, and the environment.

His work experience includes research and development, complex engineering of information and telecommunications systems, modeling and simulation, enterprise transformation using cloud and high performance computing, program management and acquisition of large scale systems. He has also earned an international reputation as a leader in aviation; informing domestic and international aviation policy.

Under his leadership as President & CEO, Noblis was selected several times as a Top Employer by the Washington Post, selected as one of the “50 Best Small and Mid-size Companies to Work for in America,” and named one of the “World’s Most Ethical” companies by the Ethisphere Institute.

Prior to joining Noblis, Mr. ElSawy was a Senior Vice President and General Manager of the Center for Advanced Aviation System Development of The MITRE Corporation. Mr. ElSawy served for seven years as the Director of the Federally Funded Research and Development Center (FFRDC) for the FAA.

Mr. ElSawy holds a Master’s Degree in Business Administration from Georgetown University, a Master’s Degree in Electrical Engineering from The George Washington University, and a Bachelor’s Degree in Electrical Engineering from West Virginia University.

In 2009, Mr. ElSawy was named EcoCEO by SmartCEO magazine and was named to the Washingtonian Tech Titan list multiple times. In 2012, he was elected to the George Washington University Engineering Hall of Fame and in 2016 he was selected to the Wash100 by Executive Mosaic.

Mr. ElSawy currently serves as a Board Member of the Northern Virginia Technology Council (NVTC), and a Board of Trustees member of George Washington University.

Talented technology and cyber security executive in cyber security operations, security architecture, National Security policy, corporate security strategy, intelligence, and technology selection and implementation. Over sixteen years experience as a technology leader running security operations and information security programs, and transforming organizations across the Department of Defense, Intelligence Community, Federal Civilian Agencies, and the private sector. Communicates complex technical approaches and organizational risk to all levels of the enterprise. Specializes in aligning best value security investment and services to business objectives, while leading implementation. Responsibilities include mission execution, P&L, capital investment, strategic planning, technology evaluation/deployment, collaboration, and developing subordinate security leaders.

In her role as Vice President and Chief People Officer, Ms. Drake leads the Noblis human resources and organizational development organizations which includes responsibility for talent recruitment, the total rewards system, professional and organizational development, and employee engagement.

Ms. Drake is a trusted advisor and strategic leader with significant experience in the government contracting industry and more than 20 years of experience in innovative approaches in all areas of human resources including recruitment, training, compensation and recognition, employee relations, benefits, communications, organizational development, international deployment, affirmative action/compliance, policies and procedures, acquisition/diversification and HRIS/analytics.

Prior to Noblis, Ms. Drake was the vice president for human resources and talent acquisition at ManTech, senior vice president and chief human resources officer at Sotera Defense Solutions, and vice president/human resources business services director at Leidos.

Ms. Drake earned a bachelor’s degree in psychology from Mary Baldwin College and a master’s degree in administration/human resource management from Marymount University. She is a SHRM, senior certified professional.
