    Reporting to the Director of Human Resources, the Recruiter is responsible for full lifecycle talent acquisition and recruitment efforts for both direct and contracted employees of the District. The Recruiter will partner with hiring managers and stakeholders to determine staffing needs, design and implement recruitment strategies, develop and deliver outreach and sourcing initiatives, screen and select candidates, coordinate interviews and selection, administer pre-employment processes, and evaluate recruitment effectiveness. This role supports the District's mission, vision, and business objectives by ensuring the attraction, selection, and onboarding of high-performing talent in a manner that fosters diversity, equity, inclusion, and alignment with the organization's values. Distinguishing Characteristics The Recruiter performs recruiting and talent acquisition functions in a high-volume, fast-paced transit environment. This role requires the ability to work with minimal supervision, build strong relationships across multiple departments (operations, maintenance, administrative, contractor partners), and influence hiring outcomes. While the Recruiter does not necessarily supervise direct reports, they may coordinate contract staffing or recruitment event staff and will serve as a subject matter resource to hiring managers and HR colleagues on best practices in sourcing, interviewing, diversity hiring, and process improvement. The role requires flexibility, adaptability, and the capacity to manage multiple open requisitions simultaneously in a union-represented transit setting. Supervision Received and Exercised This position reports to the Director of Human Resources. This position does not have any direct supervisory responsibility but may be required to supervise professional, paraprofessional, and/or support staff. However, the Recruiter may coordinate, lead, or oversee staffing event teams, vendor-partners, or contract recruiters. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted. Working Conditions Normal working conditions for this position are in an office. Business travel may be required periodically between District sites, governmental agencies, consultants' facilities, and other locations as required. Transit operations are 24/7, 365 days per year, which requires this individual to work a variety of days and shifts to ensure training is being properly implemented; this includes evenings, nights, weekends, and holidays as needed. The work environment may include participation in job fairs, mobile/on-site recruiting events, and coordination of candidate testing or screening locations. Examples of Duties Essential Functions Duties may include, but are not limited to, the following: * Develop and execute innovative digital recruitment marketing strategies across LinkedIn, Instagram, Twitter/X, and other relevant social media platforms to attract top-tier talent and build employer brand awareness * Leverage social media analytics and recruitment marketing tools to identify, engage, and nurture passive candidates through targeted outreach campaigns and content that resonates with key talent pools * Create compelling social media content including job postings, employee spotlights, and company culture stories that drive candidate engagement and expand reach within specialized talent communities * Build and maintain a strong digital presence by actively participating in industry-specific online forums, professional groups, and social networks to establish relationships with potential candidates and industry influencers * Utilize digital advertising platforms (LinkedIn Recruiter, programmatic job ads, Transit Talent, sponsored posts) to optimize candidate sourcing efforts and track ROI on recruitment marketing initiatives * Partner with department managers, contractor leads, and HR stakeholders to identify current and future staffing needs, develop competency-based job descriptions, and refine selection criteria. * Design and execute recruitment strategies and sourcing approaches appropriate to the transit industry (operations, maintenance, administrative), including job board advertising, social media sourcing, career fairs, educational partnerships, community outreach, union collaboration, and contractor partner engagement. * Manage full-cycle recruitment: create/revise job postings, screen resumes/applications, conduct preliminary telephone or video interviews, coordinate with hiring managers for face-to-face interviews, perform reference/background checks, prepare and extend job offers, and track candidate progress. * Administer pre-employment testing and screening (drug/alcohol, physical, operator certifications, background, union-required screenings) in compliance with federal, state, local laws, union contracts, operator regulations, and District policies. * Serve as a brand ambassador and represent the District at recruiting events, career fairs, trade schools, community outreach programs, local high schools/colleges, and partner organizations to build a talent pipeline of diverse, qualified candidates. * Monitor and report key recruiting metrics (e.g., time to fill, source of hire, cost per hire, quality of hire, diversity of candidate pipeline) and provide recommendations for continuous improvement of the recruitment process. * Ensure compliance with all relevant employment laws, regulations (EEO, ADA, FMLA, DOT, FTA, etc.), union agreements, contractor/vendor agreements, District policies, and record-keeping requirements. * Maintain accurate and up-to-date records in HRIS systems and generate regular reporting for HR leadership and operational stakeholders. * Collaborate with HR, Learning & Development, and operations leadership to help onboard new hires effectively and ensure a smooth transition from offer to productive employee. * Perform other related duties as assigned. Qualifications Education/Experience * Bachelor's degree in Human Resources, Business Administration, Organizational Development, or a directly related field and at least three (3) years of full-cycle recruitment experience. OR * Associate's degree and five (5) years of relevant recruitment experience. For a transit agency setting (operations/maintenance heavy), experience recruiting in transportation or unionized environments is highly desirable. * An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job, such as those listed above, unless otherwise subject to any other requirements outlined in law or regulation. Preferred Qualifications: * Prior experience in a public transportation or transit agency environment preferred * Experience recruiting for operations, maintenance, or frontline roles (e.g., bus operators, rail technicians, maintenance staff). * Familiarity with DOT/FRA/FTA regulations and collective bargaining agreements. * HR certification (e.g., PHR, SHRM-CP) or advanced training in talent acquisition. * Spanish language proficiency (or other second language) is beneficial for outreach in diverse communities. Certificates/Licenses * Possess and maintain a California driver's license, Class C, and a satisfactory driving record for the last five years. * Maintain compliance with the District's policy regarding Conflict of Interest and Ethics. * Must be able to obtain and maintain annual access to Marine Corps Base Camp Pendleton.     Under the general direction of the Deputy Chief Executive Officer/Chief General Counsel, who serves as the Safety Management System Executive (SMS Executive), the Field Safety Specialist performs a variety of complex duties to ensure that the District's projects are conducted in a safe and efficient manner and that facilities are maintained in compliance with requirements of North County Transit - San Diego Railroad (NCTD) and applicable regulatory agencies. Distinguishing Characteristics This position is distinguished by its responsibility for enforcing compliance with regulatory and contract requirements while directly observing, monitoring, inspecting, and auditing projects and activities conducted on the District's property. This position requires prior OSHA and/or construction experience as well as the ability to identify, evaluate, and mitigate public and industrial safety risks. Supervision Received and Exercised This position directly reports to the Deputy Chief Executive Officer/Chief General Counsel (DCEO/CGC) and will work closely with the Engineering and Facilities Departments. The position will assist in inspecting projects, activities, and District facilities, as well as administering various safety programs and initiatives. This position has no direct reports but will provide guidance and oversight to contractors and consultants. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted. Working Conditions Normal working conditions for this position are in both an office and field setting. Business travel will be required periodically between District sites, governmental agencies, consultant's facilities, and other locations as required. The Field Safety Specialist may be required to respond to emergencies at any hour; work may at times require more than 8 hours per day or require irregular hours to perform the essential duties of the position. Examples of Duties Essential Functions Duties may include, but are not limited to, the following: * Performs field visits, audits and inspections to verify that safety items stated in the Work Plan for the Right-of-Entry (ROE) permit are compliant with the Roadway Worker Protection (RWP) training and general safety around the track and/or at NCTD facilities where the work is being performed. * Performs safety reviews for construction-related or special event activities to be conducted within NCTD right of way (ROW) and NCTD-owned property, to include projects completed by NCTD staff as well as those completed by external third parties. Provides feedback and makes recommendations for improvements to project safety. * Identifies, recommends, and pursues resolution and correction of safety deficiencies, including tracking in the safety database (Vector Solutions) and issuance of corrective actions. * Prepares, edits, proofreads and/or presents a variety of reports, correspondence, and other documents, including updates to Standard Operating Procedures, Manuals, Plans, Operating Rules, etc.; makes presentations to a variety of audiences as requested. * Supports management of the environmental health and safety programs as assigned by the DCEO/CGC, including hazardous materials and respirator protection related to bus and rail operations/facilities. * Develops recommendations regarding programs and procedures to reduce the frequency, severity, and cost of accidents and occupational illnesses, and eliminate or control potential hazards; support implementation of approved processes as needed * Facilitates and/or attends field safety and project meetings. * May serve as a liaison with oversight agencies such as Cal OSHA, local cities, and various environmental regulatory authorities. * Maintains, supports, and promotes a safe work environment while complying with all of NCTD safety rules, policies, and procedures. * Serves as part of departmental on-call rotation to respond to incidents and emergency situations; may respond directly to incident site as needed in select situations. * Perform other related duties as assigned. Qualifications Experience/Education * Bachelor's Degree in a transportation, safety, communications, business, engineering, or related field preferred. * Minimum of three (3) years directly relevant experience in railroad, transportation operations, or construction/industrial safety required. A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered. Certificates/Licenses * Possess and maintain a California driver's license, Class C, with less than 6 points in the preceding 36-month period and no DUIs in the preceding 7 year period. * The successful candidate will be required as a condition of employment to comply with FTA training requirements as set forth in 49 CFR Part 672 by enrolling in the Public Transportation Safety Certification Training Program (PTSCP) and must successfully complete the training courses within the three-year timeframe as prescribed by the FTA. * Must be able to obtain and maintain annual access to Marine Corp Base Camp Pendleton. * Maintain compliance with the District's policies regarding Conflict of Interest and Ethics. * OSHA 30-Hour Card preferred General Requirements * Strong knowledge of OSHA regulations related to building and construction safety. * Knowledge of U.S. federal, state, local, and rail transit industry safety, operations, mechanical, and maintenance procedures, standards, and practices. * Familiarity with service contracting practices and procedures, to include prior direct experience. * Ability to create and maintain good working relationships through excellent communication and teambuilding skills, including the ability to engage successfully with both internal and external contacts and the public. * Strong communication skills, both verbal and written, including the ability to prepare and deliver clear and concise reports. * Strong analytical and critical thinking skills; ability to gather, organize, analyze, and present data to appropriate sources. * Demonstrated use of discretion and judgment in execution of duties. * Ability to manage and maintain simultaneous, transitional, and emerging priorities. * Demonstrated proficiency in computer software programs including the Microsoft Office Suite and database systems. * Able to respond in person to system emergencies and system problems on any shift and under any weather or time-of-day circumstances.
