Northeast Ohio Regional Sewer District CEO and leadership

Jim has been the Chief Operating Officer for NEORSD since early 2017. In this role he oversees the planning, design, and construction of approximately $220M of projects yearly delivered by the Districts 62 person Engineering and Construction Department, implementation of the 25 year, $3.2B Combined Sewer Overflow Program (Project Clean Lake) as well as the oversight of over 400 Operation and Maintenance employees and 3 Wastewater Treatment Plants with an associated annual operating budget of $68M. He joined NEORSD in early 2010 as Deputy Director of Engineering and Construction and then Director of Engineering and Construction. Previous to NEORSD, he worked 25 years as a consulting engineer for a large world wide water resources consulting engineering firm where he attained a Vice President role and managed large capital improvement programs with responsibility for five offices as the Midwest US Regional Manager. He has a Bachelor of Science Degree in Civil Engineering from Ohio University and is a registered Professional Engineer in Ohio.

Kenneth Duplay CPA CMA is a Chief Financial Officer at Northeast Ohio Regional Sewer District and is based in Ohio. He has worked as Accountant at Northeast Ohio Regional Sewer District, Controller at Northeast Ohio Regional Sewer District, and Manager of Finance and Budget at Northeast Ohio Regional Sewer District. Kenneth attended Kent State University between 1999 and 2003 and Kent State University between 2003 and 2005.

Rick Vincent PE is a CSO Design Manager at Northeast Ohio Regional Sewer District and is based in Cleveland, Ohio. He has worked as Senior Associate, Vice President at JACOBS ASSOCIATES and Senior Structural/Tunnel Engineer at JACOBS ASSOCIATES. Rick studied at Cornell University between 1991 and 1995.
