Summary:

JOB SUMMARY: The Director of Nursing (DoN) provides strategic leadership and oversight for all nursing and clinical support services across BestCare Treatment Services programs. This position ensures the delivery of high-quality, trauma-informed, patient-centered care that aligns with BestCare's mission, organizational policies, and applicable regulatory standards, including the Oregon Administrative Rules (OARs), Oregon State Board of Nursing, CARF, OSHA, HIPAA, and DEA requirements. The DoN collaborates with multidisciplinary teams to promote safe, effective, and therapeutic environments supporting recovery and wellness across inpatient, withdrawal management, and outpatient settings, including Community Mental Health Programs (CMHP) and Certified Community Behavioral Health Clinics (CCBHC). The DoN directly supervises nursing supervisors, registered nurses (RNs), licensed practical nurses (LPNs), and medical assistants, with site-level nursing supervisors reporting directly to this position.
ESSENTIAL FUNCTIONS:
Leadership and Administration:
Plans, organizes, and directs all non-physician medical operations across inpatient, withdrawal management, and outpatient programs;
Develops, implements, and monitors nursing policies, procedures, competencies, and standards of care consistent with evidence-based practices and regulatory requirements;
Participates in organizational strategic planning and management meetings to represent nursing perspectives in system-wide initiatives;
Supervises and evaluates nursing managers, RNs, LPNs, and medical assistants, fostering professional growth and accountability;
Takes weekly on-call coverage on a rotating schedule as assigned;
Ensures that policies and procedures are current, comprehensive, and relevant to all aspects of nursing care and scope of practice.
Clinical Oversight:
Defines and oversees the roles and scopes of practice for nurses and medical assistants in collaboration with medical and clinical leadership;
Provides direct oversight to nursing supervisors and nursing staff in various programs (residential, withdrawal management, CMHP, CCBHC);
Partners with the Addiction Medicine Clinic Medical Director to support nurses and medical assistants assigned to that program;
Conducts regular audits of clinical documentation to ensure accuracy, timeliness, and compliance with regulatory and organizational standards;
Oversees the Medication Administration Record (MAR) and medication management practices across all sites; conduct medication audits and competency training;
Collaborates with nursing supervisors to ensure safe, effective, and appropriate delivery of nursing care.
Regulatory Compliance/Quality Assurance:
Maintains high standards of patient care and ensure all nursing operations comply with CARF, OHA, CMS, DEA, and state/federal requirements;
Analyzes incident reports, quality indicators, and patient safety data to identify trends, root causes, and improvement opportunities;
Partners with Compliance, Quality, HR, and Clinical Leadership to support accreditation, licensing, and clinical compliance reviews;
Collaborates with the Chief Medical Officer (CMO) on controlled substance management and DEA compliance;
Ensures medication practices align with BestCare's approved formulary and infection control policies are current and consistently implemented;
Leads nursing participation in Continuous Quality Improvement (CQI) efforts, including audits, peer reviews, and competency evaluations;
Serves as a member of the Quality and Compliance Committee, providing nursing-related data and recommendations for system-wide improvement.
Safety:
Participates in and provides leadership to the Health and Safety Committee, designating nursing representatives across program sites;
Leads development and implementation of safety and infection control training (OSHA, bloodborne pathogens, hazardous waste, PPE, N95 fit testing, etc.);
Monitors site readiness and ensure adequate availability of emergency and safety supplies (e.g., naloxone, PPE, first-aid kits);
Collaborates with facilities and leadership to maintain safe, trauma-informed care environments and emergency preparedness procedures;
Supports post-incident reviews and corrective actions as part of the organization's risk management process.
Education and Staff development:
Develops and maintains an agency-wide training plan for all nursing and medical support roles;
Establishes and tracks clinical competencies for nurses and medical assistants;
Participates in recruitment, onboarding, and orientation of nursing staff;
Provides ongoing professional development, performance evaluations, and competency assessments;
Coordinates & facilitates CPR/BLS certification and ensure compliance with mandatory trainings;
Offers ad hoc education for interdisciplinary teams on clinical and regulatory topics.
Management:
Oversees staff performance evaluations, improvement plans, and ongoing professional development;
Ensures adequate nurse staffing, scheduling, and coverage across all programs;

QUALIFICATIONS:
EDUCATION AND/OR EXPERIENCE:
Bachelor's Degree in Nursing (BSN) required.
Minimum of 5 years of clinical nursing experience.
At least 5 years in addiction treatment, detoxification, or dual-diagnosis care.
Minimum of 2 years of successful program operations and staff supervision experience.
Experience with co-occurring disorder care and integrated behavioral health preferred.

DEPARTMENT SUMMARY: The Perioperative Services provide care to patients before, during, and after surgery focusing on patient safety, patient's physiologic responses to operative and other invasive procedures, and patient and designated support person(s) behavioral responses to operative and other invasive procedures according to the Association of Peri-Operative Registered Nurses' guidelines.
POSITION OVERVIEW: The Nurse Manager-Perioperative Services is responsible for the overall planning, budgeting, staffing, performance, and operation of the assigned departments in collaboration with the Director of Perioperative Services and the Chief Nursing Officer for Madras. In addition, this position provides leadership and direction for the effective and efficient functioning of the Operating Rooms, Pre-surgery, PACU, Central Processing, and Endoscopy located on the Redmond and Madras Campuses. This position directly manages the assigned caregivers such as RNs and Surgical Technicians.
ESSENTIAL FUNCTIONS AND DUTIES:
Oversees the operations of assigned departments to ensure smooth and efficient department operations and that resources are available in the assigned units 24/7. Collaborates with other staff members to facilitate provision of patient care. Ensures adequate departmental staffing to provide safe patient care through review of appropriate data, development, and maintenance of master schedules.
Acts as the department liaison to other hospital departments and outside entities. Attends or delegates attendance of system-wide initiatives and conferences impacting Perioperative practices. JOB SUMMARY: The Director of Nursing (DoN) provides strategic leadership and oversight for all nursing and clinical support services across BestCare Treatment Services programs. This position ensures the delivery of high-quality, trauma-informed, patient-centered care that aligns with BestCare's mission, organizational policies, and applicable regulatory standards, including the Oregon Administrative Rules (OARs), Oregon State Board of Nursing, CARF, OSHA, HIPAA, and DEA requirements. The DoN collaborates with multidisciplinary teams to promote safe, effective, and therapeutic environments supporting recovery and wellness across inpatient, withdrawal management, and outpatient settings, including Community Mental Health Programs (CMHP) and Certified Community Behavioral Health Clinics (CCBHC). The DoN directly supervises nursing supervisors, registered nurses (RNs), licensed practical nurses (LPNs), and medical assistants, with site-level nursing supervisors reporting directly to this position.
ESSENTIAL FUNCTIONS:
Leadership and Administration:
Plans, organizes, and directs all non-physician medical operations across inpatient, withdrawal management, and outpatient programs;
Develops, implements, and monitors nursing policies, procedures, competencies, and standards of care consistent with evidence-based practices and regulatory requirements;
Participates in organizational strategic planning and management meetings to represent nursing perspectives in system-wide initiatives;
Supervises and evaluates nursing managers, RNs, LPNs, and medical assistants, fostering professional growth and accountability;
Takes weekly on-call coverage on a rotating schedule as assigned;
Ensures that policies and procedures are current, comprehensive, and relevant to all aspects of nursing care and scope of practice.
Clinical Oversight:
Defines and oversees the roles and scopes of practice for nurses and medical assistants in collaboration with medical and clinical leadership;
Provides direct oversight to nursing supervisors and nursing staff in various programs (residential, withdrawal management, CMHP, CCBHC);
Partners with the Addiction Medicine Clinic Medical Director to support nurses and medical assistants assigned to that program;
Conducts regular audits of clinical documentation to ensure accuracy, timeliness, and compliance with regulatory and organizational standards;
Oversees the Medication Administration Record (MAR) and medication management practices across all sites; conduct medication audits and competency training;
Collaborates with nursing supervisors to ensure safe, effective, and appropriate delivery of nursing care.
Regulatory Compliance/Quality Assurance:
Maintains high standards of patient care and ensure all nursing operations comply with CARF, OHA, CMS, DEA, and state/federal requirements;
Analyzes incident reports, quality indicators, and patient safety data to identify trends, root causes, and improvement opportunities;
Partners with Compliance, Quality, HR, and Clinical Leadership to support accreditation, licensing, and clinical compliance reviews;
Collaborates with the Chief Medical Officer (CMO) on controlled substance management and DEA compliance;
Ensures medication practices align with BestCare's approved formulary and infection control policies are current and consistently implemented;
Leads nursing participation in Continuous Quality Improvement (CQI) efforts, including audits, peer reviews, and competency evaluations;
Serves as a member of the Quality and Compliance Committee, providing nursing-related data and recommendations for system-wide improvement.
Safety:
Participates in and provides leadership to the Health and Safety Committee, designating nursing representatives across program sites;
Leads development and implementation of safety and infection control training (OSHA, bloodborne pathogens, hazardous waste, PPE, N95 fit testing, etc.);
Monitors site readiness and ensure adequate availability of emergency and safety supplies (e.g., naloxone, PPE, first-aid kits);
Collaborates with facilities and leadership to maintain safe, trauma-informed care environments and emergency preparedness procedures;
Supports post-incident reviews and corrective actions as part of the organization's risk management process.
Education and Staff development:
Develops and maintains an agency-wide training plan for all nursing and medical support roles;
Establishes and tracks clinical competencies for nurses and medical assistants;
Participates in recruitment, onboarding, and orientation of nursing staff;
Provides ongoing professional development, performance evaluations, and competency assessments;
Coordinates & facilitates CPR/BLS certification and ensure compliance with mandatory trainings;

Management:

EDUCATION:

EXPERIENCE:

DEPARTMENTAL SUMMARY: The Case Management Department at St. Charles Health System engages in a collaborative process that assesses, plans, implements, coordinates, monitors and evaluates the options and services required to meet the client's health and human service needs. It is characterized by advocacy, communication, and resource management and promotes quality and cost- effective interventions and outcomes.
POSITION OVERVIEW: The RN Case Manager at St. Charles Health System; provides clinically based case management to support the delivery of effective and efficient patient care. This position has the overall accountability for the utilization management and discharge planning for patients within the assigned caseload. The Case Manager collaborates with other members of the health care team to identify appropriate utilization of resources in the care of the patient. This nursing position will provide and oversee the provision of specific care to assigned patients throughout the shift, consistent with the scope of RN licensure. This position does not directly manage any other caregivers.
ESSENTIAL FUNCTIONS AND DUTIES:
Utilizes the nursing process of assessment, diagnosis, planning, intervention, and evaluation when assessing the patient's condition and needs; setting outcomes; implementing appropriate nursing actions to meet the patient/family's physical, emotional, spiritual, social and intellectual needs; evaluating the patient's progress.
Utilizes identified and appropriate criteria to confirm medical necessity for continued stay. In coordination with the patient, family and health care team, creates a discharge plan appropriate to the patient's needs and resources.
Collaborates with team members to facilitate patient's and family's learning throughout the hospital experience in preparation for discharge. Reinforces patient's continued health care through teaching and/or referral to community agency follow-up.
Partners with physician, hospital administration, patient/family, peer registered nurses, and other disciplines as appropriate in implementing and documenting the discharge plan of care, serving as a guide for all of the caregivers on the patient's team, attending to continuity in relationships within the healing health care philosophy. Documents in the patient record according to SCHC policies and procedures.
Supports and contributes to optimal outcomes, including reduced length of stay, reduced cost per discharge, improved discharge procedures, improved patient satisfaction, and improved interaction between interdisciplinary caregivers. Evaluates patients for appropriateness of continued stay utilizing a combination of clinical information and screening criteria.
Manages clinical aspects of discharge planning process for those patients in case management process, including but not limited to: parenteral and enteral needs post-discharge, wound vac and complex wound care needs, clinical update for Rehab Center placement, RN to RN clinical update on other placements (SNF, Home Health, etc.), medication procurement (initial 30 day need), primary care physician assignment and complex discharge issues.
Identifies potential barriers to discharge or transfer and communicates them to the care team to spearhead resolution of the issues where possible. Schedules and leads complex patient discharge rounds and conferences involving patient, family and interdisciplinary team as appropriate.
Functions as patient care facilitator and as a patient liaison to internal services and external agencies.
Facilitates staff education.
Participates in quality improvement and evaluation processes related to the case management practice.
Provides cross over coverage for other units as needed. May also include cross coverage to other St. Charles sites.

Reviews patients entering through the Emergency Department to identify those appropriate for case management screening, with special emphasis on high risk or other target populations, patients identified for possible admission to a hospital bed, and patient's whose needs might be appropriately met by referrals to alternative placements or services in the community.
Responsible for clinical aspects of discharge planning process for those patients in case management process, including but not limited to: RN to RN clinical update on any placements (Hospice House, SNF, Home Health, etc.), medication procurement (initial 30 day need), primary care physician assignment and complex discharge issues. Identifies potential barriers to discharge or transfer and communicates them to the care team to spearhead resolution of the issues where possible.
Provides the patient and family with referrals to appropriate community resources as identified, clearly communicating and educating them about the referrals.
Communicates with the attending physician, when needed, to address issues of medical necessity and appropriate level of care.
Notifies hospital case management of patient admissions needing follow-up to facilitate with continuity of care.
Serves as a resource and actively provides education to physicians on inpatient and observation medical necessity criteria.
