    The Contracts and Procurement Specialist I follow established process, practices and policies to finds cost-effective deals on goods and services. Process and maintain contracts and procurement documents for files. Essential Functions Contracts: Organize, process and track contract documents and amendments from draft through completion. Serve as liaison between OCHN staff and vendors during contract negotiations, implementation, and management. Prepares contracts for OCHN and is responsible for making certain contracts have appropriately addressed all risk management, legal and compliance issues. Prepares contracts with consultants, vendors, and service providers. Monitor all contracts and agreements for assigned commodities. Monitor suppliers, cost, quality, and delivery performance. Develop standard and ad-hoc reporting on these factors as needed. Procurement: Assist in the location, analysis, development, and maintenance of a consolidated bid list to meet current and future commodity needs. Serve as lead as well as assisting team members in bid processes (RFP, RFQ, etc.). Assist in the developing scope of work for RFx documents. Prepare documents for bids including the bid documents, evaluations, summaries, and recommendations. Reviews documents for adherence to federal, state, and local requirements are adhered to in the procurement process. Implement appropriate sourcing strategies to control OCHN purchased material costs and to assure an adequate source of supply. General Duties: Create and maintain mutually beneficial partnerships with suppliers to foster feedback and continuous improvement. Engage internal customers for the purpose of meeting OCHN needs and improving effectiveness, efficiency, and customer satisfaction. Drive continuous improvement in all aspects of the procurement process. Under the supervision of the Manager of Contracts and Procurement, work with the OCHN staff to ensure a consistent, standardized approach to OCHN Procurement.     Job Description Under the general direction of the Chief Medical Officer, the Medical Director of Crisis Continuum Services provides clinical and administrative leadership for OCHN's crisis system, including Crisis Assessment & Triage, Crisis Stabilization Unit (CSU), Crisis Residential Unit (CRU), Sober Support Unit, Mobile Crisis, and Crisis Line/Hotline. This physician will lead the redesign and ongoing operation of an integrated, evidence-based crisis continuum, set clinical standards, and serve as final medical authority for crisis-related determinations. Recommended allocation: 50% clinical / 50% administrative (alternative track available: 75% clinical / 25% administrative depending on program volume and leadership coverage). Essential Functions Clinical Care and Oversight Performs all duties and responsibilities of a psychiatrist; provides high-quality, cost-effective care consistent with licensing, accreditation, and payer standards. Conducts and/or supervises psychiatric evaluations, medication management, suicide and violence risk assessments, and substance intoxication/overdose/withdrawal assessments (including the use of structured assessment tools and symptom screening questionnaires); within crisis workflows determines level of care (e.g., ED transfer, inpatient, CSU, CRU, partial hospital, outpatient).     The Crisis Residential Unit (CRU) Director provides overall leadership, operational oversight, and clinical guidance for the 16 bed Crisis Residential Unit located at the Resource and Crisis Center. This role ensures that the program delivers safe, high‑quality, person‑centered crisis stabilization services in alignment with organizational standards, state licensing requirements, and evidence‑based practices. The Director oversees daily operations, supervises multidisciplinary staff, manages program performance, and ensures that service delivery supports recovery, promotes safety, and meets the needs of individuals experiencing a behavioral health crisis. The CRU Director serves as a key liaison with internal leadership, community partners, and regulatory entities to maintain program excellence and respond effectively to emerging needs. This position will have on-call responsibilities. Essential Functions Oversee daily, 24-hour operations of the 16 bed Crisis Residential Unit and ensure compliance with licensing, safety, and agency standards. Coordinate 24-hour operations, including ensuring adequate staff coverage Provide clinical oversight to support effective crisis stabilization, treatment planning, and safe transitions. Participate in the hiring of new staff members to fill vacancies. Supervise, train, and support multidisciplinary staff, ensuring their duties are being performed per their job description. Develop and lead training to address barriers and gaps in knowledge, and to ensure staff stay up to date with new information and policy updates. Provide annual staff evaluations and ensure staff compliance with all organizational training/certifications. Ensure the daily active treatment occurs per the posted schedule, and barriers to completion are addressed with staff. Assist in evaluating client's general medical and mental health status, providing emergency assessment as needed. Monitor program performance, documentation quality, and improvement needs, auditing and reporting on findings as required by leadership. Coordinate with internal departments, community partners, and referral sources to promote crisis residential offerings, and engage in mutual partnerships for client outpatient supports post discharge. Address operational issues, high‑risk situations, and after-hours needs as required. Maintain cleanliness of the facility, and oversee the inventory of supplies Ensure staff document appropriately within the EHR and audit their work accordingly to ensure accuracy. Provide direct services to clients as required to maintain regulatory requirements. Perform additional duties as assigned by leadership Job Requirements and Qualifications Education: Master's degree in Social Work, Counseling, or Psychology, with full licensure required. The Co-Responder Clinician represents OCHN, while coordinating between law enforcement, the provider network, and the individual served to foster cross-system collaboration and navigation. Essential Functions Under general direction: Provides mobile response to a variety of community settings upon law enforcement's request, including homes, businesses, shelters, etc. Provides face-to-face crisis intervention to help de-escalate and/or stabilize individuals in crisis and prevent further criminal justice involvement, when possible. Initiates existing crisis response from OCHN safety net. As needed, coordinates with OCHN Access Department for Mental Health Access Eligibility Screenings and/or Sober Support Unit for higher level of care substance use disorder treatment services for persons with co-occurring mental health and substance use disorders. Provides referrals to multiple community resources and communicates these resources to individuals who are in need and/or do not meet criteria for OCHN services.
