Screening Process for Laterals:

A lateral police officer has completed at least 3 years of continuous service and is in good standing with his/her current or most recent police agency as a sworn police officer (responsible for 9-1-1 calls) for a recognized state, county, or city (municipal) entity.
Upon review of application and meeting the lateral police officer definition, successful applicants will take part in an initial virtual interview. Successful candidates will then be invited for the remaining screening process to be completed as follows, if possible:
* Trip #1: Formal interview (oral board) and command interview. Each step must be successfully completed before moving to the next.
* Trip #2: If successful in each of the steps in the first trip, the applicant may receive a conditional offer of employment and may be scheduled for a psychological and medical evaluation to be completed as part of Trip #2.

Lateral Police Officers will start at a higher pay step than entry-level applicants. Below is a wage scale matrix used by the Eugene Police Department as a guide- it does not guarantee a specific rate of pay. Factors considered in a lateral applicant's entry wage include the level of certification, agency size, specialized training and assignments, and other job-related factors that would help an officer be successful in our agency. Lateral Police Officer positions are eligible for relocation reimbursements per IRS regulations. A 50-mile relocation minimum is required to qualify for a reimbursement up to $7,500. Itemized receipts must be submitted within 45 days from your start date.

Primary Duties and Responsibilities:

Ensure the safety and security of campus facilities by making frequent checks of buildings and grounds.

Take appropriate action as the situation requires:

Linfield Public Safety personnel are considered "essential employee positions" with the university and are subject to work during emergency incidents and closing of the university or its campuses, in addition to institutional holidays and break periods. A complete loss of communication (phone, internet, etc.) is to be considered a campus emergency. If a regional or large-scale event occurs in which an officer would reasonably believe that their assistance may be needed on campus, the officer should attempt to contact the department. If they cannot reach the department, they should respond to the campus.
Minimum Qualifications:
High school diploma or GED, and at least one year of safety/security experience or equivalent educational training. Experience must demonstrate:

Key Responsibilities
50% - Patrol
* Provide vehicular, bicycle, and foot patrol of University grounds in an effort to protect life and property and promote safe campus operations. Ensure all buildings are secured as required and assist the Transportation Manager with parking enforcement.
* Perform regularly scheduled fire drills and documents results. Performs regularly scheduled inspections of patrol vehicle and safety equipment (AED & Fire Extinguishers) and documents results.
* Promote safety and security at special events, including but not limited to providing traffic control, crowd control and security screening.
* Provide information and general assistance to the campus community and the general public.
* Provide walking safety escort for members of the campus community.
* In a courteous and professional manner, determine authorization of persons in buildings; document and report suspicious persons or vehicles, criminal activity, hazards, fire, and property damage and/or loss. Issue Exclusion (Trespass) Notices as required to protect people and property on campus.
* Respond to calls for emergency medical aid and coordinate with emergency services to expedite their response.
* Observe and report potentially hazardous physical conditions; may remedy condition when appropriate (e.g., fallen limbs, debris, damage to streets or sidewalks, etc.); respond to situations representing a threat to persons or property (e.g., break-ins, fights, illicit drug activity, etc.); may intervene to prevent injury, and call for police assistance as necessary; secure scene and may obtain information from involved parties to assist local law enforcement officials.
* Perform courtesy unlocks of buildings and assist motorists with jump start or contacting roadside assistance as appropriate.
20% - Office Duties
* Maintain the shift log for on-duty activities.
* Compose and submit reports for on-duty activities, noting date, time, location and circumstances of all incidents. Report unusual conditions or occurrences to supervisor.
* Provide information or testimony to law enforcement agencies or courts as required.
* Observe and maintain confidentiality regarding all persons and incidents, as required to protect the rights of individuals and the integrity of investigations in accordance with law, rule, policy and procedure.
* Manage the University lost and found property program while on duty.
* Complete assigned departmental projects which could include the development of campus orofficer educational training programs, policy or Standard Operating Procedure (SOP) development, uniform or equipment acquisition research, scheduling of training, or other supervisor assigned projects
15% - Enforce University Rules and Regulations
* Enforce guidelines and limitations established by management including but not limited to: Skateboard Policy, Speech Policy, Alcoholic Beverage Policy, parking enforcement and Bicycle Regulations. Refer violators to the student conduct process, University management or local law enforcement as necessary and appropriate to the person's status.
* Assist Resident Assistants and other University Residential Education and Housing professional staff in the performance of their duties; to include the enforcement of University Residence Hall regulations and policies on Alcohol and Marijuana possession and confiscation.
5% - Assist Facilities Services
* Assist, as needed, with snow removal, de-icing, office moves and other services as required. Issue identification cards to staff, faculty, students, and contractors; issue physical keys for building access to students, employees, and contractors; input electronic access permissions and attributes for system users; set building electronic door locks.
5% - Outreach & Education
* Assist in the development and delivery of campus crime prevention, medical (1st Aid/CPR/AED), Resident Assistant and emergency management training for the University.

Salaries and Fringe Benefits
Recruit Police Officers receive a beginning annual salary of $78,187.20 annually; with experience, education, and training officers can advance to the top step of $99,673.60* annually. After three years of employment, officers are eligible for premium pay for education and certification. Premium pay can be worth up to 15% of an officer's base salary. In addition, Police Officers can qualify for a 5% increase for demonstrated fluency in an eligible language (such as Spanish or American Sign Language). Up to 5% shift differential.

Per the EPEA Contract, the City shall pay an employee at 5% of base wages for a required intermediate or advanced level competency. As a City of Salem Police Officer you will be patrolling assigned areas to enforce laws and ordinances. You will also answer and investigate citizen complaints, reports, examine crime/accident scenes and/or preserve evidence as needed. What are the minimum qualifications?
* High School graduate or have completed a G.E.D. and must already possess a minimum of a Basic Police Certification by the Oregon Department of Public Safety Standards and Training (DPSST).
* Is currently, or has been within the past 12 months, employed as an Oregon police officer with a minimum of three years of full-time employment as a sworn police officer in Oregon. DPSST certification(s) must not be expired. Corrections only certification does not qualify.
* Currently employed and certified applicants from the state of Oregon do not need to take the NTN Frontline National Test or retake the ORPAT.
* Possessand maintain a valid Oregonclass C driver's license or other stateequivalentand have a driving record thatmeetsthe CityofSalem'sstandards.
* Mustbe able towork periodicovertime and a variety of24-hour rotating shiftsincluding holidaysand weekends.
