The Regional Security Officer (RSO) serves as the front-line guardian of our people, property, and reputation-driving an integrated approach to physical security, investigative response, and resilience readiness across their assigned region. Key Responsibilities
Regional Security Leadership
Serve as the primary security leader and liaison for all business lines, affiliates, and facilities in the assigned region in protecting employees and company assets.

Manage vendor relationships and service contracts for physical security systems, ensuring compliance with corporate standards and service-level expectations.

Lead or support internal investigations related to theft, workplace violence, or other criminal activity impacting the Bank.

Deliver court testimony when required, maintaining professionalism and accuracy in all evidentiary processes.
Crisis Readiness & Incident Management
Act as a first responder and security liaison during emergencies such as robberies, civil unrest, natural disasters, or workplace violence threats.
Support crisis management activation, providing real-time intelligence, site status updates, and field coordination with local authorities.
Participate in post-incident reviews to capture lessons learned and drive continuous improvement across the resilience disciplines.
Maintain 24/7 availability to respond to critical events or emergencies affecting regional operations.
Training, Awareness & Culture Building
Deliver engaging security awareness training to employees, including topics such as robbery response, workplace violence prevention, and situational awareness.
Coach local managers and team leads to identify potential security risks and report them through proper channels.
Foster a culture of shared responsibility for safety, emphasizing vigilance, accountability, and preparedness across all levels of the organization.
Governance, Policy & Compliance
Ensure adherence to all federal and state regulations governing financial institution security (e.g., Bank Protection Act, GLBA).

Contribute to enterprise resilience reporting, metrics, and audits to demonstrate ongoing compliance and performance.
Partner with the Enterprise Risk Management and Operational Risk teams to align security practices with risk appetite and control frameworks.
Preferred Qualifications & Experience
Bachelor's degree in Criminal Justice, Security Management, Risk Management, or related field (or equivalent experience).
2+ years of progressively responsible experience in corporate security, law enforcement, or military operations, preferably within the financial services sector.
Demonstrated experience leading investigations, managing physical security systems, and coordinating crisis or emergency response.
Working knowledge of relevant regulations (e.g., Bank Protection Act, GLBA, OSHA) and industry standards (ASIS, DHS, FFIEC, ISO).

General Medical Requirements: As determined by OPM the duties of this position require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Arms, hands, legs and feet must function sufficiently in order for applicants to perform the duties satisfactorily.

The Mail Theft and Violent Crimes Investigative Analyst duties are separate and distinct from the Mail Theft Triage and Maintenance Support positions. The Mail Theft and Violent Crimes Investigative Analyst will only support non-mail theft related violent crimes when there are extenuating circumstances (ex. Employee homicide).
Essential Functions and Responsibilities:
Analysis - Review and analyze business and Postal records; trace proceeds of illegal activity; perform personal wealth analysis and related financial transactions; perform phone record analysis; analyze non-USPS government records (ex. DMV records); analyze surveillance video; present findings in reports and presentations in non-technical terminology to various audiences.
Research - Data-mine Postal records and other databases to identify mail theft activity; prepare reports documenting analytical results; disseminate research results to appropriate contact(s) in a timely manner.

Requirements for Police Officer - Lateral (In State)
A Police Officer - Lateral (In State) is an individual who has attended a Police Academy, or its military equivalent, and is certified and commissioned as a Peace Officer by a governmental entity in the United States or the United States Armed Forces.
Qualified candidates must have:
1. at least three years of service as a sworn peace officer, or equivalent, with one agency. This three years of service must be with their most recent police agency. Note: Officers with less than the required years of service or who do not meet the criteria listed below should apply in a separate job posting as "Police Officer - Certified.
"It is preferred that lateral experience be obtained at an agency and in a position where the applicant:
* Regularly answers 911 calls for service and
* Has responsibilities and comparable duties to that of an officer with the Sugar Land Police Department, including powers of arrest, in either the Patrol or Investigations Bureau. (This does not include sworn service in the following roles: communications, detention, or courtrooms).
Reserve police officer status or other unpaid status will not be used in calculating the three year service requirement for entry as a lateral.
The Chief of Police shall make the final determination as to whether an applicant meets the criteria for the Police Lateral Entry Program. The Chief's decision shall be final and non-appealable.
2. In addition, qualified candidates must be a U.S. Citizen, have a valid driver's license with a good driving record and a stable employment record with no history of any conduct which may affect suitability for law enforcement work. Candidates must pass each step of the selection process, which includes: physical fitness test, oral interview board, polygraph test, and a thorough background investigation. Candidates should be aware that sensitive or confidential aspects of their personal lives will be explored. A job description for a City of Sugar Land Certified Police Officer is posted on-line. Non-smokers are preferred. Candidates who have applied with the expectation TCOLE licensure, or TCOLE licensure through Out-of-State or Federal challenges, within the specified time frame who ultimately do not complete that requirement will be discharged from the hiring process unless they meet other requirements allowing them to continue in the hiring process.

Step 1: Complete an Application

Step 4: Background Packet Submission and Investigation
Applicants who pass the phases of testing and interview panel will submit their completed personal history statement to the Training Unit. A background investigation will be conducted.
Step 5: Polygraph Examination
Applicants who pass the background investigation and are being considered for sworn employment will undergo a polygraph examination.
Related Time Periods and Information:
This process will remain open until positions are filled. If an applicant is rejected for any of the reasons listed in the "Rejection Criteria", they will be required to wait the specified time to apply again.
Final Steps: Eligibility Pool, Conditional Job Offer, Medical and Psychological Testing
Candidates who pass all of the above are placed in an eligibility (applicant) pool. General Medical Requirements: As determined by OPM the duties of this position require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. * Recruitment Incentive: Applicants may be eligible for a $40,000 recruitment incentive in accordance with regulatory requirements. The first installment of $15,000 will be paid following successful completion of Secret Service Criminal Investigator training. A second installment of $10,000 will be paid following one year of service post training and an acceptable performance rating. The final installment of $15,000 will be paid after a third year of service post training and an acceptable performance rating. Provision of these payments require the execution of a three-year Continued Service Agreement (CSA) with the agency. Newly hired employees who resign from the USSS prior to the expiration of the CSA will be required to repay the recruitment incentive. (NOTE: Eligibility is limited to "Newly appointed" Federal employees as defined by 5 CFR 575.102).
