The City of Wilmington, Ohio, is seeking to build a candidate pool for the position of full-time Patrol Officer within the Wilmington Police Department. The Patrol Officer enforces laws and ordinances, provides for public safety, regulates traffic, controls crowds, prevents crime, and arrests violators within an assigned area. This position is subject to oversight and certification by the Civil Service Commission. Commission rules mandate that applicants must first pass a written examination with a minimum score of 70% to progress in the hiring process. Scores from written exams and interviews are weighted evenly and candidates with combined scores of 70% or higher will be certified as eligible by the Civil Service Commission and placed on the Eligibility List for one (1) year. This exam is currently administered online via the National Testing Network. The Commission shall grant an additional military service credit of 20% upon submission for qualifying DD214. Upon certification of eligibility, candidates are ranked by combined score and an offer of employment will first be extended to the candidate with the highest score. Essential Job Functions
Provides for public safety by maintaining order and security, responding to emergencies, protecting people and property, enforcing motor vehicle and criminal laws, and promoting good community relations.
Responds to traffic and roadside emergencies to provide assistance; investigates traffic accidents and other accidents to determine causes and to determine if a crime has been committed.
Records facts to prepare reports that document incidents and activities; prepares investigation or incident reports; performs follow-up on cases and updates reports.

Provides emergency response assistance to Wilmington Fire Department when required.
Required Qualifications

Ohio Peace Officer Certification*

Valid drivers license with satisfactory driving record

The starting base salary will be consistent with the City's approved pay plan and collective bargaining agreement; this position's entry-level salary is $27.66 per hour and lateral transfers' pay is commensurate with experience. An employee in this class may be assigned to work on a fixed or rotating schedule. This class differs from DCS Officer in that an incumbent of the latter performs non-supervisory children's services duties at the working-level. Provide instructional services provided and approved by the Ohio Peace Officer Training Commission (OPOTC); Engage in continuous professional
development in both teaching and course curriculum specific theory and practices; Academy
instructors may be requested to participate in department activities; Participate in new
student enrollment activities (recruitment, registration, Discover Hocking, and Showcase);
Participate in Academic Affairs and other institutional activities; Maintains a safe working

Duties and Responsibilities: -PROVIDES INSTRUCTIONAL SERVICES: The Police Academy Instructor will provide instruction to academy students in accordance with the Ohio Peace Officer Training -Commission approved curriculum. Instructors will follow the provided lesson plans, use
student work sheets an activities as provided, with emphasis on the incorporation of as
-many principles of adult learning as possible to include Problem Based Learning (PBL),
Student Center Learning (SCL), active group discussions, scenario activities and other
responsible adult learning techniques. . The instructor will be responsible for all pre-class
preparation, including development of audio visuals, handouts, scenario preparation, and
that all student to instructor and student to equipment ratios are followed.
The instructor will be responsible for completing all forms required by a course and returning
them to the commander by the end of the appropriate course. These are forms used to
track a student's progress in the academy and learning skills. These would be the
proficiency sheets, tests, and other OPOTA and course specific forms. -PERFORMS STUDENT RECRUITMENT ACTIVITIES: Police Academy Instructors may be
requested to assist with the recruitment of Police Academy students; advise student having difficulty in class; maintain appropriate files; direct students to appropriate department and College resources; maintain confidentiality; -ENGAGES IN CONTINUOUS PROFESSIONAL DEVELOPMENT IN BOTH TEACHING
AND POLICE ACADEMY RELATED TOPICS: Each instructor will be required to teach a
minimum of 24 hours over the three year spam of his/her OPOTC teaching certificate, teach
in a minimum of 2 academies, and obtain 24 hours of continuing education related to the
subject matter in the OPOTC curriculum. These are the minimum requirements set forth by
the Ohio Peace Officer Training Commission.
It will be the instructor's responsibility to renew his certificate and any related certificates to
maintain an active OPOTC certification. It will also be the instructor's responsibility to
provide the academy commander a copy of his OPOTC certificate and any related
certifications after they are renewed. -PARTICIPATES IN PUBLIC SAFETY SERVCIES DEPARTMENT ACTIVITIES: Work

ESSENTIAL DUTIES
Depending upon assignment, duties may include (but are not limited to) the following:

A Patrol Officer shall be assigned to a motorized vehicle and shall be available for radio dispatch and when getting out of the vehicle, shall notify the radio dispatcher of that fact and give a location and Code Signal for the reason of departing the vehicle. Further, a Patrol Officer shall exert every effort to satisfy the needs of citizens requesting service, assistance, or information, as courteously as circumstances will permit. Hours of duty will be established by the posted work schedule. A Patrol Officer shall be available at all times in cases of special needs or emergencies and shall respond punctually to an assignment.

Salary: $28.00 per hour Under the direct supervision of the Commander of the Peace Officer Academy, performs the following functions. Provide instructional services provided and approved by the Ohio Peace Officer Training Commission (OPOTC); Engage in continuous professional
development in both teaching and course curriculum specific theory and practices; Academy
instructors may be requested to participate in department activities; Participate in new
student enrollment activities (recruitment, registration, Discover Hocking, and Showcase);

Duties and Responsibilities:
* PROVIDES INSTRUCTIONAL SERVICES: The Police Academy Instructor will provide
instruction to academy students in accordance with the Ohio Peace Officer Training
* Commission approved curriculum. Instructors will follow the provided lesson plans, use
student work sheets an activities as provided, with emphasis on the incorporation of as
* many principles of adult learning as possible to include Problem Based Learning (PBL),
Student Center Learning (SCL), active group discussions, scenario activities and other
responsible adult learning techniques. . The instructor will be responsible for all pre-class
preparation, including development of audio visuals, handouts, scenario preparation, and
that all student to instructor and student to equipment ratios are followed.
The instructor will be responsible for completing all forms required by a course and returning
them to the commander by the end of the appropriate course. These are forms used to
track a student's progress in the academy and learning skills. These would be the
proficiency sheets, tests, and other OPOTA and course specific forms.
* PERFORMS STUDENT RECRUITMENT ACTIVITIES: Police Academy Instructors may be
requested to assist with the recruitment of Police Academy students; advise student having
difficulty in class; maintain appropriate files; direct students to appropriate department and
College resources; maintain confidentiality;
* ENGAGES IN CONTINUOUS PROFESSIONAL DEVELOPMENT IN BOTH TEACHING
AND POLICE ACADEMY RELATED TOPICS: Each instructor will be required to teach a
minimum of 24 hours over the three year spam of his/her OPOTC teaching certificate, teach
in a minimum of 2 academies, and obtain 24 hours of continuing education related to the
subject matter in the OPOTC curriculum. These are the minimum requirements set forth by
the Ohio Peace Officer Training Commission.
It will be the instructor's responsibility to renew his certificate and any related certificates to
maintain an active OPOTC certification. It will also be the instructor's responsibility to
provide the academy commander a copy of his OPOTC certificate and any related
certifications after they are renewed.
* PARTICIPATES IN PUBLIC SAFETY SERVCIES DEPARTMENT ACTIVITIES: Work
cooperatively with others to accomplish the goals of the department and technology; share
expertise and materials with other department members; work constructively to resolve
individual and department concerns; actively participate in technology and department
activities and meetings; follow departmental policies.
* PARTICIPATES IN ACADEMIC AFFAIRS AND INSTITUTIONAL ACTIVITIES: Is familiar
with the mission and philosophy of Hocking College; follows Hocking College policies and
procedures; promote a positive working relationship across technology, department, and
community lines; participate in Academic Affairs and institutional activities and committees;
participate in student enrollment activities (recruiting and registration), contribute to the
assessment of student academic achievement;

Qualifications - Education, Experience, and Skills
* Must have a minimum of a high school diploma or GED, although an Associate's degree in
Criminal Justice or related field is preferred, completion of the Ohio Peace Officer Training
Commission approved Instructional Skills Course, and 5 years of full-time relevant law
enforcement experience or qualify as a special topics instructor.
* The degree must be from a regionally or nationally accredited institution recognized by the
U.S. Department of Education or the Council for Higher Education Accreditation or
equivalent as verified by a member of the National Association of Credential Evaluation
Services, Inc.
* Excellent communication skills (written and verbal).
* Proficient in the use of email.
