The Safety and Security Specialist leads safety, training, health, and security programs to ensure compliance with regulatory and agency requirements. Reporting to the Accountable Executive (CEO) with a dotted-line relationship as required by the PTASP purposes, this role provides guidance to leadership, develops training standards, conducts safety evaluations and drills, and collaborates across departments to promote safety and align with agency goals.
Areas of Responsibility:
Safety Program Management:
Oversee all aspects of the Public Transportation Agency Safety Plan (PTASP), including policy development, risk management, and safety performance monitoring.
Conduct regular safety audits and inspections to identify and mitigate risks.
Collaborate with department heads to investigate accidents and incidents, providing recommendations for prevention.
Training and Compliance:
Design and deliver safety training programs for employees on safety protocols and emergency procedures, ensuring compliance with regulatory standards.
Maintain safety training records and ensure timely completion of required certifications.
Evaluate the effectiveness of safety training programs and make continuous improvements.
Security Management:
Oversee security protocols to protect employees, passengers, and assets across the transit system.
Act as the primary liaison with law enforcement agencies for security-related issues.
Develop and implement emergency response plans in coordination with internal stakeholders.
Drug and Alcohol Program Administration:

Incumbent serves as Deputy Sheriff for the Sheriff, responsible for enforcing federal, state and local laws and protecting County residents and their property.

Incumbent serves as Jail Special Deputy for Tippecanoe County Sheriff/Jail Department, responsible for transporting inmates, and maintaining security and order in the jail facility.
DUTIES:
* Maintains interior and exterior security of Jail facility, including monitoring surveillance cameras, door controls, meals, and visitors, and conducting patrols. Maintains accurate accounting of all detainees.

* Issues and monitors prescribed medications according to physician's orders and ensures detainees receive proper medical attention as needed.
* May perform lifesaving medical attention while waiting on responding medical professionals.
* May administer random drug tests as required.
* Receives, distributes, examines, and logs incoming/outgoing mail and personal items for detainees. Requirements
I. JOB REQUIREMENTS AND DIFFICULTY OF WORK:
* High school diploma or HSE.
* Possession of and ability to maintain Indiana Law Enforcement School for Corrections Officers, First Aid/CPR and other required certifications.
* Possession of and/or ability to obtain and maintain training and testing for use of taser and OC certification.
* Ability to meet all department hiring and retention requirements, including not posing a direct threat to the health and safety of other individuals in the workplace.

As a result of the duties associated with this job, there is the potential of becoming exposed to blood borne pathogens and other potentially infectious diseases. To safeguard employees and eliminate the liability placed on Hamilton County, employees working in this position shall begin the three shot Hepatitis B vaccination and subsequent training within 10 days of their initial job assignment per OSHA 29 CFR 1910.1030(f)(2)(i). The initial and two subsequent vaccinations shall be administered by the Hamilton County Health Department and free of charge to the employee.
