Position Overview:
The Asphalt Area Manager will provide overall direction and leadership to the existing Hot-Mix Asphalt line of business in Eastern KY. They will be responsible for making key decisions and recommendations related to safety, profitability, plant operations, production efficiencies, capital projects, plant quality control, internal and external sales, inventory and adherence to environmental and local rules and regulations, and resource management and people development.
Key Responsibilities:
* Generate and manage the operating budget for the fiscal year under the direction of management.
* Establish and monitor key performance goals and targets to achieve budget, company initiatives, and enhance the company's financial returns.
* Create and manage capital improvement plans, strategic planning, and forecasts.
* Oversight, support, and management of Hot Mix Asphalt Plant operations, maintenance, and supporting transportation.
* Interface with Management, Plant Managers, Plant Operators, and Maintenance personnel for major repairs or replacements.
* Promote a safe working culture for all employees; work with safety and field personnel to minimize risk and always increase safety for employees.
* Ensure that all crews have the tools and training to always operate safely and that all federal, state, and local laws concerning safety, environment, and other applicable areas (i.e., OSHA, MSHA) are strictly enforced.
* Responsible for understanding future demand forecasting.
* Coordinate with construction managers and facilities to establish production schedules and efficient use of personnel to meet customer demands and optimize production capabilities.
* Interface with vendors for raw material deliveries, equipment, and plant maintenance.
* Respond to employee and customer related issues and project delivery challenges.
* Be engaged in the growth of community and customer relationships. Both individually and with internal staff.
* Conduct staff meetings with personnel and participate in management staff meetings.
* Manage personnel in accordance with the organization's policies and applicable employment laws. This includes training employees, planning, assigning, and directing work, appraising performance, rewarding employees, disciplining employees, long term personnel development and succession planning, and addressing complaints and resolving problems.
Qualifications:
The successful candidate will meet the following qualifications:
Education/Experience
* Bachelor's degree in construction management, Engineering, Business, or related field; OR equivalent combination of education, training, and experience.
* Basic knowledge of asphalt plant mechanics
* A minimum of ten (10) years' experience in the operation of Hot-Mix Asphalt facilities, construction, or other directly related industry experience preferred.
* Experience in strategic planning and execution preferred.
* Experience in creating, working within and/or administering an assigned budget.
* A minimum of 5 years' supervisory experience.

Perform mechanic assignments using independent judgment to make decisions requiring the application of procedures and practices to specific work situations

Responsibilities
Manage and administer the Injury & Illness Prevention Program to ensure compliance with state OSHA programs, MSHA and DOT regulations among ready-mix, aggregate and transportation divisions
Conduct OSHA 10-hour and 30-hour training for employees, supervisors and managers
Perform and document site inspections, employee safety meetings, new hire safety orientations, job hazard analysis and monthly safety committee meetings
Assist with incident and injury prevention investigations
Oversee and attend MSHA inspections, review citations, close out conferences and litigation of citations
Perform filing of MSHA quarterly reports, notice of injury, return-to-duty in timely manner
Ensure compliance with Title 30 CFR and assist with the development and administration of Part 46
Investigate motor vehicle accidents and incidents
Prepare safety reports for management outlining trends for motor vehicle accidents, near misses, first aid injuries, and medically treated injuries
Manage OSHA & DOT recordkeeping and reporting
Oversee annual chemical inventory at each plant location and assist in maintaining Safety Data Sheets
Conduct internal onsite inspections to ensure safety and health requirements are maintained in accordance to state and federal regulations and company safety policies and programs
Train employees and supervisors in best safety practices, policies and procedures
Education

Essential Functions
Strategic Program & Portfolio Management
Develop and implement enterprise-wide project controls and scheduling training and frameworks to ensure consistency, predictability, and scalability across T&D projects

Create, update, and maintain detailed schedules using Primavera P6, MS Project, or similar tools, ensuring integration with cost and resource plans
