A seniorengineer position that provides project management, project estimating, design engineering, permitting, procurement management, and closeout for the District's substation projects. Performance is measured by safety, reliability, operability and economy of assigned projects.
+ Provides the requisite project management, design engineering, permitting, procurement management, and closeout for the construction of additions and modifications to the District's substations to ensure the safe, reliable and economic transformation and delivery of electric power to meet system and customer load requirements.
+ Provides project management services on small and medium size substation projects and participates on larger project teams as required and/or technically complex District projects.
+ Accountable for design compliance with all applicable governmental, Code, industry standards, internal procedures, reliability (NERC/MRO/SPP) standards, and internal policies.
+ Accountable for safety, reliability, operability and economy of assigned projects.
+ Provides Professional Engineering review and stamping where legally required.
+ Provides technical direction and training to entry-level engineers and designers.
+ Keep abreast of the latest technological advances.
Qualifications
Required:
+ Four (4) year Bachelor of Science degree in Engineering degree
+ Professional Engineer (PE) license, certification or means for reciprocity within six months.
+ Five (5) years of equivalent engineering work experience. Master's degree may be considered for up to two years of experience
+ Have the ability to perform complex engineering tasks and perform intricate studies.
+ Demonstrated design capability of all aspects of installations within discipline.
+ A valid driver's license
Desired:
+ Familiarity and experience with Ventyx (Asset Suite), Cognos, AutoDesk (CAD, Inventor, Vault), Bentley MicroStation, PeopleSoft, SharePoint.
+ Master's degree in Engineering or Business.
+ Demonstrated capabilities of researching engineering and design issues, evaluating alternatives, making sound recommendations, and presenting recommendations.
+ Advanced MS Office Professional Skills (Word, Excel, PowerPoint, and Outlook).
+ Electric utility substation design and construction experience
+ Understanding and application of NESC, OSHA, ASCE, etc. as it applies to Substation design and construction methods
+ Thorough knowledge of OPPD's T&D, Substation and Generation system.

**Job Description**
**Position Purpose:**
Senior Electrical Project Engineer Commissioning - Performs & plans commissioning of electrical systems. Must be a self-motivated & energetic professional. Must have understanding of building electrical systems design & construction. Must have experience with commissioning process of electrical systems ranging in size, rating and complexity. The ideal candidate shall possess theoretical and practical knowledge in the commissioning, testing and troubleshooting of electrical systems and related controls. Candidate will be responsible for reviewing project information; coordinating and executing daily field activities; maintaining project documentation; assisting the Project Manager with schedule and planning of resources; and providing guidance to Project Engineers. May perform as team lead on small to medium sized projects. Will be expected to assess and test at a high technical level. This role requires the candidate to have technical competency, organizational skills, good communication skills, and to work well in a team environment where leadership is necessary.
**Primary Duties/Responsibilities:**
+ Commission electrical distribution equipment and related controls, primarily in data center environments, including high voltage and medium voltage systems.
+ Review system designs for compliance with client facility goals.
+ Prepare plans and procedures for execution of the commissioning process.
+ Conduct commissioning activities from the design phase through the occupation phase, in accordance with client requirements and industry commissioning process best practices.
+ Attend factory testing of equipment and document procedures and results.
+ Conduct functional testing of equipment.
+ Perform analysis of test results using instrumentation and prepare reports.
+ Understand critical power quality requirements and test procedures.
+ Perform thermographic surveys and analyze results.
+ Fully document all field procedures including results, issues and observations either via company provided templates or online applications.
+ Report on system performance and make technical recommendations on issues.
+ Work with the Project Manager and project teams to coordinate and execute field activities.
+ Prepare and provide input on commissioning project documentation and schedules.
+ Draft comprehensive test procedures for a variety of equipment and systems.
+ Attend relevant project coordination and schedule meetings as necessary.
+ May be required to lead commissioning meetings or speak on technical topics.
+ Assist with submitting and maintaining daily commissioning reports.
+ Train and guide both Associate Project Engineers and Project Engineers on roles & responsibilities.
+ Respond to project team and client inquiries in a professional and timely manner.

**Qualifications**
**Education/Experience/Background:**
+ BSc/MSc in Electrical Engineering with 5 or more years with mission critical project experience, or relevant and applicable industry experience
OR
+ Minimum of 7 or more years of experience in commissioning with mission critical project experience, or relevant and applicable industry experience.
+ Experience in Mission Critical facility commissioning is essential
**Knowledge/Skills/Abilities:**
+ Organized, detail-oriented, analytical, proactive, problem solver.
+ Good communication and relationship skills.
+ Effective written and verbal communication skills.
+ Ability to manage multiple tasks simultaneously, work with limited supervision and manage junior engineers on day to day tasks.
+ Knowledge & experience with ASHRAE or BCxA commissioning guidelines preferred.
+ Knowledge & experience with InterNational Electrical Testing Association (NETA) test specifications.
+ Distributed control system experience a plus.
+ Good understanding of building management systems (BMS) and/or electrical power monitoring system (EPMS).
+ Deep understanding and application of test instrumentation.
+ Team player and a "client-first" mentality.
**Required Certification/Licenses/Training:**
+ Professional Engineers (PE) License and/or a commissioning certification a plus but not required.
**Physical Requirements:**
+ Ability to walk up to 5 miles per day.
+ Carry up to 50 lbs.
+ Ability to wear required PPE daily.
